Request for the installation of "NO PARKING ANYTIME" restrictions on the east side of Chadwick Parkway from Sky Gate Lane to 5385 Chadwick Parkway. Elia Castanada N. Commissioner Lebeau - I'm concerned this would merely shift cars south to Alta View Dr. where they will park in front of those residences, is that correct? Dave Allenbach, Transportation Analyst - It's reasonable to expect that, it's not really that much of a further walk to park south of Sky Gate; again the only parking that is allowed is in front of the residences. However, given the size of the driveways in the area there really is not a lot of on- street parking available. Chairman Beil - The point you made about the size of the driveways and the curb space and the existing developed houses, it's very small. That is one of my concerns about removing this parking; it's essentially a good parking area for any of these houses along Chadwick or Alta View if they have a lot of people over for any type of event at their house. Taking this parking away would really impact those neighbors. Chairman Beil closed the public hearing and returned the item to the Commission for further discussion and a motion. ACTION: Denied the requested parking restriction on Chadwick Parkway. MOTION: W. King SECOND: M. Lebeau AYES: Unanimous 2. Commissioner Lebeau - If the driveway safety zone were installed today what length would it be for a 25 MPH zone? Dave Allenbach, Transportation Analyst - It would be 30 ft. on either side of the street. Glenn Seltzer, Las Palmas Cr . - When I moved in we didn't have the traffic or the through traffic that we have now. I don't know what day your sample was taken but I know there have been many, many times, we have one entrance to our community of 24 homes and consistently there is high -speed traffic and its blind; and constantly trucks and SUV's are parked outside the entrance to our community. It is impossible to see beyond them and see down the street. Evidently whoever took this survey did not go into our community and then try exiting because it is definitely a problem. (Describes photo of motorist leaving the complex) The photo is not consistent with what we see on an everyday basis. It looks to me this was taken during the day and during the week, and that is the situation most of the time when people leave for work that live across the street in the apartments. This photo is not consistent with conditions in the morning and the afternoon, on the weekends it's packed. I have to creep out, there is an inset on the driveway, there are spikes so you can't go backwards, so you go over those then you have to make sure there is no one crossing. It's just a really blind spot in my opinion. The Association pays to have the landscaping maintained. Chairman Beil - Could you go back to the other photo looking in the other direction? Are those oil spots there? Dave Allenbach, Transportation Analyst - That's actually a wet spot. The picture was taken just after a rain storm. Commissioner Lebeau - Did you take the photographs? Was the truck parked up against the end of the red curb? Dave Allenbach, Transportation Analyst - In this photo the truck is actually parked at the edge of the requested red curb area, if the requested red curb were approved, so this is typical and we were out there several times as various times of the day over a week and parking increased in the evening but we never saw vehicles parked adjacent to the existing 15 ft. of red curb which would substantially decrease sight distance. ACTION: Approved the installation of red curb marldngs not to exceed 30 feet on either side of La Linda Ln. as a driveway safety vision zone. Chairman Beil - Dave just confirmed that per the speed limit on that residential street that is the length of the standard vision zone. Dave Allenbach, Transportation Analyst - Yes, approved vision zones at an intersection, you start with a minimum of 30 ft. based on a 25 UTH speed limit. Commissioner King - Would you repeat the motion? Chairman Beil opened the public hearing for the following discussion. Amir Farahani, City Traffic Engineer - I would like to bring your attention to a correction to this item. The intention is to modify the parking restriction for "NO STOPPING ANYTIME" so wherever this report talks about "No Parking" it should be changed to "NO STOPPING ". In 2003 the previous Traffic Commission approved the "NO STOPPING ANYTIME" restrictions for that length of Virage St. and "NO STOPPING ANYTIME" makes sense. The purpose of the restriction is to prevent any vehicle from parking or stopping on the west side and let the kids walk across the street. "NO PARKING" doesn't do that, anybody can stop and the kids can cross as long as you remain in the vehicle. Commissioner Lebeau — You indicated that the school reported that children are not allowed to arrive prior to 7:45 a.m., was this proposal discussed with the District staff? Dave Allenbach, Transportation Analyst — We discussed this with the school staff, not with OUSD. Since they're the ones who have the issue with students most directly. The idea is also to keep from having children cross the street at various locations during the day. It is much safer for them to use the marked crosswalk. If there are any children living in the Cambridge Creek Association they can cross at the 3 -Way STOP for them. The school staff had no objection to the proposal and therefore we support it. Raymond Cabrera — Just be aware that a lot of residents will move their car over to the east side of the street because of the restrictions on the west side of the street, basically I think the time set is because when the time expires on the westerly side of the street it will migrate to the east side of the street. I'm not sure how that affects the drop -off for the kids. Dave Allenbach, Transportation Analyst — It really shouldn't have any affect. The parking on the east side of the street is restricted at night and allowed during the day and I believe they offset each other so the parking restriction ends on the east side of the street at 6 AM, so there's no overlap. There will be room for the residents if they need to use the east side of the street to do so. The school also has a rather large parking lot that parents can circulate into in order to drop their kids off, and you're looking at well over 600 ft. of roadway where they can pull up and drop their children off. Raymond Cabrera — My personal feeling from the 3 -Way STOP sign, anything to the south of that could be more restrictive guidelines, if we could have something north of the 3 -Way STOP sign being more lenient I would think the residents there would be okay with that. Unidentified Speaker - I believe this is a reasonable request most of the people in Cambridge work and yes there are some people who park on the outside, but in most cases when I leave at 8 AM the street is clear because the children are being taken to school by their parents. ADMINISTRATIVE REPORTS Chairman Beil reported on meeting with residents at Kennymead St. and Santiago Canyon Rd. to discuss their viewpoints and options and proposals on what to do with the current condition of the Kennymead /Santiago Canyon Rd. intersection issue as the City takes forward their median safety improvements along Santiago Canyon Rd. VI. ADJOURNMENT After discussion of today's Agenda the City Traffic Commission meeting was concluded, and as there were no further requests for action under Oral Presentations, the Chairman adjourned this session of the City Traffic Commission.
