IV. CONSIDERATION ITEMS
1. Request to remove both sides of Dunas St. and Shasta St. between Almond
Ave. and Palmyra Ave., as well as both sides of Almond Ave. between Prospect
St. and Dunas St. from the Neighborhood Parking Permit Program (Area I).

Wayne Winthers, Asst. City Attorney — There are some concerns that if we were
to take action tonight some of the requirements in CEQA may come into play so
we need to do some extra research on this to determine what procedures need to
go forward if the Commission should decide that they want to change what is
out there now. We're asking at this time that this be continued, everyone will be
re- noticed for the meeting when this is scheduled.
Chairman Beil — If and when this does come back to the Commission, one issue I
noticed was the addresses on the survey that went out, they were redacted.
Talking to Phyllis she mentioned why they were redacted, but in some cases
those address can be very important to the Commission in making a decision and
in trying to figure out what residents are in favor and which ones are opposed
and where exactly they live and what is going on as far any factions that develop
in the neighborhood. I'm hoping that somehow through our legal counsel we
can get these in the future with the addresses listed on the survey so we can see
what is going on in those neighborhoods.
Wayne Winthers, Asst. City Attorney — If there were any changes made to the
use at McPherson that may affect the needs or wants of keeping the
neighborhood parking permit as it is today. We may want to do another petition
to make sure everyone is still in favor.
Chairman Beil — You had mentioned also that this was originally put in as a
mitigation measure, so the new staff report will address all those issues.
Wayne Winthers, Asst. City Attorney — That was addressed in the staff report but
at the time none of us caught it to understand the effect that it may have, and the
implications for CEQA and procedure necessary in order to make changes to the
mitigation measure.

Amir Farahani, City Traffic Engineer - As we dig into more information for this
item it would definitely be included to be more clear what happened last time
and what needs to be done the next time.

After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
