Comments regarding the neighborhood permit parking program enacted on the
100 block of E. Rose Ave.
This week as I was going to work I noticed some signs on the street where I have
parked for the last 7 years that we would now require parking permits. So my
concern is why we need permits this isn't even a full block. We found out we
have to go get parking permits and it costs $5 that we have to pay to the Police
Dept. for us to get those permits. I'm requesting that if there was a petition
circulated for parking permits I wasn't presented that petition to be part of the
parking permits for parking on Rose Ave.

Chairman Beil — We did approve the extension of that parking permit area at the
request of the residents on Rose Ave. and we added that to Area A which was
originally established in 1986.
Dave Allenbach, Transportation Analyst — I believe that was approved in March.
Chairman Beil — Yes, it was just recently that addition was approved.
Taug Burch — Was that a petition to the residents there, because we have lived
there.
Chairman Beil — It was an application and an interest survey /petition from the
residents on Rose Ave. where, in front of the residents where the parking permit
restrictions would go in place.
Taug Burch - Do we have to live on Rose Ave. the petition to park in that area to
have no permits?
Chairman Beil — I think it would probably be best for you to meet with staff to
answer all your questions and they can give you a lot of the details and how the
program is put together, who does notification, how the survey is done, the
whole process of how that comes forward. Staff would be happy to answer all
your questions on how we go about that.
Taug Burch — There would be more of a complaint that would be my thing,
because for residents on that corner we have to pay $5 for a parking permit but
for Chapman University housing they don't have to get parking permits. They
don't have to pay that cost if their students have to get parking permits. Who
would I be meeting with to un- petition that area?

1. Request for the installation of red curb markings on the south side of the
driveway at 1535 E. Van Bibber Ave.

Beil opened the public hearing for the following discussion:
Paul Romero — I agree with the denial. My parents use that parking when they
come over quite a bit. I agree with the denial of painting that red.
Chairman Beil — You're at 1534. When I drove by there today the car that was
parked in that spot hanging over the 1534 driveway, I suspect that was one of
your vehicles then.
Paul Romero — Probably. Sometimes it goes down to the lip of the driveway
approach and we park it gets about 3 ft.
Chairman Beil — If you live at 1534 and you park in front of your own driveway
but in front of the neighbors.
Paul Romero — Obviously we're not going to do that.
Mary Lou Romero — Oppose the red curb. We do give consideration to our
neighbors each and every one of them, and would not block their driveway. I'm
glad to see your recommendation is to not paint it red. I would like to submit a
letter from the concerned neighbors on Van Bibber, 9 -10 homeowner's signed
this and I'd like to submit it.
Candice Boulais — Opposed to red curb. I recently moved back home from
Alabama, my husband is deployed so he brought me to live back with my
parents. It is usually my vehicle parked there, however, I do like to park in front
of my house because I have a disability and I have a handicap placard and it's a
lot to unload my wheelchair walking 2 -3 houses down, it is a chore. I agree with
your decision.

2. Request for the removal of a "30 Minute" parking zone (green curb) in front of
900 E. Lincoln Ave.

Beil opened the public hearing for the following discussion:
Chairman Beil — I'm concerned about the notification because I just see this could
come back as a request from one of those other strip mall businesses if we take it
out because I'm sure the parking in front of those little businesses gets impacted
at times.
Dave Allenbach, Transportation Analyst — Each of these strip centers has a
parking lot, and during the times we were out there neither of the parking lots
was full. Plus there is additional on- street parking in this area along the entire
reach of Lincoln Ave.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion.
ACTION: Approved the removal of 50 ft. of green curb and the "30 Minute"
parking sign at the subject location.

Chairman Beil - Do you know what the street width is in this area?
Dave Allenbach, Transportation Analyst - Yes, the road is 40 ft. wide.
Erika Robles - Two months ago we had to call the Police at 2 AM because
someone was totally blocking my driveway and we called 17 times. I don't want
to waste my time calling the Police when they have more important things to do
than to come and tell people to move their cars. So I would appreciate the red
curb being installed.
Chairman Beil - How tough is it to back out of there when the cars are just like
that picture?
Erika Robles - It's worse when you go in rather than coming out because people
tend to race on that street so if you don't do it really fast you're going to get hit in
the back. The driveway is very narrow, so if there is 10 ft. of red curb on each
side we will have more room to turn. People tend to park totally blocking the
driveway.

Commissioner King - Are all of the lots on Lemon St. the same width as 473 &
475 S. Lemon St. Do they have the same problem this lady has?

approaches?

Commissioner King - All the other apartments do they have that problem of
people parking hanging over the driveway?
Dave Allenbach, Transportation Analyst - At the time we were there it was
mixed as far as the demand. There are some driveways adjacent to LaVeta
Grand on the west side of the street that already have red curb. That apartment
complex has wider driveways. The driveways directly south adjacent to the
corner are a little wider, they are about 24 ft. wide, and there isn t any room to
block these two driveways because one is right at the curve return and the other
is right next to it and there is only about 3 ft. in between the two driveways.
Further up the street to the north the driveways some are 24 ft. wide while some
are 16 ft. wide, it's mixed. On driveways that are 24 ft. wide it may be
inconvenient to park up to the drive approach but the property owner can get in
and out a lot easier than that narrower driveway. Typically we do these on a per
request basis.
Commissioner King - If you look at the map and this lady gets red curb and all
the neighbors see red curb and everybody will want a red curb like hers.
Dave Allenbach, Transportation Analyst - That could happen, we have installed
red curb over the years in a number of areas, not just on Lemon St. but also on
Cypress and Olive for the very same reason. In this case because of the high
demand if we do receive additional requests we will respond to them. If they are
substantiated the way the proponent's has been then we will recommend the
request be approved.
Chairman Beil - The proximity to the corner they can have vehicles turning right
from LaVeta or left onto LaVeta coming in to Lemon at pretty high speeds and
the proximity of that corner without any sight distance I see that as being an
issue particularly when it has that narrow of a driveway and you have a vehicle
trying to come out and suddenly a car appears on Lemon, because when you are
looking to the south Lemon is right there.
Commissioner King - I'm in favor of putting in the red curb at this one, I think it
is a valid complaint.
Chairman Beil - I'm familiar with the parking in that area and at night I know
how impacted it is from the apartments.

Vice Chairman Lall — I see this as a worthy request and based on the map 1 can
see a lot more worthy requests coming to us. What are we going to do with all of
the demand for parking if we continue to put in red curb? Are we opening a can
of worms down the road pushing this to other streets or where are we going with
this ultimately?
Dave Allenbach, Transportation Analyst — We really cant predict if we are going
to get additional requests, we haven't had one in this neighborhood for a number
of years. Then again, we could get a bunch of them once this goes in. We
evaluate them all on an individual basis. When we have a high demand area like
this we look at providing the proponent with some relief as far as being able to
get in and out of their driveway easier and safer and minimize the impact to the
parking because the cars are not going to go away, they are just going to go
somewhere else. We have had inquiries from other residents in the area about
permit parking but to date no one has come forward with the application fee, or
a letter of request, so at this point all we can do is take this on a per request basis.
Chairman Beil — Just to the north of this on that same side of the street on this
area map, is that existing red curb at these driveways just to the north of that
already?
Dave Allenbach — Yes, the area map shows the existing red curb.
ACTION: Approve staff's recommendation to approve 10 ft. of red curb on
either side of the driveway.

V. ADMINISTRATIVE REPORTS
Chairman Beil reported that Labor Day weekend is September 6 1 h, and we've
been asked to push our meeting to allow the Planning Commission to use the
Chambers. Our regular Commission meeting would be September 8t'', however,
it appears for 410 pm there is a Candidates Forum as well and of course the
Planning Commission which would normally be on Labor Day, that Monday,
they are looking to use the Council Chambers for their meeting on that night. So
we have been asked if we would be able to move our September a week later to
September 15th.
VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
The next meeting of the City Traffic Commission is scheduled:
5:30 P.M.
