IV. CONSIDERATION ITEMS
1. Request for the installation of a pedestrian sidewalk on the south side of
Chadwick Parkway between Avalon Ave. and the "All -Way' STOP at Kendra
Dr./Portico Terrace, and /or a marked pedestrian crossing at the north leg of
Chadwick Parkway and Avalon Ave.

Beil opened the public hearing for the following discussion:
Vice Chairman Lall — My observations of when I was out there is that if we put
10 ft of red curb on both sides of that access ramp it pretty much eliminates all
parking in front of the house at 8179. It doesn't look like there's enough.
Wouldn't we be better off if we decided to follow staff's recommendation to
paint that whole section of curb red so there's not people fudging and it keeps a
very nice clean sight line for kids trying to cross.
Dave Allenbach, Transportation Analyst — That's fine, there would not be a
usable space left between the driveway and the access ramp with any red curb
that went in there.
Commissioner Lebeau — Can we go back to the aerial photo. There is an "All -
Way" STOP at the corner of Kendra and Portico Terrace isn't there?
Dave Allenbach, Transportation Analyst — - That's correct.
Commissioner Lebeau — Was that installed during the original construction or
was that installed later?
Dave Allenbach, Transportation Analyst — I believe that was a condition of
development and it was installed with the development of the tract.
Commissioner Lebeau — What was the rationale for that?

Dave Allenbach, Transportation Analyst — The intersection is at the south end of
a knuckle, or turn. Portico Terrace is a much longer street than you see here, it
actually wraps around and comes down and intersects with Cheshire down here
so it serves a number of homes, and the traffic volume at this location is much
higher than it is at Adeline.
Commissioner Lebeau — Has there ever been any traffic collisions at that curve
from Chadwick to Portico Terrace and Kendra Dr.?
Dave Allenbach, Transportation Analyst — We didn't evaluate the accident
history at this location, however, this is a fairly new tract and we would venture
to guess there have not been any collisions at this location.
Commissioner Lebeau — So we're not sure.
Dave Allenbach, Transportation Analyst — At this point we're not sure.
Commissioner Lebeau — If we were to approve an "All -Way" STOP at the
intersection of Chadwick and Avalon there would be a STOP going into a curve
and another STOP at the end of the curve.
Dave Allenbach, Transportation Analyst — That's correct.
Commissioner Lebeau — So the traffic on Kendra would come to a stop before
entering the curve but the traffic coming off Hardwick is not, and there is the
potential if they take that turn too fast.
Chairman Beil returned the item to the Commission for final discussion and a motion.
ACTION:
a) Denied the installation of a pedestrian sidewalk and marked crosswalk.
b) Approved the installation of 10 ft. or red curb on both sides of the access
ramp on the northwest corner of Chadwick Parkway and Avalon Avenue.

Dr. Steven Stanowicz, 1506 E. Chapman Ave — The letter says it's the east side of
Lincoln St. and I was under the impression it was going to be all the way from
Century to the corner. I just want to clarify that we're talking about the west side
and I have no objections to that, it's really up to the residents and whatever you
feel comfortable with. I have been here for 20 years and this has always been an
impacted area, there has never been an empty parking space.
Lawrence Brenneman, 1442 E. Century Dr . — I'm at the opposite corner and if a
red curb is on there that will affect my corner a whole lot for not only myself but
some of my visitors. The medical staff used to be able to park in the Drug
Emporium lot but when Walgreen took over they were not able to reestablish
that parking, so that impacted everyone since that was about 12 cars that had to
park somewhere else. We can park in our back yard but we do park out front
from time to time. The people at Wanda Bogart's also park in that area because
they lack on -site parking.
Chairman Beil — The impact being what the proponent requested, a length of red
curb on the west side of Lincoln St. on the north side of Century Dr. You're
saying that would impact you?
Lawrence Brenneman, 1442 E. Century Dr . — On the south side it wouldn't affect
me too much at all, but on the north side, where that picket -fence is. I have seen
what they have suggested and that gutter there is pretty nice but once a day I can
hear cars bottoming out.
Chairman Beil — You live at 1442 E. Century Dr. and yet the proponent was
asking for the red curb on the opposite side of the intersection.
Lawrence Brenneman, 1442 E. Century Dr . — Dave was checking both sides and I
didn't quite understand what he was talking about.
Commissioner Lebeau — You live at the southwest corner of the intersection? I'm
just trying to put it on the map.
Lawrence Brenneman, 1442 E. Century Dr — Yes, that's correct.
Vice Chairman Lall — You said you'd be impacted by this but I'm not sure how
you would be negatively affected.

Lawrence Brenneman, 1442 E. Century Dr - If the red curb were to be on my
corner where I live it would take away one car on Lincoln St. and one car on
Century Dr., and guess where they go, one house down. Sometimes I have had
discussion with those people at the medical building about parking in the front,
right now I have about 2 1 /2 parking places and I've told them it's okay for them
to park but to please leave one place for myself and my wife to park our car in
front of our house.
Chairman Beil - But do you have a concern if there is red curb on the northerly
corner?
Lawrence Brenneman, 1442 E. Century Dr - Umhum.
Vice Chairman Lall - The northwest corner is that a problem to you?
Lawrence Brenneman, 1442 E. Century Dr - It's not too bad of a problem. I
know the situation and most of the time they have cars parked all the way to the
curb almost, like about 5 -10 ft. from the corner itself. They start showing up at 7
AM and they are mostly the medical people and they can't park in their own lot
cause they don't have enough if they want patients to show up then the patients
have to park out on the street.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion.
Vice Chairman Lall - I think the line of sight at this intersection that has been
brought before us so I'd like to move that we reject staff's recommendation and
approve 15 ft. of red curb on the northwest corner on Lincoln St. at Century Dr.
Chairman Beil - If there is going to be a segment of red curb on that one leg,
what would be the appropriate length of red curb per City standard?
Commissioner King - Is 15 ft. appropriate or are there rules to make it longer?
Dave Allenbach, Transportation Analyst - Typically on a residential street the
minimum we would install is about 30 ft., that is a car length and a half. That
gives you adequate sight distance.
ACTION: Approved the installation of 30 ft. of red curb markings on the
northwest corner of Century Dr. and Lincoln St.

Chairman Beil — I'm going to support this. I've talked with Dave that there
seems to be a lot of red curb going in at other locations that does not come
through this Commission. Specifically in the area of Mayfair and Lincoln and
Mayfair and California; there is red curb cropping up all over those
neighborhoods that has not come through this Commission. I don't know how
it's getting there, the residents in the area are saying the City is installing it, and
those locations don't have near the sight distance problem that this one left -turn
movement has.

Ave. east of Glassell St.

Beil opened the public hearing for the following discussion:
Chairman Beil — Do we know how the parking is divided up behind Woody's in
the parking lot? Who has access to that and how it's regulated?
Dave Allenbach, Transportation Analyst — The parking at the rear is a public
parking lot. Directly behind the address, it looks as though the building is
subdivided and there is a business or some organization that has a door out to
the back. It looks like what used to be a loading area is actually now a patio,
with raised concrete, so there's really no place to park in that area. We don't
know if the proponent has access to the back. It's probably a shorter walk to
move the freight to Maple, or if space is available to the storefront along Glassell.
We presume during the day, Glassell has 2 -Hour parking and it is probably
occupied for quite some time, which is why he was asking for the cargo loading
zone on Maple. The parking lot in the back is generally occupied all day as well.
Chairman Beil — How does the law work on freight loading and unloading, on
double - parking basically, if on- street spaces are occupied is it legal for freight to
stop and unload?

Sgt. Dan Adams, OPD Traffic Bureau — It is legal to double -park. I checked out
this item and I don't know how much cargo she unloads in the antique store but
from a Traffic perspective it would impact traffic down there. As we know there
is a high demand for parking all the time and other than if she could load in the
morning when it's less packed, but there is that large parking lot in the back.
Commissioner Dick — They've been in business there for 2 decades has it been
the redevelopment of the other side of Glassell St. that has created the issue?
What's changed in 20 years that this has become an issue today?
Chairman Beil closed the public hearing and returned the item to the Commission for
final discussion and a motion:
ACTION: Denied the requested installation of a cargo loading zone on the
south side of Maple Ave. east of Glassell St.

SECOND: J. Beil
Vice Chairman Lall — I really wish the proponent was here to give us an
explanation why this is now an issue because I respect a businessman who has
served the Orange community for such a great length of time. Absent that I
don't have any information to oppose staff's recommendation.
Commissioner Lebeau — I echo Vice Chairman Lall's concerns.

VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
The next meeting of the City Traffic Commission is scheduled:
