Beil opened the public hearing for the following discussion:
Commissioner Dick — I note there was 70% positive response by the petitioners
and I know we require a 55% minimum response. What is the average we
usually get on these requests?
Dave Allenbach, Transportation Analyst — I couldn't say there is an actual
average. For this type of request it more than exceeds the minimum at least by
60 -70% or more.
Frank Delgadillo, 413 N. Cypress St . — I'm in favor of the request, there really
isn't any need for me to make any additional comments.
Roy Jernigan, 417 N. Cypress St . — I'm also in favor of the permit parking.
Chairman Beil closed the public hearing and returned the item to the Commission for

Commissioner Lebeau — The permit parking program does not restrict parking in
front of businesses, is that correct?
Dave Allenbach, Transportation Analyst — That's correct. In front of businesses
or institutional uses if there is on- street parking allowed it stays as is, its general
use, anybody may park there with or without a permit. The only restrictions
would be for street sweeping.

Lupe Prado - E. Del Valle Ave. — I'm here representing the residents at 585 N.
Glassell St. This resident is handicapped and has a problem finding a parking
space. When I took the petition around I spoke with most of the residents and
the response was overwhelming they wanted to know when this could happen,
because everybody has had so many problems. They have to take their kids to
school and when they come back there's no parking. They have a school right
across from their home and those employees park right in front of their homes,
there is a cafe on the corner so the parking spaces are always gone. We need
some help.
Chairman Beil — In your opinion is it filled up with students every day?
Lupe Prado — With students and employees from the school and other
businesses. People from the apartments on the other block also come and park
here, so it's just a big problem.
Pamela Moore, N. Glassell St. — I'm one of the business owners there and we've
had the privilege of losing all of our on- street parking in front of my building.
When Chapman University was doing their construction all the curbs in front of
my office and in front of the building next door to me were painted red. We
were advised, at that time, this would be temporary and we would have our on-
street parking returned at the end of their construction, now we have no on-
street parking at all. I have been an owner of that building since 1999 and we
basically have no parking in front of our building and no parking next door, and
I'm having a huge problem with the fact that we're being lumped with the

students from Chapman. My office is in the front and I watch the students come
down and park on the street because they don't' want to pay for the permit
parking. As an owner and business owner, I should not be treated the same as a
student from Chapman and be told I'm not a resident because I'm not sleeping
there so I don't get the privilege of parking. It does not feel like a privilege
because we are using every square inch of our lot behind the building. It's a very
big problem. I know the autistic school down the street has turned their back
area into a playground, the Council needs to address that. If you have business
owners and schools who are not using their parking you need to address that
and you need to have some kind of a permit system where I, as a business
owner, also get a permit because I need access. I'm being lumped with the
students. I tried to talk to other business owners about being here today and
they didn't get the notice in time to make the arrangements. Your notice is dated
September 7, but it wasn't mailed until Sept. 9w. So it didn't land in businesses
until the weekend or possibly Monday, so this was very difficult and I did talk to
other people about being here and they feel the same way. We need to have
access to the streets, I understand what people are saying but you need to keep
Chapman students parking over at Chapman without eliminating all of our
parking. Finally I want to say all of the businesses have been inconvenienced
with all of the construction going on, and you don't' want Orange to become like
Anaheim is with Disneyland. I'd like to know what's going to happen to my
building, there's no parking in front of me or next door to me, so where do my
employees park when there's not enough and we have people come to the office
sometimes.

Chairman Beil — It's a real difficult issue Ms. Moor brought up regarding the
businesses on Glassell St. The issue is that the parking on the street is for
everybody to park, we couldn't really restrict students from parking there other
than having something such as a permit program. Also it's unfortunate that a lot
of businesses, based on zoning, have moved into many of the older homes along
Glassell St. in the historic area, and may be severely under parked. I don't know
if a lot of the businesses own their own property or are leasing but it's a real
tough question to answer. Any business should have adequate parking on -site
to support themselves and not have to rely on public parking.

Commissioner Dick - I'm not familiar with the parking requirements in the City
of Orange because my business is not located here. However, I am required to
support the parking needs of our employees on our lot. My question would be,
sometime between now and next month, I would hope we could find out how
these buildings that are being used commercially are zoned and what the
requirements are. And I do believe that if indeed the residents in the area were
not given an appropriate amount of time to respond that it would be deemed
appropriate that we provide them the opportunity to be responsive to our
actions whether they agree with what we do or don't agree they should have the
right to come and express their opinion. It is my intent to move to continue this
until next month.
Chairman Lebeau - I share Commissioner's Dick's concerns about adequate
notice. If the notices were postmarked less than a week ahead of time I am
troubled by that.
Chairman Beil -The consideration of this is for both sides of the street, is there a
reason why we decided to do that?
Dave Allenbach, Transportation Analyst - When we receive a request for permit
parking we do both sides of the street. We have residents still living in an area
that allows on- street parking. The signs that would go in on the west side of the
street would cover three properties. As you can see from the map on the screen
they are most likely suffering from the same problems as the residents on the
east side of the street.
Vice Chairman Lall - I would like to have more information on the zoning with
what is required from the businesses, I think that's important to have before us to
make this decision because it will have a huge impact on the businesses. They
have already given up some parking with the red curb and anywhere it's not
permitted there's going to be people parking, including people who live in the
permitted area. On a side note to the young lady who had a concern about the
handicapped, we take that into consideration and we can provide a parking spot
specifically reserved for the handicapped, not necessarily for one person but
anybody who has a handicapped placard or license plate would be able to park
there, that might be a solution to that problem.

Chairman Beil — I would like to add to that to bring back specific information
regarding the businesses and their parking and what the requirements are for
business parking, if any of that may have been specified in City code or
otherwise.
Commissioner Lebeau — With instructions to staff that notices go out as soon as
practical.
Chairman Beil — If we did take action today it's not final, I believe parking permit
zones have to go to the City Council for final approval. We're hoping to work
out a lot of those issues before it goes to the Council.

Chairman Beil opened the public hearing for the following discussion:
Elli Zones, 1037 E. Chalynn Ave. — I want to start with the list of what we've seen
going on for the past 11 years. Mobile prostitution with adults, not teens in the
middle of the day. What appears to be call girls dropped off and picked up
again in the early morning hours. Van full of young solicitors dropped off.
Broken car windows. Regular sexual activity at all hours. Drug dealing and
usage at all hours. Stolen mail found on the street numerous times. Trash left
behind including beer, wine, pop containers, fast food bags, plenty of used
condoms, ashtrays emptied, etc. Drug paraphernalia, sleeping in vehicles, gang
graffiti, gangs of people hanging out in the dark because it's pitch black out
there. Most of this activity is ongoing and escalating especially the adult sexual
activities. The robberies that occurred in our neighborhood during the spring
and summer particularly right behind me on the corner have put an added strain
on us regarding our feeling of safety and security. I've requested a street light be
installed here since I've moved in, this request has been declined several times,
as recently as two weeks ago, due to monetary considerations. My husband and

I have since installed our own motion light on the side of the house and we've
recently been asked by neighbors to keep it on all night. We would be glad to do
that if the neighbors or the City of Orange helped me to pay my electric bill. The
Police Dept. has been called an endless number of times. The best scenario
would be to close this segment of Gardner St. totally with concrete barriers but
we know that won't happen so all we could think of was "NO PARKING" signs
or permit parking. Basically I and a few other neighbors have been policing this
little segment of street for too long and want some help from the City and
assistance to help our neighborhood out. Some of my neighbors park there in the
evening. Why people park on the street and not in their garage is their own
business, I want them to look more at this list and what's happening in our
neighborhood, it could get worse, it could get dangerous, and it certainly right
now is quite trashy.
Mike Howell, 1018 E. Chalynn Ave. - I'm at work during the day so I don't'
know what goes on here during that time, other than what I'm told. I'm here to
tell you what happens at night when I'm at home with my family. I'm no
policeman but 8 calls are ridiculous. There is graffiti up and down Orange
County and its getting worse up and down Cambridge. There is no light at
night, there is either a prostitution ring or a half -way house or something going
on here and we're talking about a street that is 200 feet. At night there is only
one car parked there and that is my son, he parks there because there is no
sprinkler there to get his car wet. At night is when the policy should be in effect,
I've seen officers on bicycles, in cars and walking around the area. I'm telling
you today that activity begins at night, there is no light there, it is pitch black.
When I go outside my house and I have to walk among condoms, beer bottles
and so on it's ridiculous. I live in the City of Orange for a reason, I've been here
13 years and we're starting to lose control of what's happening; 8 calls in an
evening, I believe it.
Till Flanders, 1100 E. Mardell Ave. - I came here opposed to the proposal but I
did not know any of these things had been occurring. I'm a new resident, I've
lived there almost a year and I have twice seen people loitering on the street but
both times the only cars I saw were either my roommates or my neighbor's cars.
Both 1110 and 1036 do not have safe parking in front because of the turn in front,
if you park there you risk getting hit by a car coming around too fast, so we don't
have street parking unless we park in front of our neighbors which our
neighbors at 1110 have asked us not to park in front of their house because they
have a lot of visitors all the time. I would be in favor of permit parking and a

to have trouble putting in new tenants.

Unknown Resident, 1047 E. Mardell Ave. - I'm up late many nights, I look out
my window and I see kids, adults and their cars all the time. I don't really know
what they are doing because I live alone and I'm a little afraid to go out and
investigate it. I don't like feeling like I'm on display if I come in and then go out.
I just think there is too much going on in that segment and it should be stopped.
Chairman Beil - I live in the neighborhood just north of here and I walk the area
nightly. I have the same thing happening in front of my house and it doesn't
happen all the time. But sometimes I have to go out there in the morning and
clean up trash that's left, beer cans, it's a quiet neighborhood and that shouldn't
be happening. Every time something is happening I'm on the phone calling the
Police and they are fairly responsive. There have been things from your list
happening in my neighborhood too, most recently we've had the rash of
burglaries so neighbors have to look out for each other, that's the best way to
cure these social issues. That's why it's good to get to know all your neighbors. I
see your bright light on your house sometimes when I walk at night, and I don't
walk late at night so it's not me raising Cain over there either. You've got a nice
bright light on your house. This is really more of a social issue and I really don't
think there is much the Traffic Commission can do because we need traffic issues
before we can take action, and I really don't see any traffic issues being
presented.
Vice Chairman Lall - I understand the neighborhoods concerns, there is a
discrepancy between the number of calls the Police Dept. has logged and the
number of calls the neighborhood claim to have made. I recommend if we don't
take action tonight that you become a pain in their neck and call, document it,
give us something to work with. Approach it that way. This is not a Traffic
Commission issue per se, so at first blush I'd like not to do anything about it, but
on the other hand if there is something we can do to alleviate a potential crime
problem I don't see how that would be outside our authority either. I'd like to
see more information from the residents. If you come back with a list of every
time you've called, what was said, that you've asked to be contacted, give us
something stronger to work with, if it's not documented as far as our authority
goes, it really didn't happen.

Sgt. Leff Bird, OPD Traffic Bureau — There is a difference in the 8 calls you
mention in your report and the number of calls the Police have received. Calls
for service are every single time you call to the Police Dept. and you are
requesting service at your house. Today, I had our clerk pull records of calls for
service at that location. I suggest that you call anytime anything is occurring in
your neighborhood so we can get out there. We don't know what is happening
unless you call and tell us to come out and take a look. We have been looking at
the calls for service. Officers have gone out there and performed patrol checks
but they have also logged their patrol check with dispatch, so that it was put into
the "Calls For Service' for your particular neighborhood. Most officers
responding when it's an anonymous call they will ask the dispatcher if the caller
wants to be contacted so we can let them know that we found. If you don't get
contacted it just leaves the impression in your mind that nothing happened,
when in fact you might miss the fact that we were on your street and we looked
into the matter. When it comes to the timeliness' of responding to calls we have
priorities that we have to respond to first. Sometimes there may be other calls of
a higher priority on the list than what you called in.

Dave Allenbach, Transportation Analyst —There is a cross -gutter on the north leg
of the intersection that is somewhat severe in this area, there are warning signs
on Shaffer St., and it does act as speed attenuation.
Iason Cunningham, 409 N. Shaffer St. — I'm really surprised by these findings
because I cross this street 4 times a day and there is always a steady flow of
traffic. At 2:40 PM there are at least 60 Orange High School students walking
past my house and they go in all directions from there. Every day I hear at least
10 different people slam on their brakes and sound their horns, the CROSS -
TRAFFIC DOES NOT STOP sign is there, and you know it, because people are flying
by. Every single day I hear people scrape the bottom of their cars as they go over
the cross -gutter and that's when they're going southbound. I've seen people
going east and westbound that can't see the oncoming cars on Shaffer St. because
people park so close to the curb and you can't see around the cars. In fact there
is a big black Pathfinder and a big brown truck that you cannot see around. As I
was on my way here I was coming from Chapman Campus down Sycamore and
I had to creep out to see around the brown truck and then a brown Volvo comes
flying past me, so I slammed on my brakes and I could not see around the cars at
all. So I don't know if there should be a longer red zone so you can't park so
close to the corners as they do now, but either way you cannot see. When
walking you have to be so careful because people don't recognize the STOP sign,
even on Sycamore they come right around the corner, and that's when people
coming down Shaffer slam on the brakes because they don't pay attention to it.
On August 28, at about 11:30 AM was the first accident that I saw. It was
somebody coming from the Chapman area eastbound and a car flying down
Shaffer hit the back of them and then there had been 2 accidents before that. Did
the accident of 8/28 get recorded in the 3 accidents you have on record for the last
10 years? I know I've heard 3 accidents and I've been living there 2 months. I
don't know if they're not reported but I strongly feel there should be a "4 -Way'
STOP.
Till Flan ders, 1100 E. Mardell Ave. - I just want to add that I avoid Sycamore
because of that intersection because I'm deathly afraid to pull out from the
intersection because I cannot see oncoming traffic. I agree with Mr.
Cunningham's comments and I agree that a lot of accidents don't get reported
because they are accidents by students who don't' want to report them so their
insurance rates won't go up.

Mark Strohback 375 N. Cambridge St. — I walk to class every day down
Sycamore and I find myself having to stop as cars zip by often, and when I'm at
this intersection cars don't acknowledge people coming by and they do not slow
down. So as I'm going to class every day I find myself having step back on the
curb or go across quickly because people do not slow down or acknowledge
pedestrian traffic.
Chairman Beil closed the public hearing and returned the item to the Commission for

Chairman Beil — I do find it's interesting that this item comes up right after
Chapman's session starts again because there is a who bunch of new drivers to
the area that show up.
Commissioner Lebeau — This is the 4 1 h time in 15 years that this has come up. It
seems like the residents in that area are asking for help and the comment about
recent accidents that don't make it to the police report stage has me intrigued.
It's hard to say how many are being reported and how many aren't. I wonder
how many people just get out and exchange information and to their way and
then $10,000 of property damage later and $3,000 neck injury. Given the
continual clamor for this type of assistance it's something I would be interested
in providing. I've driven that intersection and I can see the point.
Chairman Beil — I always like to remind people that the STOP sign may not
reduce accidents; you could have increased accidents with STOP signs in some
cases. STOP signs are for assigning right -of -way where we have proven accident
issues. I've grown up in neighborhoods in Orange where we've had the same
issues in the early 1970's and ultimately they were put in.
Commissioner Lebeau — This Commission has put in others before, it's just that
driving through there I see the frustration when I drive in a north or southbound
direction 1 see the oncoming traffic with little regard for the cross - traffic and little
regard for the pedestrian traffic nearby. Just because the reported accidents are
so few it doesn't mean the traffic collisions aren't happening.
Vice Chairman Lall — Like our last issue where the reports varied from the calls,
are there time where you're called out and have not taken reports that we
haven t seen in our statistics but maybe there are more accidents happening than
we are aware of?

Sgt. Ieff Bird, OPD Traffic Bureau — On traffic collisions when somebody chooses
not to take a traffic report we generally take what is known as a name exchange.
We still fill out the same face page of the CHP 555 form for a traffic collision, they
generally sign the top of the report that they are not requesting a report be taken
at this time and a report number is not drawn. At a later date if they decide an
accident report should be taken they may respond to the Police Dept. and ask to
have it pulled from the file and then they can do a hand written report at that
time if their insurance company is demanding that. I pulled the last 3 years of
accidents that have been reported at this location, and there were 2 reported
collisions. Once in 2008 and once in May 2010. I also asked for the last 3 years of
name exchanges from our file and we had none. So I don't doubt the fact that
there are accident collisions that occur, they might be minor in nature where tail
light lenses are shattering in the intersections, a lot of drivers tend to take care of
those on their own out their pocket so their insurance rates don t rise.
ACTION: Denied the requested installation of an "All -Way" STOP sign at
the intersection of Shaffer St. and Sycamore Ave.

Vice Chairman Lall — It goes back to the neighbors who see the accidents but we
don t see the documentation. I tend to support the motion because it appears we
are going in the right direction. Speeds are going down, accidents don't justify it.
Call it in even if it's not your call, just so we could have documentation and I'd
be more than happy to support a STOP sign if I had verification of the accidents.
Help us help you.
Question from the audience is unintelligible.
Chairman Beil — We loath putting in STOP signs, we have to be able to progress
through the city without having to stop at every intersection. Past STOP sign
installations have come through previous Commissions have generally been
supported by data, that's why we have warrants to analyze intersections so there
is justification process to make decisions when they go in or not.
Commissioner Lebeau — What are the dates of the accidents again?

Commissioner Lebeau — Is that accident of May 2010 depicted in Exhibit 2?
Dave Allenbach, Transportation Analyst — I run about 3 months behind logging
accident reports into my software. I found the report from May 2010 after I had
written this report, but our warrants are 3 correctible accidents in a 1 -year
period. A correctible accident is defined as a right -angle or a left turn versus
through type accident. Those are the types of accidents a STOP sign can control
When you have a new "All -Way' STOP installation the number of rear -end
accidents tends to increase because now somebody has to stop when before they
weren't.
ACTION: Denied the requested installation of an "All -Way" STOP sign at
the intersection of Shaffer St. and Sycamore Ave.

Chairman Beil opened the public hearing for the following discussion:
Vice Chairman Lall — The double yellow striping, does that include raised
pavement markers? Are they noisy?
Dave Allenbach, Transportation Analyst — Yes it does. It is not set up as rumble
strips, there are spaced about 24 ft. apart. If you hit them they will make a little
bit of noise but they are not that noticeable, they're not bad.
Chairman Beil — They're primarily there for night reflection?
Dave Allenbach, Transportation Analyst — That's correct.

Lin Sutterfield, 3030 N. Butterfield Rd. — I support the request. My concern with
the red stripe is that we have a place to park in front of our homes. I'd like to see
the red curb further down Butterfield. The traffic you are showing is double
what it was when he checked because school wash t in session at that time. I've
almost been hit backing out of the driveway. My only request is to lower the
"LEFT TURN" signs from 20 ft. to 9 ft. height so you can see them and get them
out from behind the trees, then put in 25 MPH speed limit signs on the street so
you can see them. The signs are currently so high that you can't even see them.
When they were first put in my wife and I drove by and we didn't even realize
they were there. If I hadn't seen the crew installing the signs I wouldn t have
known they were there, they are both behind trees.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion.
ACTION: Move to adopt staff recommendation and remove 65 ft. of on-
street parking in front of 3030 N. Butterfield Rd. for the installation
of a striped double yellow centerline.

VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
