1. Request for the implementation of a Neighborhood Permit Parking Program on
the north side of Spring St. between Hewes St. and Earlham St.

Beil opened the public hearing for the following discussion:
Commissioner Lebeau — Mr. Allenbach, does the City have any other
neighborhood parking permit zones adjacent to other jurisdictions such as the
one proposed here?
Dave Allenbach, Transportation Analyst — Yes we do. There is a parking permit
area on the west end of the city; westerly of Lewis, northerly of Chapman Ave. In
that location residents were being impacted by residents of the City of Garden
Grove and by the City of Anaheim. There are several apartment buildings in
Garden Grove that run onto Chapman Ave. In order to add a lane of capacity to
Chapman Ave., the City of Garden Grove removed the parking on their side of
the street. This forced their residents onto our residential communities. Likewise,
along Lewis St. there is a mobile home complex on the east side of Lewis St.,
northerly of Chapman Ave. Many of their residents are parking on the street
because parking has been removed on the east side of Lewis St and as a result
their residents have moved onto our streets. We did respond to a request from
the residents in that area and the commission did approve permit parking for the
west end of town.

Commissioner Lebeau — Mr. Allenbach did the City of Garden Grove react at all
to any of those situations?
Dave Allenbach, Transportation Analyst — We had no negative response from the
City of Garden Grove or the City of Anaheim. We had contacted them prior to
even receiving the request from the residents. They informed us there was
nothing they could do, they needed to have the lane capacity for Chapman Ave.
and since these two areas were in other jurisdictions, they informed us that
whatever means we had to take care of our residents we should go ahead and do
so. So that is what we did, the residents made the request for permit parking and
again they satisfied all the requirements.
Commissioner Lebeau. — How many parts of Orange have neighborhood parking
permit zones established for one side of the street but not the other?
Dave Allenbach, Transportation Analyst — We have one on the west side of Elm
St., south of Sycamore.
Commissioner Lebeau. — I'll narrow my question. It does occur in other parts of
the city?
Dave Allenbach, Transportation Analyst — It will occur if one side of the street is
in another jurisdiction as in this case or if the other side of the street happens to
have a commercial or industrial use, then it would not be entitled to permits.
Blanca Munoz, proponent — We have lived in our home over 30 years. During the
last 10 years have been we've actually been inundated by the commercial trucks
that park in our area. We are not able to have any visitors. If one is not parked
out there by 6 o'clock there is nothing out there. We have to deal with trash and
sometimes they will do mechanic work out there. It's a constant battle we've had
especially with the apartment complex. We have counted at least twenty -five
autos belonging to the residents. Their garages are used for living rather than
storing their vehicles. Our homes have an alley in the back way with a "No
Parking" restriction. Therefore, when we have no parking in our garages, we
have a family of five, and we abide by the rules of no parking in our alley way
what are we to do if all of the parking in the front is being taken mostly by
residents in the apartment complex? I'm hoping that you'll listen to our situation
that we've been having for at least the last ten years.

lohn Thomson, 445 E. Spring — I live directly across the street from the
apartments. And like Blanca said they have four garages which are full of
whatever. They have five parking spaces but with twenty-four cars, they've got
to go somewhere else to park. We live right on the corner and when we put our
trash cans out they put our trash up on the curb so they can park there. When the
trash truck comes in the morning our trash does not get picked up if the cans are
not in the street. Because I live close to Angel Stadium, The Pond and to Irvine
Meadows, it's hard to have my friends over to meet to go to concerts or to games.
We always have to park in the alley and hope we don't get tickets. It happens
every once in a while that the police will come by and give people that park in
the alley tickets. Because the neighbors across the street are taking our parking,
we can't park in front of our own house so we're the ones getting penalized.
Now I have to put my father -in -laws car in front of our house so we can put our
trash cans behind it. They can't park there because of the fire hydrant so we can
at least get our trash picked up. That's what it's come to there.
Chairman Beil — Do you experience any student parking coming in from El
Modena?
lohn Thompson — That's too far down. I've watched a guy that lives in the
apartment's park his lawnmower truck, because they do garden work, all the
way down at the end of Hewes right at Earlham and walks back to his
apartment. That means all on street parking is gone. I left the house at 5:15 today
and there was room for maybe four cars. So I can't have friends come over
because there is nowhere for them to park or when they do come I tell them to
just leave their car in the alley and we hope for the best. That's the only place you
can park.
Chairman Beil — Anyone else want to speak on this item? Ok, come on up.
Elizabeth Viera, 330 N. Earlham — I live on Earlham St. not on Spring St but I do
see the effect the parking issues are having on Spring St. because it's starting to
come into Earlham St. I'm here to say that yes they are dealing with this impact.
And now it's starting to come into to our street which is Earlham. So I'm
requesting that you guys consider these permits for them because it is putting an
impact on them. Thank You.

Nham Nguyen, 4443 E. Spring St. — I live in 4443 E. Spring, 4'h apartment. At 3
o'clock there is no parking. All the big trucks, the truck that clean up the pool,
and construction work trucks take up all the parking. My complex only has two
or three parking spots and we are not allowed to park there. For ten years I have
been very unhappy because I cannot park the car in front of my house. All the
apartment residents take up the whole thing. Every time I put the trash out it
goes back on the curb so the trash truck doesn't take it. I'm asking for you to
please help with our parking situation.
Chairman Beil - Thank you for your comments. Do you want to speak now?
Aurora Zamaripa (pronunciation unclear) 4439 E. Spring St. - I live across the
street and pretty close to the apartments. I agree with everybody that early in the
morning these guys will pick our trash cans up and place them on the curb. Now
I worry about waking up early to make sure my cans haven't been moved
because they won't come and take our trash. The other residents are not
considerate enough to put them back down. They are leaving a lot of trash
thrown. They do have their own parking lot and most of the trucks and cars in
there are not running. Their putting their non - running cars in the parking lot and
in their garages they are storing other stuff and using our side of the street to
park all their work vehicles and their cars. Thank You.
Chairman Beil - Thank you for your comments. With that I'm going to close the
public hearing portion and bring this back to the commission for any discussion.
I'll go ahead and start off. We had the one person up on Earlham St. ask about
the addition of some sections of Earlham, Dave how would people on Earlham
St. go about amending into this permit zone area.
Dave Allenbach, Transportation Analyst - During the times of our studies we
took a cursory look at the area before we prepared the petition. As you know, it's
the city staff that will set the size of the area. We tried to go out there during the
worst time of day, usually late in the afternoon to see how bad the problem was.
It appears that at this time, the problem is solely between Hewes and Earlham St.
and did not appear to be moving west of Earlham St. or north on Earlham St. At
this point what would happen is if the residents of Earlham St. or along Spring
St. west of Earlham start experiencing a problem, then what they would have to
do is send in the application fee and a letter of request. We would prepare a
petition and send it to the contact person and they would go through the petition
process the same as these folks did.

Chairman Beil - Thank you Dave. Do we have questions of staff on this? Seeing
none, what does the commission want to do?
Commissioner King - Motion to approve
Chairman Beil - We have a motion to approve the parking permit program.
Commissioner Lebeau - Second.
Chairman Beil - And a second. Do we have any further discussion on this issue?
Commissioner Lebeau - I think they've proven there is need. It's a health and
safety issue with the trash cans not getting picked up as well.
Chairman Beil - Yes, it's unfortunate that you live in a jurisdictional boundary.
We have these issues in other areas of the city where there is over population.
These areas are probably breaking city codes although those apartments are not
within the city's jurisdiction. It's a fact we have to live with this day and age. I'm
really supportive of your request.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion:

2. Request for the installation of red curb markings on the west side of the alley
entrance on Culver Ave. between Grand St. and Orange St.

Beil opened the public hearing for the following discussion:
Commissioner King — A few months ago some friends of mine were asking for
red curb at Lincoln St. and Century Dr. and that was a safety concern and it has
been very helpful. How is this request on Culver Ave. different from Lincoln
and Century, or is it the same, and we just overrode your recommendation.
Dave Allenbach, Transportation Analyst — Lincoln and Century had an ongoing
problem, vehicles were parked from the corner practically to Chapman Ave. and
they were there all day. The big difference is while that didn't have an accident
problem it did have an ongoing parking and an sight distance problem. We
visited this site several times at various times during the day and only once did
we see a vehicle parked there during the middle of the day, he was about 10 ft.
away from the alley; so it's not an ongoing problem and given the level of traffic
both on Culver and coming out of the alley, and that there has not been an
accident problem that could have been correctible with the red curb markings, it
is therefore our recommendation at this time to deny the request.
Catherine Diamond, 421 S. Orange St . — In favor of the request. If someone is
parked on the left side of the alley, and there are people who park really large
trucks there, you can't see anything. If a normal sized sedan is parked there you
can see oncoming traffic, but not with the bigger trucks. I got into a small
fender - bender and I ended up being called for insufficient care when pulling out.
This was about 6 months ago. I noticed red curb at other areas, not so much at
alleys, but at corners there are red curbs.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion:
Vice - Chairman Lall — Sight distance is always a concern of mine, it seems to me
there is not a real problem of putting in red curb there unless for some reason its
bucking policy by installing red curb by alleys. I don't think we're taking away
parking that's in demand at that location, so we might want to consider and
oppose staff's recommendation.

Chairman Beil - Did notification go out to the residents on both sides of Culver?
Dave Allenbach, Transportation Analyst - Notification was sent to all residents
within a 300 ft. radius of this location, so they were all notified.
Chairman Beil - So it was quite an extensive notification on Culver and Grand.
Commissioner Lebeau - The proponent had mentioned there was a citable traffic
collision at that location, it doesn't appear to have been included in the report.
Dave Allenbach, Transportation Analyst - If I may ask the proponent, was there
a report taken on the accident?
Catherine Diamond - I didn't feel it was necessary; it was a very minor accident.
Commissioner Lebeau - It sounded like she stated it was a cited accident.
Catherine Diamond - The insurance company said it was my fault for pulling
out without care, but really there was no way without having seen around the
truck I would have been able to avoid the accident.
ACTION: Deny the requested red curb installation.
MOTION: W. King

Chairman Beil - I guess my biggest issue is that it's a public alley way, it does not
have the traffic volume of streets.
AYES: Beil, King

ACTION: Continued to next month's meeting so Commissioner Dick can
break the tie.
Chairman Beil - We will hold this over until we have a full quorum.
Vice Chairman Lall - If you could talk to your neighbor and to say that it has
caused a problem and see if you can work it out without the red curb. It seems
to me that would be a nice way to approach it.
Catherine Diamond - I don't feel it's my place to tell someone they can's park
there.

V. ADMINISTRATIVE REPORTS

VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission in honor of Tillock Lall which was Nick's father who passed away 2
weeks ago.
The next meeting of the City Traffic Commission is scheduled:
5:30 P.M.
