II. ORAL PRESENTATIONS
Tom Hetzel, 4318 E. Ruth Pl. - Spoke regarding motorcycle traffic on Santiago
Canyon Rd. and the noise, reckless driving, drunk driving, accidents, speeding,
exhaust problems and deaths associated with this traffic on its way to and from
Cooks Corner. In December an off -duty policeman killed himself, an innocent 23
yr. young man and critically injured two others returning from Cooks Corner.
After 4 visits the police cannot answer my question, "Why is nothing being
done ?" Citations to motorcycles are virtually nothing, 110 citations were issued
in 2010 and the majority was for registration, helmets and speeding. The
motorcyclists purposely scare equestrians and have come close to causing serious
injury to the horses. Nothing is being done and we know where it happens,
when it happens and they intentionally break the law and there are police
stationed on Santiago Canyon Rd. on Saturday and Sunday's with radar guns
who do nothing. An announcer at the Sully- Miller Arena had to stop
announcing on the loud speaker because the motorcycles he couldn't be heard as
the motorcycles went by. I've been told by Sgt. Bird, a Lt. and two other motor
officers that they cannot make an arbitrary determination; that is not the truth, I
have the CA Highway Patrol law. Left literature obtained from the internet,

Amir Farahani, City Traffic Engineer — I would like to bring your attention to
page 7, item number 1 and 2, it indicated all appropriate notices were sent out
but the addresses were mixed up and are not on the correct page.
Wayne Winthers, Asst. City Attorney — I believe the addresses that were mailed
notices for item #1 are actually listed under item #3. I would like staff to confirm
that the correct notices were mailed.
Chairman Beil — The Secretary is indicating that is correct and the map showing
the notification area for this item is attached to your staff report.

Chairman Dick — 10,000 vehicles daily, do you happen to know what it was in
2005?
Dave Allenbach, Transportation Analyst — It was slightly higher, closer to 12,000
it has remained constant about that level between 10,000 and 12,000 vehicles
daily throughout the years.
Chairman Dick — If this is in place and seems to be working well why are we
considering this? I didn't see where anyone had requested anything.
Amir Farahani, City Traffic Engineer — Since the implementation of the left turn
was temporary, we had to go back and remove it. Based on this report and the
evidence we had it is justified to keep the red curb in place, we are here to make
it permanent.

Chairman Beil — I just want again to go through a review of the notification
addresses on our list.
Wayne Winthers — As the Agenda is written the notices that are listed next to #1
actually correspond to those notices regarding item #2.
Chairman Beil — That appears to coincide with the map attached to the last page
of our report.

Chairman Beil opened the public hearing for the following discussion:
Chairman Beil — There is an email that came in and was distributed to all of us up
here requesting a white stripe as an alternative. Do you want to comment on
that?
Amir Farahani, City Traffic Engineer —I spoke to Mr. Harrison this morning and I
explained that it is not a common practice to have separations. We do it when
we have a bike lane adjacent to on- street parking, but this will not help the line -
of -sight because the line -of -sight normally goes over the cars and a 2 or 3 ft.
separation is not going to help a line -of- sight.
Chairman Beil — What is the width of these commercial driveways?
Amir Farahani, City Traffic Engineer — It varies between 25 -30 ft. and 30 -35 ft.
Chairman Beil — The point I'm trying to make is that we get a lot of these
requests particularly at residential driveways in the Old Towne area where the
driveways are real narrow and you're trying to back out of a little slot. This is
very different it's a very wide commercial type driveway.

Tom Harrison, 3100 -A Pullman St., Costa Mesa — We are the owners of the
property at 431 S. Batavia St. We received comments and concerns from 3
groups within the building, mostly coming from their patients and employees. I
spoke with one of the doctors a few months ago and on his behalf I sent a letter
to the City Traffic Engineer asking him to look into it and see what
recommendations could come out of it. A few months later I talked to MRD and
they brought up the same issue and I told them if they felt strongly about it they
could make a request to the City. Then I talked to another doctor and it's a
repeating theme everyone is requesting this as it's really hard to get in and out of
this place because the street is usually full. If there is some room on the street
you can see better but when it's full you can't see. Mike's idea if we couldn't
have red curb was a white line to help show people where to drive. We're
looking for practical solutions and I think there is no traffic accident history here
just given the concern we are receiving we want to make sure there is nothing
that can be done. [Left a copy of his letter dated July 19, 20101.
Chairman Beil closed the public hearing and returned the item to the Commission for
final discussion and a motion.
Chairman Beil — We have already removed some parking in the past for
southbound Batavia St. in front of the St. Joseph's area, and we also received
requests for red curb for some of the residential lots just to the north of this
property.
Commissioner King — I remember those, we received one from the resident next
door to the Ronald MacDonald House on S. Batavia St. and they wanted red
curb.
Chairman Beil — I can't remember what our action was on that.
Commissioner King — I think we voted no because there's no red curb there now.
Commissioner Dick — We all want to keep as much parking in the area as
possible.
Commissioner King — Did you say the parking lot was not fully utilized?
Dave Allenbach, Transportation Analyst — At the times we went out here the
parking lot has not been full. There are 123 spaces, we visited the site this
afternoon and the parking lot at the entry drive aisle on the north side of the lot
is somewhat full, but around back there is still many vacant spaces, it may be
about 80% utilized but there are still plenty of open spaces in the parking lot.

people pulling out but I wanted to get that information in the record.

Chairman Beil opened the public hearing for the following discussion:
Chris McGrath, 118 W. Palm Ave — I'm in favor of easing the parking restrictions
for the local businesses. If there are times of the day when it can change
dramatically that's primarily because of the students at Chapman University. I
don't see any problem with the parking as it stands right now because of the
successful business of Bruxie. I think it's a shame that restaurant patrons would
be ticketed for parking there for such a short time just grab a bite to eat.
Dean Simon, 292 N. Glassell St. ( Bruxie) — We understand the residents need to
have overnight parking, we came up with a compromise of making this 30
Minute parking for our patrons and I think this will alleviate the issue of school
parking. If it's a 2 -hour zone students might park there for a prolonged period of
time, making it difficult for police to enforce. Based on the number of spaces and
the number of residents on that street we thought it was a fair compromise and
30 minutes would give us enough time for our patrons to get in and out and to
give the residents an opportunity to park.

loanne Medina, 117 W. Palm Ave - I disagree, I've been here 8 years and there's
never been a problem. Who's going to be there to monitor the 30 minutes? I'm
on the east side of Glassell. If I leave I won't have a parking space when I get
back. Right now I have to put out a trash can in order to make sure I'll have a
place to park when I get back. We didn't have that problem before. The 30
minute parking the place is very popular and sometimes it's going to take them
that long just to get to the window, especially weekends, I dori t want to put the
trash can out there all the time.
Chris Roach, 111 W. Palm Ave - I'm neither in favor of or opposed to the
request. The issue is really rather moot for me as I don't park on the street. My
one concern is the fact that when the owner purchased the business with the
parking lot they knew how many spaces they had. I know there is a storage unit
currently in one of the spaces so my questions is why are they requesting extra
parking for their customers when they are taking away parking from their own
lot? It's not that much of an issue for those of us that don't park on the street.
Chairman Beil closed the public hearing and returned the item to the Commission for
final discussion and a motion.
Commissioner King - If you live there and you have a residential parking permit
you can park there all day, any day. Is that right?
Dave Allenbach, Transportation Analyst - That's correct.
Commissioner King - So the green curb is only 30 minutes for those who don't
have a permit.
Dave Allenbach, Transportation Analyst - To reduce confusion, on both sides of
the street we will remove the existing green curb adjacent to Bruxie's and just
have it 30 Minute except by residential permit, and that allows anyone to park
there unpermitted for 30 minutes.
Chairman Beil - And if the residents take up all the spots that is the risk you run.
ACTION: Approved the installation of "30 Minute Parking Any Time
Except by Residential Permit" on both sides of Palm Ave.

Chairman Beil — We are starting to run into this problem more and more as there
is mixed -use zoning in a lot of the older residential areas along Glassell St. This
issue will come before us again.
