1. Request for the installation of two disabled parking spaces on the east side of
Glassell St. at the northerly boundary of Hart Park.

Chairman Beil opened the public hearing for discussion of this item (there were no
comments from the public during this discussion).
Commissioner Lebeau — Were alternate locations looked at that could provide
possible solutions other than Glassell St.?
Dave Allenbach, Transportation Analyst — We looked at River Ave. This is a nice
level area with a direct level path into the Park. As you can see from this
photograph there is direct access on a fairly level graded concrete pathway that
goes to the north side of the Park where most of the activities occur. There are
areas along River Ave. that could be looked at in the future, but there are grade
considerations there as well.
Commissioner Vaughan — We have received a letter, can you tell us about it?
Dave Allenbach — That letter came in at the last minute after you had all received
your packets. The person is alluding to a speed limit change, we are not aware of
any speed limit requirements for a disabled parking space. We have a handful of
disabled parking spaces throughout the City that are on residential streets, but as
far as we know there is no ADA requirement for slowing traffic, it's just another
parking space. It should be noted that the curbside northbound travel lane here
on Glassell is 24 ft. wide, more than enough to accommodate an 8 ft. parking
lane, a 4 ft. wide door swing should the disabled person actually be the driver. If
they are the passenger there is a level landing area on the sidewalk for them to
disembark the vehicle.
ACTION: Approved the installation of two disabled parking spaces at this
location.

Amir Farahani, City Traffic Engineer — One of the conditions, due to the
investigations it seems it is recommended the State and ADA doesn t have
requirements for an access ramp adjacent to the handicap parking space but the
US Access Board recommends having it close to an access ramp. The driveway
which is access to the existing disabled space can be partially modified. The
grade is acceptable but as part of this project we are going to grind the lip of the
curb for compliance with the ADA ramps.

2. Request to change three street names that serve as entry points for The Block At
Orange.

Chairman Beil opened the public hearing for the following discussion (there were no

Chairman Beil — Because the direct access directly opposite the eastbound SR -22
Fwy. /City Drive ramps is a new connection it did not have to come through for
renaming? That street is already signed with the new name.
Dave Allenbach, Transportation Analyst — That's correct. They had constructed
that street and named it at that time.
Chairman Beil — The staff report doesn't really have a lot of information on fiscal
impact, who is covering the cost of all these changes?
Amir Farahani, City Traffic Engineer — The Outlets At Orange is responsible for
the costs associated with these changes.

Commissioner Lebeau — Does anybody review these street names to make sure
they don't conflict with other street names in the city before this proposal?
Dave Allenbach, Transportation Analyst — Yes, the Fire Dept., Police Dept. and
our Subdivision Group reviewed it to make sure the names are compliant and
they don t repeat. We have a limit on the number of characters and these street
names all fall within those limits.
Chairman Beil closed the public hearing and returned the item to the Commission for
final discussion and a motion.
ACTION: Approved the following street name changes:
a) Entertainment Parkway becomes Outlet Drive
b) Shoppertainment Way becomes Style Street
c) City Parkway South becomes Entertainment Drive

3. Request for the implementation of a Neighborhood Parking Permit Program
for the streets of Heatherview Ln., Firenza Way, Biscayne Way, Fairfield Ln. and

Chairman Beil opened the public hearing for the following discussion:
Rosalind Chu, 2722 N. Longhurst St . — Myself and a few of the residents of the
Enclave Community are here to support the request for permit parking. We
have had a lot of disturbances, a lack of parking space, and noise issues in the
morning when they come in at 6 a.m. to park their car and they leave their radios
on. There are people undressing in the street, doing a lot of not very nice things
on the street.

Terese Dann, 231 S. Firenza Way - In favor of parking permits. The parking lot is
quite large at Peter's Canyon, a lot of the time it is half empty. Generally I would
say that I don't mind people parking in front of my house because it is a public
street, but I am continuously awakened almost every weekend between 6 -7 a.m.
with people parking in front of my house with loud radios. I've been
approached for water, to call AAA towing service. If there were no parking lot
available at the Park, or if it cost $15 to park there that would be a different story.
They are using the Park, I think the fee is reasonable, and I think this will give us
our quality of life back.
Edward Morawski, 259 S. Firenza Way - In favor of permits. The situation has
just gotten out of hand lately. I brought photographic evidence, taken in the last
3 days, and as you can see people are changing their clothes in front of my house,
leave water bottles and trash everywhere. If they were considerate I don't think
any of us would mind the situation but they're not.
Roy Sepulveda, 260 S. Firenza Way - In favor of permits. They come early in the
morning and create a lot of noise. They can park across the street.
Robin Golder, 8526 E. Heatherview Ln . - In favor of permits. I have a CD of
various inconveniences we encounter with this situation. I have had my life
threatened by 4 men going to the Park, they almost hit me with their car and they
stared me down until I went back into my home. For me it's more of a safety
issue now, it's gone beyond the noise.
Sean Okamoto, 8534 E. Heatherview Ln . - In favor of permits. I am a mountain
biker and I have parked in front of people's homes I understand consideration
and there's been many instances where I have had park patrons come up and use
my hose for water, and I have confronted them and it almost became a physical
confrontation. There have been times there have been so many people from the
park in front of my home that I have actually parked in Peter's Canyon and paid
the fee when they park for free in front of my house.
Tohn Golder, 8526 E. Heatherview Ln . - In favor of permits. There is an annual
pass you can get from the County that is $55 -$60 allowing people to use all parks
in the County.

Tom Harpenell, E. Heatherview Ln . — In favor of the permits. I agree with
everything everyone has said. I built a barricade to keep my front yard being
used as a dog toilet by park users walking their animals.
Craig Flores, 8438 E. Deershire Ct . — In favor of the permits. How many permits
will be issuesd, and other details for getting the permits?
Chairman Bed closed the public hearing and returned the item to the Commission for
final discussion and a motion.
Chairman Beil — I think I can remember quite a while back, I used to park on Old
Camp Rd., then I went there one time and it had been posted for "No Parking'
so I parked on Heatherview.
Dave Allenbach — The "No Stopping" signs go back to just prior to when The
Enclave was constructed. At that time we had received a request from the
Orange County Parks & Beaches to prohibit parking along Old Camp Rd.
because while the gate to the driveway closes as sunset you can still get in the
park, you just can't drive into the Park. They were finding that a number of
young people were parking in this area at night and walking into the Park and
creating noises and at that time having an effect on the quality of life the
residents of the condo development on the east side of the street. At that time
the Traffic Commission decided to remove parking from both sides of the street.
The residents of the condo development were upset with this because they were
using Old Camp Rd. as ancillary parking. Through another Traffic Commission
meeting we replaced the parking within the cul -de -sac itself and prohibited
parking along the major part of the street, which is how it is today. There is
space for approximately 8 vehicles to park in this area and it is being used quite a
bit during the day, mostly by Park goers, as we can tell.
ACTION: Approved the request to implement a Neighborhood Parking
Permit Program and forward it to the City Council for approval.

Chairman Beil — Could staff advise use on how the permits work, how many are
issued per household.
Amir Farahani, City Traffic Engineer — I have that information available. The
cost for the permits is $5.00 for each 3 years. Single - family residences receive 7
permits and duplexes get 4 each, and apartments receive 3 permits. The permits
are valid 3 years and cost $5, for the entire 3 years, it's very inexpensive.
Sgt. Leff Bird, OPD Traffic Bureau — This will be Area Q. If you have permanent
vehicles at your house do not put the hanging permits in the vehicle. One day
you will forget to hang the permit and have to come home real quick to pick
something up and you will forget to hang it and you will probably get a ticket
that day. Instead use the sticker you can put that on your window, you will
never have to worry about it and if you have to make a quick stop you won't run
the risk of a citation.
The hanging permits are for your visitors. If you have a party you may exceed
the number of permits issued to you. If you're going to have a party you should
notify the Police Dept. in advance, during normal business hours, that way we
can advise our parking control officers by a memo that this resident at such
address is having a party. The resident will create a flyer for their invited guests
advising that the car belongs to your party and nobody else, and we wori t cite
your guests.
The fine is $54.50 for each citation.

VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
