Commissioner Vaughan — Was there a recommendation to install more red curb?
Chairman Beil — Not that I'm aware of, it's just for the STOP sign.
Amir Farahani, City Traffic Engineer — In 2003 there was a request for red curb and it
was installed at that time.
Chairman Beil - So there is an existing intersection vision zone in place.

Commissioner Beil - Have you considered the schedule of the parking lot project, what
will happen when the parking structure is constructed? Will the red zone still work
alright with that?
Amir Farahani, City Traffic Engineer — Yes we believe so.
ACTION:
a) Approved the removal of 168 ft. of red curb from the south side of Maple Ave.
between Cypress St. and Lemon St.
b) Approved the removal of 122 ft. of red curb on the west side of Lemon St. south of
Maple Ave.

4. Request for the implementation of a Neighborhood Parking Permit Program for the
streets of San Luis Dr., Santa Maria St., Santa Cruz Ave. and Salinas Ct.

Chairman Beil — We received a couple of letters from residents. One of the letters, from
7914 E. Salinas Ct. actually shows a withdrawal of their signature on the petition. Is that
included in the amount of 70 in favor of the permits?
Dave Allenbach, Transportation Analyst — The letter was received after the completion
of the report so it has not been counted. The other letters you have are from residents
who signed the petition as opposed to the permit program.
Commissioner Kinl? — In Old Towne you have to have a permit to park in that
neighborhood. Do you know how many households in that area are required to have
permits?
Dave Allenbach, Transportation Analyst — I don't have exact numbers. The boundaries,
in general run from Walnut Ave. east to Cambridge, west to the railroad tracks, south to
just a block north of Chapman Ave. Those streets come in on a per street basis; they
have to go through the petition process. But that area had already been established as a
permit area we just wait for those streets to come in. Initially the core streets are the
streets that surround the University. Grand St. north of Chapman, Orange St., Shaffer
St., Palm Ave. and a part of Maple Ave. and north of Walnut we have also Orange St.,
Grand St., they're all part of the parking permit program in that area.

Commissioner King — Is that working out? Are they complaining one way or the other?
Dave Allenbach, Transportation Analyst — Those streets have been in the permit
program since its inception, over 20 years now. We get very few complaints when areas
are brought into a permit program.
Commissioner King — So it works out pretty well. There are few people complaining so
people must like it.
Dave Allenbach, Transportation Analyst — I believe it works fairly well for people that
are having a legitimate problem with outside people parking in their neighborhood.
Amir Farahani, City Traffic Engineer — During our investigation we found some
intrusion but it wasn't significant, especially on the weekend. We visited the site and
there are some Park users coming into the neighborhood but it's not a significant
amount.
Chairman Beil — As far as determining the boundaries when we set a new parking
permit area. The logic is to expand the boundary to the area northerly of the
neighborhood.
Dave Allenbach, Transportation Analyst — The streets that are bordered in red are part
of the neighborhood. We have a one -block minimum that we would consider for a
permit area. Because the application fee is $525, our thinking was that the people may
be parking here that don't belong in the neighborhood. They may not go to the Park to
park, they may just move on to these streets. If you elect to put in permit parking on San
Luis, and the residents on Santa Cruz start having a problem they will come to us
wanting permits, at that point we will have to generate a petition and there will be a
$525 application fee. We're not interested in trying to extract any money from the public
other than what is required for doing a project like this. Additionally, because these
streets intersect at San Luis, our concern is also with residents close to these streets. If
you forget and park on one of these streets you or your guests will be cited whether you
live there or not. To prevent any problems with residents parking wrongfully it's much
easier to enforce and easier for the residents if the entire area happens to be permit
parking. As long as they were to understand that they can opt out of the permit parking
program at a later time, but they have to go through the same process of circulating a
petition for removal. I did a breakdown of each of the streets that were involved and on
each street the majority of the residents signed the petition in favor of having permits.
Commissioner King — We were out here 2 or 3 months ago with a parking problem on
Canyon View Ave. I don't remember what we did there.
Dave Allenbach, Transportation Analyst — Last October the neighborhood to the
northeast of this particular neighborhood off of Old Camp Rd., were having a similar
problem with people going to the Park using their streets to avoid paying the $2 entry
fee.

Chairman Beil opened the public hearing for the following discussion.
William Burnett, 7903 E. San Luis Dr. — In favor of permits. I'm unclear of what the
restriction hours would be, whether it would be from 12 to 12, 24/7, or 6 to 6. I'd like to
see something in line with the Park hours since these people are parking in our
neighborhood in order not to pay the Park fees, then they cross the street and go into the
Park through the side entrance. I would prefer it not to be 24/7 but something that
makes sense with respect to people misusing the parking just to avoid a $2 fee.
Dave Allenbach, Transportation Anal, — Right now it is a 24/7 restriction. Again it's
easier to enforce and it's easier to remember. You just have to remember that if you're
on the street you have to have a permit.
To Pledge, 7944 E. Santa Cruz Ave — Opposed to permits. The parking at Peter's Canyon
Park will not be sufficient even when the re -work is done. These people pay taxes, let
them enjoy the Park. Most of the people who are parking in our area are considerate
and do not block driveways, its legal parking. When the presidio curbs were painted
red where did these people think they were going to park? Of course they were going to
start parking in front of their houses instead of the side street that doesn't interfere with
anybody. Why is it okay for people on San Luis to park their large boat for several days
on the street several times a year when it wouldn't be legal to park cars in legal parking
spaces? I think this is an inappropriate change. I do not want to worry about permits
when family and friends are visiting. We're not going to remember to be picking up
these permits from them. It will be a big inconvenience for us. Why should we incur
government involvement and the expense for such a trivial thing? There are much more
important things for time and money to be focused and spent on than this.
Cathy Delligatta, 8108 E. San :Luis Dr . — In favor of permits. I live on San Luis right
where the bad problem is. You get people who are leaving their trash and they are very
inconsiderate. People are parking in front of the fire hydrant and they leave dirty
diapers, doggy bags with poo in the gutters. There was one incident where a guy tried
to take a picture of my daughter with his camera. just 2 Saturday's ago we had people
show up at night with shot guns who crossed the street and went into the Park; I
reported that to the police.
Richard Blakeman, 7950 E. San Luis Dr . — In favor of permits. When they came around
with the petition they weren't specific with the amount of permits that will be issued to
each residence, and I wonder if that could be addressed and how we use the visitor
permits. If they are lost is there a fee to replace them?
Becky Burnett, 7903 E. San Luis Dr . — In favor of permits. I walk my dog every morning
and several times I have observed men outside their cars changing their clothes, coming
around the corner in their skivvies, it's inconsiderate.

Sajeda Simjee- Amendt, 7912 E. San Luis Dr . — In favor of permits. Being in the comer
house by the presidio and San Luis you see a lot of traffic in front of my house across the
street, and yes people are changing their clothes. We have a neighborhood watch
program that is difficult to enforce because we don't know who these people are that are
coming and going, this is very frequent especially on the weekends. We need this
program because all of us have kids and we need to be aware of who is coming and
going in the neighborhood.
Michael Guns, 8036 E. Santa Cruz Ave — I am in favor of the permits. I'm in the third
house down from San Luis. What the residents of San Luis are saying is true, and for 21
years I don't know how they have put up with it. I wouldn't be able to do that. The
minute they get their street admitted all these people are going to come to my front yard
because I'm just 3 doors away.
Chairman Beil closed the public hearing and returned the item to the Commission for further
discussion and a motion.
Chairman Beil — I've seen many parking permit program areas come through the
Commission for approval and my view is that they have been very successful.
Commissioner King — My understanding is that if we approve this request it
automatically goes to the City Council for appeal?
Chairman Beil — Not for appeal, but for approval because the permit area has to be
adopted by a resolution.
Amir Farahani — The process is that after being approved here it would go to the City
Council and if there are any appeals it can be addressed at that meeting.
Commissioner King — I just wanted to make sure everybody understood this is not the
last stop.
