Request for the implementation of "NO STOPPING ANYTIME" restrictions on both sides of Taft Ave. between Cambridge St. and Tustin St. for the installation of Class II bike lanes. Traffic Engineering Division Public Works Department CITY OF ORANGE Oral presentation is based on the written staff report, please refer to your copy. Chairman Beil - Are they any issues that would cause confusion with enforcement of differing hours in differing locations? Amir Farahani, City Traffic Engineer — We are going to post those signs very clearly and heavily to make sure there is no confusion and we will work with Police and the signs will be very clear to the public as to the hours. Chairman Beil — I would just like to comment that I think you have vetted the issue very well looking at the alternative bicycle lane and issues how that relates to other installations of the adjacent parallel parking bicycle lane. I think that was very good information you put together and provided. I'm pretty astounded by the bicycle counts, that was pretty amazing, I'm glad we have that data to make decisions with also. Chairman Beil opened the public hearing for the following discussion. Donna Schopper, 1540 E. Candlewood Ave — I have no comments at this time. Joanne Gore, 1549 E. Candlewood Ave — In favor of the posting. I think this proposal is very fair and I think it will do a good job. The only thing it would be a good think if you put the striped bike lane in, our neighbor won't have to ride on the sidewalk anymore, and she will feel safe and won't be harassed either. Enrico Cari, 1535 E. Taft Ave — I own the apartments here at 1535 E. Taft Ave. I want to thank Amir for doing his due diligence, we had several conversations as he was doing his homework. I want to thank the Commission for the time and consideration you gave me at the last meeting and even though the final recommendations are somewhat different from what I was proposing and maybe not 100% in the best interest of my property, they are 100% in the best interest of the City, my neighbors and I support the decision. Wayne Winthers, City Attorney — I just wanted to point out that our office received a voice -mail at 1:20 a.m. this morning from an individual who identified himself as someone who lives in the area, but he did not leave his name or phone number who had just returned from vacation and was opening his mail when he saw our notice and realized he would be unable to attend the meeting but wants to voice his support for the traffic lanes. He has children who want to ride their bikes to the Taft Library but he doesn't allow them to do this because of the danger he perceives and he thinks the bicycle lane will be perfect for them to be able to ride their bikes to the library. Chairman Beil closed the public hearing and returned the item to the Commission for final comments and a motion. ACTION: A. Approve the installation of NO STOPPING between 7:00 A.M. and 4:00 P.M. signs on the south side of Taft Ave. between Cambridge St. and Tustin St. B. Approve the installation of NO STOPPING between 7:00 A.M. and 4:00 P.M. signs on the north side of Taft Ave. between Cambridge St. and Lincoln St. C. I know there were some people that were upset last time with the delay but I think they can see with the work that was put in and the clarity that resulted from the study and taking the closer look I think they can see it was a good solution for everybody.
