II. ORAL PRESENTATIONS
Melissa Peters - 344 S. Greengrove Dr . - Is requesting red curb on the south side
of Palmyra Ave. near Tustin St. It's on the south side of Palmyra as you go
eastbound. Traffic backs up all the way to the elementary school, if someone is
parked in that little jog because in the morning there is a whole bunch of
pedestrians that cross Tustin St. to come over to the elementary school and
because of that only the people turning left can get out. If no pedestrians are
coming maybe 2 cars can get out. If no one is parked in the little job by
Ferndale's people can make another lane there and head south on Tustin St. It
makes a difference between 2 cars to maybe 7 or 8 cars in the morning.
Dave Allenbach, Transportation Analyst - This will most likely be agendized for
the November meeting, and as long as we have your address the notification
letters will go out approximately 10 days before the meeting to advise you of the
date.

1. Request for the installation of red curb markings for the Rose Ave. driveway serving

Commissioner Glasgow - I drove by there Monday and it seems like somebody
has already painted red curbs on both sides of the driveway.
Dave Allenbach, Transportation Analyst - We don't know how that came to be
installed, we did not authorize it.
Commissioner Vaughan - Was there any feedback that came in from the other
people in the immediate area.
Dave Allenbach, Transportation Analyst - We received a phone call from a
person that works from the Friendly Center that has access in the Park nearby.
She was opposed to any additional red curb in the area. Their people do use the
area for parking.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion.
Commissioner Lebeau - Given the staff observation that the curb has been
painted red in that area what is the reaction of the City in that situation?
Amir Farahani, City Traffic Engineer - We are going to contact our Code
Enforcement and they will investigate to see who has painted it. It is going to be
removed and the person who painted it will be charged for it.

2. Request for the installation of red curb markings between the driveways

Chairman Beil opened the public hear for the following discussion of this item.
Sherri Bearss, 1901 N. Winlock St . — I manage the property at 1934 -1932 E.
Palmyra Ave. and my primary concern is the safe ingress /egress of the tenants on
both sides of this place. I submitted to David several photos of SLTV's and even
commercial vehicles parked there. I know there is overcrowding in the
neighborhood, it still does not allow for illegal nor the safety of my tenants or the
other residents of the neighbors. The sight line of oncoming vehicles is greatly
diminished when there is a car parked in this particular area. Because there is a
lot of overcrowding a lot of times the parking is on the pad and also overhangs
the driveway and that makes it impossible for those people to get out. Last
month you approved the previous red curb I would ask that you approve this as
well.
Chairman Beil closed the public hearing and returned the item to the Commission for
final comments and a motion.
Chairman Beil — In this little stretch of street, I didn't count them, but we
approved the red curb previously on the one portion between the other units and
this one is now before us, how many more are there?
Dave Allenbach, Transportation Analyst — From our city map there are 20 at my
count in the whole neighborhood. On Palmyra we have 4 at Wayfield, 1 at 2010,
then in the cul -de -sac it's about a 30 ft. section so if you're coming into the cul-
de -sac you will have room to turn.
Chairman Beil — My feelings is that the land use there is conducive to over -
parking and the fact that the curb areas are so short and we talked about this last
month, we talked about different things to deter this and red curb is the most
obvious deterrent to keep people from having to call our police to come out to do
curbside traffic enforcement. I think it would be a lot easier to have red curb
rather than have ongoing response to the neighborhood for people who try to
park there. It's a very simple deterrent with the least amount of cost that we may
provide.

Commissioner Lebeau - Observing the photographs there are 3 different cars
that have used it as a parking spot and I agree with your concerns that a
continued deterrent in the form of a red curb would be appropriate here.
Amir Farahani, City Traffic Engineer - A few years we established an internal
policy that any red curbs has to be a significant creating sight distance or have a
history of accidents. That was in house with assistance from the City Attorney
we came up with that, in a case like this we believe enforcement either by the
Police Department or Code Enforcement would maybe be a better approach that
can resolve the issue or not continue to keep painting the curbs at the city's
expense.
Commissioner Glasgow - My observation, even driving down where there are
red curbs, there are still cars parking in the red curbs. It's still going to be a
deterrent but I think you're going to continue to find cars parked there just
because its red doesn't mean they aren't going to do it. Calling the police to
come out and issue tickets or towing is going to more of a deterrent than red
curb. But it's going back to the diligence of the people that live there to make
those phone calls to do that.
Chairman Beil - Would the applicant please come back up to the podium for
further discussion?
Sherri Bearss, 1901 N. Winlock St . - Since I represent the tenants rather than
having them call the police and since the police has been called and they decide
on a case by case basis whether or not they will go out and actually cite, I think a
red curb will actually reduce the ticket by the police and I think that would be
the deterrent. Up to that point I've been taking photographs and putting notes
on the cars and that has been somewhat of a deterrent but I don't live there and I
don't want to make this my life. As new tenants come into the area it's going to
be a continued thing.

intersection of Trails End Ln. and White Oak Ridge.

Chairman Beil opened the public hear for the following discussion of this item.
Brian Wright, 8215 E. White Oak Ridge #34 —1 agree with a lot of it and I really
like having all those numbers because that was one thing I was concerned with.
There was one accident because I was involved in it last July, where the other
motorist was going to turn onto Trails End Rd. and then he decided not to and
then he stopped before the crosswalk and I hit him in the back. I'd like to see one
go in, we have the volume for it.
Heather Tohnson, 361 N. Ironwood Ln . — We are the neighborhood right across
from the park and there are a lot of children, especially in the afternoon who go
there. The people coming back from work are travelling 40 -50 MPH on White
Oak Ridge with no chance of stopping, even with children on the edge ready to
cross they are still gunning it and so I'd really appreciate it if there were either a
4 -Way STOP and also maybe speed bumps on either side of it, just something to
slow that traffic down it is a continuous 2 mile loop without any brakes and so
people take full advantage of that.

final comments and a motion.
Chairman Beil — I heard speed humps, I hope staff can talk to you about speed
humps we have a very defined program for traffic calming but it's pretty
stringent requirements that have to be met as far as volumes and other things.
You can look into that with staff if you are interested. However, we need to
realize that STOP controls are not really traffic calming devices, they are for
right -of -way control, and specific warrants should be met.
Commissioner Glasgow — I used to go up to that park a lot, I just don't think it
really warrants it up there, it's a through lane, it's almost a "Tee" intersection
except for coming out of the park, and they put in a STOP sign at the exit of the
ark. I think it would slow traffic in the day in rush hour traffic instead of

getting through there in a couple of minutes it will probably take 5 -6 minutes
with a back -up of traffic. I think we should accept staff's recommendation.
