Dave Allenbach, Transportation Analyst — As far as I know there are no parking
restrictions in the lot.
Chairman Beil — And is Depot Walk a fairly new development, and was it
constructed to meet ample parking requirements.
Amir Farahani, City Traffic Engineer — That's correct for the number of
participants in the program. There are times it gets full, however, we have
monitored the parking lot several times throughout the day and there is
adequate parking available at this time.
There was no discussion of the request.

Suresh Gupta - 301 E. Riverdale Ave — In favor of request. I can never park a car
there, there is always a car already parked, one time a car was left for a week.
They never move the car except for Wednesday mornings. Sometimes they park
2 cars. I have visitors but they can never park there, the mailman can never park
there, my gardener every Tuesday he cannot mow in that space because there is
a car parked there, he cannot blow the blower to get the trash out and sometime
he parked his loaded truck right in front of my house, he runs a business from
him home. I have had 3 people come and knock on my door asking if I had just
started a new business because they saw the truck and thought I had started
something new. I told him, I said George why don't you take it 2 parking and he

said I don't want anybody to park in front of my house, so I asked him why does
he park in front of my house then? That is the only ready why I put in this
request because he didn't have a good answer.
Chairman Beil — So that is the only parking that you have?
Suresh Gupta - 301 E. Riverdale Ave — When my son comes by he wants to park
for 5 minutes in the front but he cannot part there.
Chairman Beil closed the public hearing and returned the item to the Commission for
final comments and a motion.
Chairman Beil — This is really a tricky one because there really isn't much
parking impact, it a neighbor relationship issue. The issue is that it's not
applying for your own personal parking place, it's a public space and the
neighborhood can use it. That is the exact issue that we deal with in the areas
where we have parking permit issues that is kind of an extreme solution to a lot
of neighbors parking in over parked areas.
Suresh Gupta - 301 E. Riverdale Ave — When I came in with the request I talked
with the lady in the office and she asked me why didn't I call the police? The car
had been parked there for 7 days. I didn't want to do that because of my
neighbor otherwise I would have to do that, I don't want to be calling the police
every other day this car is parked here for 2 days and it looks bad. Otherwise I
would have to do that.
Chairman Beil — There is a 72 hour limit on the parking, there are also certain
restrictions depending on the type of vehicle, if it's commercial or what have
you, as far as overnight parking even. I would encourage you to really talk to
your neighbor, that's what you really need to do.
ACTION: Denied the request.
Vice Chairman Vaughan — I agree with you assessment, it isn't really a parking
problem.

Commissioner Glasgow Are you going to take end of the cul -de -sac or are you
going to stop where the curve is? Are you taking it all the way into the cul -de-
sac or is it going in to the knuckle?
Dave Allenbach, Transportation Analyst — We intend to have the begin NO
STOPPING ANY TIME right at the beginning of the knuckle, so that there is no
parking going into this side of the street into the Honey Tree development.
Chairman Beil closed the public hearing and returned the item to the Commission for
final comments and a motion.
ACTION: Approved the following:
a) Removal of the existing NO STOPPING ANY TIME signs on the
south side of Riverbend Parkway across from Steve Ambriz
Memorial Park; and
b) Installation of 20 ft. of red curb on both sides of the mid -block
crosswalk on the south side of Riverbend Parkway for sight
distance purposes.

Commissioner Glasgow - Will that take that red curb and tie it into the existing
red curb on the east side of the church?
Dave Allenbach, Transportation Analyst - This will leave 2 parking spaces
between that red curb and the end of the proposed red curb, as depicted in
Exhibit 2 of our report.
Chairman Beil - Do fire trucks follow the standard truck radius turning
templates, or are they different?
Amir Farahani, City Traffic Engineer - There is a standard they have to follow.
Sometimes in an area such as Old Towne the turning radius is substandard and
they are having a hard time so they encroach into the other side sometimes.

5. Request for the installation of 26 ft. of red curb markings on the south side of
Palmyra Ave. At the west side of the driveway serving 316 S. Tustin St.

Chairman Beil — That narrow portion of Palmyra to the west of where the curb
thins out, I think there are re orts that it is 33 ft. wide at that point and parking is
allowed on both sides of that? So the effect of traffic lane width are very narrow
there, I see mirrors hit all the time also. What is the effective lane width each
direction there, with parking on both sides?
Amir Farahani, Citv Traffic Engineer — The minimum standard is 36 in. curb -to-
curb which provides 18 ft. on either side, but this is about 3 ft. short, so we use 7
ft. for the parking and maybe 9.5 or 10 ft. traffic lanes.
Chairman Beil — So it's kind of sub - standard travel lanes for the volume that uses
that street.

6. Request to expand existing Neighborhood Parking Permit Area P on Lincoln St.
and Adams Ave.

Chairman Beil — I liked the sheet you provided on the notification with colors
regarding where the existing permit area is and where the proposed expansion
area is. With this expansion we face the questions of how far will people park
from where they live and walk back to their residence? We end up with ever
expanding parking permit areas. My feeling is that the proposed expansion fits
the area.
Vice Chairman Vaughan — Have there been any complaints throughout the year
regarding the parking permit program?
Dave Allenbach, Transportation Analyst — We have not received any complaints
as far as we know both Monroe and Quincy are functioning property and
residents in that area are able to park within a reasonable distance to their
houses.
Chairman Beil opened the public hearing for the following discussion.
Linda Moss, 1190 N. Shattuck St. #B — Opposed to the parking permits. We'd like
to know what the parking permit pertains to. Does that mean we who live a
block away can't park on that street?
Dave Allenbach, Transportation Analyst — If you're in the permit area along
Lincoln St. or Adams Ave. or Quincy Ave. if you are going to park on the street
you have to have a permit. If you live outside of those areas then parking is
available on a first -come first -serve basis.
Linda Moss, 1190 N. Shattuck St. #B — We live on a cul -de -sac on Shattuck St. and
most of the time there is no room to park on that street and we have to go over to
Adams Ave. or even further and if we do that are we going to get a ticket
because we don't have a permit?

Amir Farahani, City Traffic Engineer — Yes, if you are a resident of Shattuck St.
you are not part of the permit area that was mentioned and if you park on those
streets you are going to get a citation from the Police Dept.
Linda Moss, 1190 N. Shattuck St. #B — So the only people that can get a parking
permit are those that live on that street?
Amir Farahani, City Traffic Engineer — Yes.
Chairman Beil, Chairman — Looking at your address here on that northerly cul-
de -sac of Shattuck St. that runs off of Adams Ave. going north was in the
notification area but is not part of the proposed expansion. You are correct.
Moises Rodriguez 1023 N. Lincoln St #4 [speaking through an Interpreter] —
What is the cost of the permit?
Chairman Beil — He's not eligible to get a parking permit and the signing there is
existing signing for the existing permit area, I don't believe signage has gone up
for the proposed expansion area.
Dave Allenbach, Transportation Analyst — The only streets that will have permit
parking signs on them will be Monroe between Lincoln and California, Quincy
between Lincoln and California, Gardner and Greengrove at the entry to both of
their cul -de -sacs.
Moises Rodriguez, 1023 N. Lincoln St. #4 — Since he doesn't live in the parking
permit area he can't apply for one, correct?
Chairman Beil — I think he may be asking about the reason it is expanding and
it's because the residents in this area have requested it.
Ieff Bennett, 1091 N. Lincoln St . — I'm a new homeowner here, I've only been here
a year and a half. At least once a month my trash cans are moved up onto the
grass so someone can park after I have put out my trash. At least once a month
my trash doesn't get emptied, there's been graffiti on my front sidewalk, I've
found used condoms on my lawn and there are junk trucks that end up parked
in front of my house. Monday is street sweeping and that street is empty, at
12:00 noon everybody is back and I've had cars in front of my house for 6 days. I
can't park in front of my house. I have a big driveway and I have 3 cars, I have
to always park in my driveway and can never have guests come over. That is
why we would like these permits.

Brent Henderson, 1303 E. Wilson Ave — In favor of permits. You can't drive
down that street without being stopped because people are double parked
everywhere. I use Lincoln St. twice a day to get down to Collins Ave. and the
traffic is just a common thing. I don't' believe that the people that are parking or
are violating the double - parking standard have any care that they are doing it.
My concern is that north on Lincoln St. closer to Wilson we're already starting
over -flow and one of the points he brought up. The junk trucks are a problem
not just because they are an eye -sore but there are items protruding out of these
vehicles that prohibit people from actually walking on the sidewalk. A number
of times when my son is riding his bike or if we're taking a walk you can't move
past because there is a ladder sticking out of one of these trucks. I'm only
concerned this is going to leak into the Wilson area and I guess we would have to
go through the same process in order to get a permit and we'd have to wait for
the problem to get really bad.
Moises Hernandez, 1045 N. Lincoln St . — We are the owners of a tri -plex on N.
Lincoln (1045, 1047 & 1049) and we have the same problem as the rest of the
people and we would like to have you expand and give permission to go all the
way to N. Lincoln because we have the same problem as these other
homeowner's with cars and trucks being parked in front of our property for 3-4
days and our tenants, they are not allowed to park in front of the unit, so they
have to stick the cars in the alley for the night. When we put out our trash cans
at night some people will move them onto the sidewalk so they can park there
and in the morning the trash pick -up passes us by and we have to keep the trash
an extra week because CR &R won't pick up the cans from the sidewalk. We've
been owners of this triplex for the last 12 years and the problem has existing all
that time. We would like to receive permits also and have our street posted for
permit parking only.
Chairman Beil — I'd suggest you talk to staff right after the meeting to find out
how to go about that. How does that work for a rental unit, triplexes?
Moises Hernandez, 1045 N. Lincoln St . — People on Lincoln St. on the other side
of their houses, I know people from there go all the way to Albertson's to the
back of the shopping place from the other side because there is no parking on
their side. If we have people coming over there isn't anywhere for them to park.
Dave Allenbach, Transportation Analyst — Apartments are residences and they
can apply, typically when we've had inquiries from apartment managers in other
areas that abut permit parking we have not received a written request or
submission of the application fee, and I suspect that probably they just could not

get a 55% majority of their tenants to apply for that. They do get fewer permits
than a single - family residential unit because of being an apartment they have a
little bit more off - street parking than a single- family residence would have. They
could apply for their own permit area; if successful they would be part of Area P.
Mike Tunstall, 1428 E. Adams Ave — I am strongly in favor of having permit
parking. I'm legally blind and I get picked up at 5 a.m. to go to work by a special
bus and most of the time he can't get curbside. I've fallen in the street at least 4
times trying to get to the bus. I've had the same problem as the other residents
with the trash cans being moved and the trash in the streets. I live on the corner,
and they park around the comer so whoever comes to pick me up can't even get
to the handicapped ramp. I don't know what the legal distance is that you have
to park away from the corner but I seen it down the street at several other places.
It's a hazard because you can't see when you're trying to back out of the
driveway because you can't see any cars coming down the street. People park
right up into our driveway and my wife says it's like backing out of a cave. I've
noticed that the people on Adams between Lincoln and Tustin took care of their
problem with the installation of red curbs. I don't have that luxury, they edge
right up into our driveway.
Carla Tunstall, 1428 E. Adams Ave — In favor of permit parking. Parking has
always been a little bit of an issue but nothing we couldn't deal with until the
parking permits were installed on Monroe. Then we got bombarded. We
bought a house because we wanted guests to come over, we wanted our kids to
be able to park and walk into the house„ it's like living in a goldfish bowl, you're
totally surrounded by big trucks with junk hanging out. It looks like Sanford &
Son around our home now. We had an old beat -up limousine parked on the side
of our house for 6 days straight taking up 5 spaces and it just sits there. Trucks
pull up with rolls of carpet and they sit there 3 -4 days just blocking traffic. We
can't see to get out of our driveway, besides that it is a hazard for my husband.
There have been times when he has left a note on their car asking them not to
park right directly in front of our home so the bus can pick up my husband, and
we've ended up with people pounding on our door screaming at us that it's a
public street and they can do what they want. It's like being a prisoner in your
own home so I really hope this is approved. When people park there they clean
out their car and throw their trash onto our property or in the gutter, our trash
cans are always thrown all over our property and our neighbor's property
because they get mad that our cans are out for trash pickup day. So I feel we
need to reclaim our neighborhood.

Arthur Uriostequi, 1102 N. Lincoln St . — I'm strongly in favor of this because of
the reasons my neighbors have already stated and also because I see it as a safety
issue. There have been times when people we don't know are parked outside
our homes and they sit inside their cars for hours sometimes. I have my little girl
and my sister and my little nieces visit our home almost every day and it makes
you uneasy to see people just outside your house that you don't know parked
there and looking to see what's going on.
Chairman Beil closed the public hearing and returned the item to the Commission for
final comments and a motion.
Commissioner Glasgow — I know this area very, very well. I don't live far from
this area, just over on Cambridge St. and Collins Ave., and I'm always going
through this neighborhood many years. It has a problem and a nuisance of cars
parking and double - parking and trucks parking with debris on it and being
parked there for a long period of time. I understand what the residents are going
through. I have no problem making a motion to approve staff recommendation
and expand the Parking Permit Area P on Lincoln St. and Adams Ave.
Amir Farahani, City Traffic Engineer — If I may make a few clarifications before
the vote on this item. I believe the apartments is part of the problem in this area
and I'm not sure if we are all going to be able to extend the permit parking to
include the apartments, then each apartment will receive 3 or 4 parking permits
and then everyone will have a parking permit and the situation will be exactly
the same as before. I want to be very cautious about this decision and what
information we are giving the residents.
Chairman Beil — I just want to make sure the Commissioner's are aware we have
also received another email regarding this request, from Linda Malloy, that you
have all received a copy of that.
ACTION: Approve the request and expand Neighborhood Parking Permit
Area P to include the following streets:
• Both sides of Lincoln St. between Adams Ave. and Wilson Ave.
• West side of Lincoln St. from 990 N. Lincoln St. to Adams Ave.
• East side of Lincoln St. from 1073 N. Lincoln St. to Adams Ave.
• Both sides of Adams Ave. between Lincoln St. and California St.
