Request for the implementation of a Neighborhood Parking Permit Program on • Both sides of Poplar St. between Maple Ave. and the cul -de -sac. • North side of Maple Ave. between Stevens St. and 1949 W. Maple Ave. • South side of Maple Ave. from Stevens St. to 2010 W. Maple Ave. • Both sides of Eckhoff St. between 130 -283 N. Eckhoff St. Dave Sturm 206 N. Poplar St. Orange, Ca. 92868 Oral presentation is based on the written staff report, please refer to your copy. Chairman Beil opened the public hearing for the following discussion. There residents are in favor of the parking permit program as follows: • David Sturm, 206 N. Poplar St. —Once I had plans to take a trip and I moved our 5 wheel trailer in front of our house so we could pack and get prepared for the trip; someone from the apartments came in and backed their truck so it was under the trailer hitch and there wasn't enough room to move the trailer out; so it sat there all weekend because I had no way of knowing who the truck belonged to; and the police would not tow it away. • Jeanette Sturm, 206 N. Poplar St. — Can't have guests over cause there is nowhere for them to park. The drivers from the apartments block driveways and leave trash all over the street. They move our trash cans so we can't get our trash picked up regularly. Poplar St. — I often have to park 1 -3 blocks away and walk to my house. There is trash, vandalism, blocked driveways and fire hydrants. • Alan Collazo, 217 N. Poplar St. — Parking has become inaccessible; there is trash everywhere, open alcohol containers, etc. When they block the driveway I have called the police to come out and they take too long to respond, if they come out at all. • Thanh Van Luyen, 226 N. Poplar St. — They block the driveway all the time, once I was leaving on a trip and I couldn't get out of my driveway because the cars had me blocked in. Our trash cans get moved by drivers from nearby apartments who put them up on the curb and then they park on the street where we had the cans. • Laurie Southern, 2010 W. Maple Ave. — I'm battling cancer and there have been multiple times when I have needed ambulance service to take me to the hospital and they couldn't get in my driveway because the cars were parked in the way. There residents spoke against the parking permit program as follows: • Melanie Diederich, 205 N. Flower St. — Concerned about the influx of cars in adjoining neighborhoods creating this problem there as well. • Julia Ariza, 232 -254 N. Holly St. — Thinks the City should adjust their ordinance forcing people to park in their garages then this won't be necessary. Include residents of Holly St. in the parking permit area and allow them to have permits to park on the streets. • Andres Rojas, 252 N. Holly St. — Feels there should be another way to resolve the problem without parking permits. • Abraham Castellanos, 236 N. Holly St. — These are public streets and people should be able to park on them. • Rene Echavarria, 254 N. Holly St. — A lot of the people living in these apartments are already disenfranchised and this just takes that further. • Arturo Bernardino, 232 N. Holly St. — Concerned it will take too much time for the Police Dept. to enforce. • Darren Morgan, 238 N. Stevens St. — Residents of Holly St. and N. Lincoln St. should receive parking permits too. Chairman Beil closed the public hearing and returned the item to the Commission for final comments and a motion.
