1. Reconsideration of Traffic Engineering staff denial of a request to implement
speed humps on Wayfield St. between Palm Ave. and Walnut Ave.

Beil opened the public hearing for the following discussion:
Tessica Ottengheime 355 N Wayfield St - This would solve some speeding
problems on the street. We have some special need kids on the street too. People
hit the dip at 40 -45 and they almost get to be all airborne. Car hit the fire hydrant
that had to be removed. There are so many instances of hit - and -run accidents in
other cities. People are trying to make the traffic signal at Tustin & Palm.
Larry Deckert, 1905E Walnut Ave — My property has been hit twice by people
coming down Walnut turning onto Wayfield and they hit my truck. There have
been a lot of them landing in my front yard and they took out the street light.
Robert Pearson 385 Wayfield St . — Some cars are going about 85 mph. We were fine
until they closed access to Walnut-during the bridge widening project 8 years ago.
They detoured up Palm and turned onto our street and up to Walnut. People hit the
sign at Sycamore and lost control and they totaled out their cars. People are parking
in front of the handicap access ramps.
Fire Dept. Representative — We are against anything that delays our response times.
Commissioner Lebeau — Have you done a study in the last year on this street, what
purpose would require you to go down this street other than getting to a fire?
Fire Dept. Representative — Just as a response route within the immediate area.
Chairman Biel closed the public hearing and returned the item to the Commission for further
discussion and a motion.
Chairman Beil — If there was a plan to put in speed humps do you have an idea how
many and where you would put them?

Dave Allenbach Transportation Analyst — Three humps. Two humps between
Sycamore and Mt. Vernon, and one between Mt. Vernon and Walnut Ave.
Chairman Beil — People that live near them may not like them.
Commissioner Glasgow — Have you looked into putting in STOP signs on this
street?
Dave Allenbach Transportation Analyst — No, it wasn't part of this request and as
STOP signs don't control speeds we did not conduct that type of study.

5. Requested installation of red curb markings for the LaVeta Ave. driveway serving
the duplex addressed at 718/720 E. Chalynn Cr.,, and 12 ft. of red curb adjacent to
the entry walk on Chalynn Cr. at the same address.

Beil opened the public hearing for the following discussion:
Adam Feliz, 720 E. Chalynn Cr . — Moved in 4 months ago, cars are parked blocking
our view, there are power poles and 2 utility boxes and we can't see. We have
reported them 3 times and they have never received a ticket, but we will keep on
doing this just to keep it on record. We are very concerned it would slow medical
personnel's access to our home.
Ann Armstrong 735E Chalynn Cr . — Red curb on Chalynn would not be a good
resolution because of the overcrowding my neighbor has 12 cars he puts on his
property. There are parties every weekend, they double -park all day and there are
accidents every day. There are a lot of commercial trucks that park all over the
block.
Mike Rowan, 630E Chalynn Cr . — People park there all day every day. There are
cars on the street abandoned. Residents painted the curb and that was for the street
sweeper that noticed the illegal red curb. We wouldn't have a problem if there
weren't 20 people living in a 2 bedroom unit with 12 adults and each having a car.
Pat Parenteau 717 -719 & 5436 -538 E Chalynn Cr — I have 2 duplexes on Chalynn
and the commercial trucks use most of the parking. Maybe you could put in
parking tees to indicate where they can park. One of my neighbors have 7 -10 cars in
their driveway, this is a 24/7 problem.

6. Request to prohibit on- street parking from the south side of Sheringham Ave.
between Manchester Ave. and Woodridge Cr.

Bed opened the public hearing for the following discussion:
Pamela Ohsan, 3723 W Sheringham Ave — My house was broken into and so was
my neighbor's. I see a lot of people parking in the area.
Tonathan Gulliver 3735 W Sheringham Ave — People arrive early and park and
they stay all day. They double -park while waiting for a parking space. There is
illegal activity that goes on, a person was arrested not too long ago. [Submits
photographs of affected area.]
Chairman Biel closed the public hearing and returned the item to the Commission for further
discussion and a motion.
Commissioner Glasgow — Time limit parking 1 hour? Time limit parking is only
enforceable during business hours. We should probably have a BEGIN plate posted
on top of the NO PARKING STREET SWEEPING sign, and relocate the street
sweeping sign to the other side of the street under the STOP AHEAD sign.
Could you put in 1 Hour Parking with no overnight parking from end of permit
parking on Woodridge going north to Sheringham wrapping around easterly to
Manchester and 1 Hour Parking too?
ACTION: Denied the original request, but Approved 1 -Hour parking with
NO OVERNIGHT parking and installation of red curb at the curb
return of Sheringham and Woodridge.

After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral Presentations,
the Chairman adjourned this session of the City Traffic Commission.
