Chris Howell, 702 W. Cully Dr . — I know you have done a couple of studies on
the street but I have some photographs I'd like to share with you if I could
(submits photos). I talked with Sgt. Bird on this issue it's been an ongoing issue
for the last couple of months. This is a lot more than a parking issue it's a safety
issue as far as pedestrian traffic in the mornings, and also people trying to get in
and out of the street to go to work in the morning because of people being
dropped off in proximity to the landscaping yards. The only reason we are
asking for this parking by permit because we are getting a lot of strangers in the
neighborhood early in the morning, we're getting a lot of graffiti and we've
never had this before. For years we have lived with business around on Batavia
St. Southern Ave., American Way, Freedom Way, are all businesses and for
years nobody from those street has ever affected us until these landscaping
businesses moved in around the corner from us. I talked to the Mayor about it
and she said that they are tax - paying businesses and they aren't going anywhere
she advised me to think about taking my neighborhood to a parking by permit,
this is what I have done.
2 neighbors wouldn't sign the petition one way or the other. There is a dog -leg
at the top of our street, and there are 2 businesses, there is Noel Electric and
Angel's Tree Trimming on each side of the street already, and they are good
neighbors. Angel has heavy equipment that he backs into that lot so when you
come off a 4 -lane highway on Batavia at 40 MPH at 3:30 pm and he is trying to
back that equipment in his driveway, there is no safe pocket when you have cars
parked all the way up to the corner with no red curb. We never had these issues
until we had these 2 landscape companies move in, they have been there 2 years
now and they have grown because the economy is beginning to get better for
them, so one yard has 150 trucks, 300 employees walking in the morning we

don't have a crosswalk across Cully Dr. The reason we have issues there is
because people are pulling into that street to be dropped off for work and taking
5 -10 minutes while residents from Cully Dr. are waiting to pull out of our street,
we can't go around them you have to wait for them to go on.

Chairman Beil opened the public hearing for the following discussion:
Commissioner Glasgow — You're saying that the trucks have a higher line of
sight which is true for most trucks, but some of these are day cabs which sit a
little lower, do cars use that driveway or just trucks use that driveway?
Dave Allenbach, Transportation Analyst — We've just seen the larger
tractor /trailer type rigs using the gated driveways. In the middle driveway there
is also a guard shack, and I think most of the time they go in that middle
driveway and they exit from the westerly driveway.
Teannie Long, Safety Specialist @ Coca Cola — The easterly driveway is our
employee driveway and traffic on the street parks right at the edge of our curb
and going out of that for anyone in a lower car when pulling out into oncoming
traffic you can't see until you're out in the middle of the street, it's a great safety
risk. We recently had the Fire Dept. come out to perform their annual inspection
and they also had a concern with getting emergency equipment into that
driveway if we needed it. The center driveway is where the majority of our truck
traffic is, it also has a lot of passenger vehicles coming in and out, we have POS
containers which are our point of sale products, all of our paper goods,
passenger cars come in and pick that up and they have to go back out that
driveway. They also drive out into a blind area. It's true that some of our trucks
have a higher line of vision, but when large vehicles are parked right up to the
edge of the gate and across the street makes it extremely difficult and unsafe for
them to pull out of that driveway. They have no clearance on either side. For the
safety of our employees coming and going and for the traffic on Grove we ask
you to approve the red curb.
Chairman Beil — You're aware of staff's recommendation approving just on the
easterly and denying installation on the west sides?

Commissioner Glasgow — Have you any problems where your trucks have
clipped the cars, because you do a lot of right turns into your driveways?
Teannie Long Safety Specialist @ Coca Cola — No we have not.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion.
Commissioner Glasgow — As somebody who has driven tractor - trailers and have
driven in the past, these day cabs are a lower than most of your big rigs and they
have bob -tails that go in and out of there also, single axle, they sit even lower. If
you have a suburban or a pick -up parked at the curb you may still have a
problem with line of sight going both ways. That is such a narrow street, by the
time you get a car on each side and you try to pull out with a 35 -45 footer, the
turning radius shuts down and closes down. I wouldn't mind seeing the red
curb put in at the center gate for those reasons. It is a little more difficult to drive
some of the vehicles and now that they are sitting lower it's tougher to see with a
bigger truck or vehicle in that area.
Amir Farahani, City Traffic Engineer — The middle driveway has an approach of
44 ft. of existing red curb on the west side of the driveway.
Jeannie Long, Safety Specialist @ Coca Cola — If you are turning left coming out
of that driveway so if there are large vehicles parked across the street, it will still
make it difficult if you're turning out right you have more clearance because they
park right up to the edge of the driveway. There is no clearance there
whatsoever. That's what we're asking for, some clearance on the right side of the
driveway.
Chairman Beil — It's definitely not a issue of vision zone its the truck turning
radius issue at that driveway, really not a vision safety zone issue.
ACTION: Approved the installation of 40 ft. of red curb on the east side,
and 30 ft. on the west side of the easterly driveway and deny the
installation of red curb at the westerly driveway at 700 W. Grove
Ave.

Chairman Beil — My suggestion is that if you're having a truck turning radius
issue out of your own access drive that you talk with City staff about what it
would take for you to get a permit to expand to more of a commercial size
driveway to allow those trucks to make those turns.

Gregory Biard, 320 E. Katella Ave — The situation that we've been having is
relatively recent. We've been at this location 11 years there are 3 other tenants in
the center, we are by far the largest and have the most traffic coming in and out.
The problem didn't start until the restaurant moved in, which we are happy to
have, they have really improved that site and the air smells so good most of the
time. I've been told that it's their employees that are parking on the street. The
problem is mainly prevalent in the late afternoon; we're not really having a
problem in the morning or early afternoon. It's not a safety issue for my
employees because they all know about it so they don't dare pull out between
5:30 — 6:00 p.m. you just can't see, so we've got access through a neighboring
parking lot we drive through that parking lot onto Shaffer St. and we exit
through there. It's my customers I'm worried about; there have been several
who have complained that they have almost been hit. My plumbing truck can
come and go with no problem, they are sitting up high enough they can see over
the cars. If you are in a regular passenger car you can't see you just have to pull
out an inch at a time. If you don't want to put in the red curb perhaps you could
install time limit parking say from 3 —10 pm. It seems to be in conjunction with
the restaurant hours. We have two driveways, an east and a west driveway and
we have this situation at both of them.
Chairman Beil — Going to Tulsa Rib once I had to park in their back lot and I was
shocked there were no employee vehicles there and I figured the employees
must be parking off -site or else on the street.

Gregory Biard, 320 E. Katella Ave - They have quite a bit of parking, the
fountain shop which is between us has a lot of parking, it's a conjoined parking
lot and they close at 5 pm.
Chairman Beil - It appears that they lease their back lot to someone for parking
trucks.
Gregg Biard, 320 E. Katella Ave - Tulsa has some of their own trucks back
there, they do catering. We're not upset with Tulsa, we love having them at this
location, it's just that it's a safety issue for my customers, my employees already
know better.
Chairman Beil - And all of the Biard & Crockett trucks, you have kind of the
angled parking so when they come and go they are actually coming in this
driveway and going out your westerly driveway.

Chairman Beil opened the public hearing for the following discussion:
Gregory Biard, 320 E. Katella Ave — The situation that we've been having is
relatively recent. We've been at this location 11 years there are 3 other tenants in
the center, we are by far the largest and have the most traffic coming in and out.
The problem didn't start until the restaurant moved in, which we are happy to
have, they have really improved that site and the air smells so good most of the
time. I've been told that it's their employees that are parking on the street. The
problem is mainly prevalent in the late afternoon; we're not really having a
problem in the morning or early afternoon. It's not a safety issue for my
employees because they all know about it so they don't dare pull out between
5:30 — 6:00 p.m. you just can't see, so we've got access through a neighboring
parking lot we drive through that parking lot onto Shaffer St. and we exit
through there. It's my customers I'm worried about; there have been several
who have complained that they have almost been hit. My plumbing truck can
come and go with no problem, they are sitting up high enough they can see over
the cars. If you are in a regular passenger car you can't see you just have to pull
out an inch at a time. If you don't want to put in the red curb perhaps you could
install time limit parking say from 3 —10 pm. It seems to be in conjunction with
the restaurant hours. We have two driveways, an east and a west driveway and
we have this situation at both of them.
Chairman Beil — Going to Tulsa Rib once I had to park in their back lot and I was
shocked there were no employee vehicles there and I figured the employees
must be parking off -site or else on the street.

Gregory Biard, 320 E. Katella Ave - They have quite a bit of parking, the
fountain shop which is between us has a lot of parking, it's a conjoined parking
lot and they close at 5 pm.
Chairman Beil - It appears that they lease their back lot to someone for parking
trucks.
Gregory Biard, 320 E. Katella Ave - Tulsa has some of their own trucks back
there, they do catering. We're not upset with Tulsa, we love having them at this
location, it's just that it's a safety issue for my customers, my employees already
know better.
Chairman Beil - And all of the Biard & Crockett trucks, you have kind of the
angled parking so when they come and go they are actually coming in this
driveway and going out your westerly driveway.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion.
Commissioner Glasgow - I park on the east side and I go in and out on Shaffer.

Chairman Beil - Possibly, you will have to talk with Dave and the staff about the
applicability of that. We will be very cautious about putting that in on Katella
because there will be mass proliferation.
