Chairman Beil opened the public hearing for the following discussion: Sophauanny Soeung 581 N. Colby St. - The picture you have tells us there are no cars but they are still there in the evening, and they park along the street. I have 3 kids and they say they can't see around the parked cars. I am trying to prevent future accidents, and most of the time there are cars present. More people than ever are using Hewes St. to get to Villa Park. Joan Straub, 570 N. Colby„ St. - Hewes St. is a very busy street and we don't see oncoming traffic. This photograph is not a fair representation of the cars that are parked here during the evening. If you go at 5:00 in the morning there are loads of cars there. If you took that picture on Monday that is street sweeping day and there are no cars parked on that day. Chairman Beil - Where do you think the cars are coming from? Loan Straub, 570 N. Colby St. - There are just so many more cars at each home now and people are using their garages for anything other than parking. Colby St. - That is not a fair number of cars on our corner. Usually there are cars parked up to the curve portion of the sidewalk and people park their SUVs all the time and we can't see around them. We need some help. Lourdes Cortez, 580 N. Colby St. - I see that every day and that picture is not what is happening. People are storing their cars here instead of the driveway or garages. I can't see oncoming traffic at night because the cars block the view of the street and I can't tell is the car is in the #1 or #2 lanes, and if they are driving without headlights I can't see them at all. Chairman Beil closed the public hearing and returned the item to the Commission for further discussion and a motion. Vice Chairman Vaughan - Asked the Police for their opinion. Sgt. Jeff Bird, OPD Traffic Bureau - We have not had any calls on that section of roadway until today. Commissioner Lebeau - When did you go out to the site to take this picture? Was it taken on a Monday? Dave Allenbach, Transportation Analyst - It was after 8:00 AM but I have been there other times and if I had seen cars I would have taken their pictures. It was not taken on a Monday; we don't do photos on street sweeping days. ACTION: Approve the installation of red curb at this location. Chairman Beil - What is the standard vision zone distance? Dave Allenbach, Transportation Analyst - 45 ft. on either side of the intersection. Request for the installation of red curb markings on both sides of the driveway serving 1734 W. Sequoia Ave. Larry Lewis Cal -Wet Machining, Inc. 1734 W. Sequoia Ave. Orange, Ca. 92868 Oral presentation is based on the written staff report; please refer to your copy. Chairman Beil opened the public hearing for the following discussion: Larry Lewis, 1734 W. Sequoia Ave. — We expanded our business and moved into this new building. We have semi - trucks coming in to get tubing that is between 25 -30 ft. long and they have trouble getting in the driveway because cars are in the way. Some driver's won't try to come in because they don't think they can get around the cars, and then we have to take our fork -lift out to these trucks and try to unload the pipe ourselves. Chairman Beil — What section will be repainted? Dave Allenbach, Transportation Anal, — On Poplar St. this curb and gutter looked fairly new so we noticed it. It will be replaced. 34 ft. at the STOP sign will stay. Larry Lewis, 1734 W. Sequoia Ave. — The trucks try to back into the driveway and they just can't get in when there are cars parked all the way to the approach. We just have one direction for the trucks to enter. Chairman Beil closed the public hearing and returned the item to the Commission for further discussion and a motion. Vice Chairman Vaughan — Where did the 28 ft. of red curb come from? Dave Allenbach, Transportation Analyst — I don't know, but that 28 ft. should be to the corner, the standard for this kind of street is 30 ft. ACTION The most we can affect parking on this street is by two cars. I think the need of the business outweighs the number of cars that can park on the street; I move we accept the installation of the red curb. Request for the removal of parking restrictions from the north side of Riverdale Ave. between 301 and 3335 E. Riverdale Ave. Sushma Gupta 501 E. Riverdale Ave. Orange, Ca. 92865 Chairman Beil — This was put in place in January 1897, the STOP and pavement legends, advance signage was put in. We did an after study and found that Orange Police had issued a significant number of citations. Speeds have come down from 48 to 42 MPH. Riverdale Ave. — We were going to request to allow parking in front of our house. Ken Beeker, 315 E. Riverdale Ave. — How are the signs going to be put in? Dave Allenbach, Transportation Analyst — We would like to keep the sign and put an END plate on it. Ken Beeker, 315 E. Riverdale Ave. - I characterize this street as wild, and I have to be careful coming out. There are a lot of cars that run the STOP sign. I am opposed to this request and I say if people need more space they should have thought about that before they moved in. I have a circular driveway. People should use their garages for parking and not storage. Vice Chairman Vaughan — Is the area big enough to park in front of a circular driveway? Ken Beeker — It's 70 ft. wide. Chairman Beil - Do people park in the park area? Mr. Gupta lives at 301 Hartman and his house does not face Riverdale Ave. Sgt. T. Bird, Police Traffic Bureau - I am in that area quite often. Lt. Dave Hill lived here 6 years and he said the #1 reason he moved was the 4 occasions of cars went up over the curve and up into the parkway. There is really only one space for 1 car per house. Don't allow parking in front of 335 E. Riverdale Ave. ACTION: Denied the request. MOTION: Beil SECOND: Vaughan AYES: Unanimous NOES: None ABSTAIN: None 4. Request for the implementation of "NO PARKING 10 PM to 7 AM" restrictions on the east side of Shattuck Pl. in front of 853 N. Shattuck Pl. Glen & Steven Nelson 853 N. Shattuck Pl. Chairman Beil opened the public hearing for the following discussion: Pastor Bubba Lipscomb - The parking problem is at night and not in the day. I put up surveillance cameras and found there were people urinating at our building, and they come and park at the church. We have had vandalism. Our end of the street is commercial; I have never seen anyone parking in front and go to the apartments. Steven Nelson, 853 N. Shattuck Pl. - The van is parked so far back because it used to park on the street in front of my business; I woke her up and now she has moved to the north side of Collins Ave. and the west side of Tustin St. from the trailer park. The van will be parked behind The Book Man, they should be able to park in the day but not at night. Steven Nelson - There are plenty of signs protecting City Hall facilities and it is posted 3 Hour parking. We don't know what we're going to see every day when we get there. There is a lot of graffiti and then we get notices to paint over it and then we have to hire someone to paint. Chairman Beil closed the public hearing and returned the item to the Commission for further discussion and a motion. Commissioner Lebeau - How is this area enforced? Sgt. T. Bird, OPD Traffic Bureau - We have to prove the person has been there all night. Being in the van at 3 AM is not enough; you have to prove they are there overnight. Vice Chairman Vaughan - Is that a routine call area? Sgt. T. Bird, Police Traffic Bureau - This area gets a lot more parking and after the permit parking went in more people are coming over to park and make graffiti. Vice Chairman Vaughan - Were any other alternatives studied? Amir Farahani, City Traffic Engineer - No because it is the nighttime and it's hard to enforce time limit parking restrictions at night. Chairman Beil - I think we should do some concentrated enforcement. I think we should give them an opportunity to work on this to see if it helps. Commissioner Glasgow - If it doesn't get better come back to us. ACTION: Denied the request.
