1. Request for the installation of 30 Minute time limit parking restrictions in front
of 1410 N. Manzanita St.

Chairman Beil opened the public hearing for the following discussion:
Chairman Beil — We do have a letter that was received this afternoon in
opposition to the request from Eric Grinde, Owner of Manzanita Self Storage.
Commissioner Vaughan — Does it make a distinction between residential and
commercial or do you have to be loading or unloading?
Dave Allenbach, Transportation Analyst — This is for commercial trucks, the
wheels have to be a certain diameter, trucks a certain length, the basis for the
ordinance which was adopted 20 years ago was that many of these long haulers
would come and drop their boxes off on our streets and leave them there
sometimes for weeks on end, and wait until they had another haul. The dolly
wheels would sink into the pavement out sweepers couldn't sweep the areas,
and also they were taking up available parking. So the ordinance was passed but
there is a half -hour grace period that allows the truckers if they are stopped near
a restaurant to go in and get something to eat, or when they are making a
delivery or pick -up to go in to the office at the site and get paperwork taken care
of before they do that. They are allowed a 1 /2 hour but I would like to point out
that both sides of the street parking is prohibited between 3 — 6 AM and it also
corresponds with our street sweeping day, so most likely the vehicle was out
there before these hours and obviously they were not loading so that is obviously
something that the police could handle.
Commissioner Vaughan — So this is a citable offense if he is not conducting truck
business?

Commissioner Lebeau — I think Commissioner Vaughan asked if the ordinance
distinguished between residential and commercial streets, and I didn't hear an
answer to that.
Residential streets are not part of the structured approved truck route to begin
with so there should not be any large trucks driving down there unless they
specifically have a pick -up or drop -off such as a moving truck or something like
that. But also this ordinance is not directed towards getting guy who drives a
Ford F150 or a cube van or something like that. It is something like the tractor -
trailer rigs that we're interested in.
Paul Cantrell, 1410 N. Manzanita St. — We do tile fabrication there with a lot of
small trucks that come in during the day. This particular truck has even blocked
our customers who come down the street from seeing our building and not being
able to see our address and then they go up to Home Depot and call me wanting
to know where we are located. We also have some businesses behind us to the
left that have a lot of storage cars in that area and their people come up and park
in front of our building. I don't know what the business is, the guy with the
Mercedes at the end of the street he does Mercedes repair but just to the left there
that is full all the time. I talk to a lot of them and asked them not to park there
that I'm going to have customers coming in.
Commissioner Lebeau — Have you approached the driver of that truck it seems
to me that one truck and the driver is the main reason you are here tonight.
Paul Cantrell, 1410 N. Manzanita St. — I was told today that the driver was run
out of the Home Depot that he couldn't park over there anymore. He has a van
and he parks at the end of the street, he will park the tractor /trailer then go to the
van and go home.
Commissioner Lebeau - So it seems he is a resident somewhere nearby?
Paul Cantrell, 1410 N. Manzanita St. — I left him a not the other day and I told
him that I had applied for 30 Minute parking and I know that the people had
come by and I appreciated his assistance to be parked there when city staff came
out to conduct their study and if we get the time limit parking it would be due to
this efforts and that I appreciated it so much. I tried to be as nice as I could about
it but I haven't seen him back since then but we have other people that park
three. We are not full all the time but we have people that park there some of the

time that block customers from parking there. Some of my employees park in
another area because we have to make sure we have enough parking available
for our customers in our lot. I have 5 spaces available in the lot and 1 have to
make sure I have some place for these people to park.
Eric Grinde, 1333 -1395 Manzanita St. (Manzanita Self Storage] — I have talked to
this driver on some occasions and I know where he has a warehouse and the
problem began when the parking changed on Xtra Street by Home Depot. It
used to be motorhomes and such in addition to this truck that parked on Xtra
when that changed they moved over to Manzanita then at some point the City
put in that No Parking 3 a.m. to 6 am. Which if felt was wonderful because we
had people that were trying to sleep in their vehicles over night this particular
truck I've had several times where he has parked partially in front of the egress
of my establishment. I saw him one day coming out of the truck and I spoke
with him, he is a very nice guy, he is having financial issues like everyone else
and he's looking for a place to keep his truck, he keeps moving it around. Where
my concern comes from is that I don't know where that parking control is going
to benefit the street in general. I don't want it (the truck) in front of my
establishment it is an obstruction. The owner of Don Jose restaurant chain is
across the street from me, and I don't know how it was done but he has green
curb and 20 minute parking in front of his building. He has always had parking
available in his parking lot but his employees don't park in his lot they are on the
street. Well with the number of tenants that I have people need to help people to
load etc. If we address the truck issue that should take care of the parking
problem.
Chairman Beil - Is Xtra St. a public street?
Dave Allenbach, Transportation Analyst - No, I believe it's private. We have an
easement at the intersection of Katella and Xtra so we can get to our loops but it's
a private street.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion.
Chairman Beil — Staff feels it's an enforcement issue.

Sgt_ Jeff Bird, OPD Traffic Bureau — Reported that we didn't have a history of
calls for service at this location but parking control would certainly respond if
they were requested.
Commissioner Glasgow — I agree with staff that this is an enforcement issue and I
will make a motion to accept staff's recommendation.
Commissioner Vaughan — I agree that enforcement is the way to go on this, and
if it doesn't address the problem we can always revisit this at another time.
Chairman Beil — Dave do you have any information on the green curb at the
Fraser Family property? I seem to remember it came through the Commission
several years back.
Dave Allenbach, Transportation Anal, That issue was brought up and my
research shows it was approved October 1984. It was a Consent Calendar and
there was no written staff report. There was no controversy with it, there was no
public input on. We have no other documentation.
Chairman Beil - Is green curb also typically signed at 20 minutes?
Dave Allenbach, Transportation Analyst —Yes there is a sign on the streetlight
right next to the green curb.

VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
