1. Request to remove Esplanade St. between Spring St. and Walnut Ave. from the
City Speed Zone Ordinance establishing a prima facie 25 MPH residential
neighborhood speed limit.

2. Request for the installation of an "All -Way" STOP control or additional red
curb markings at the intersection of Orange St. and Almond Ave.

Chairman Beil opened the public hearing for the following discussion:
Christina Tardif, 221 S. Orange St. — Since 1980 I and several of my neighbors
have written requesting this be made a 4 -Way STOP. Only one time I received a
response and that was about 20 years ago and the response was pretty much
what you have stated today that it wasn't warranted for a 4 -Way STOP so close
to other 4 -Way STOP's. However, living here and hearing all the crashes and
near - misses, lots of screeching tires, having seen a van turned upside down on
the steps of P J Abbey a few years back. It is a very difficult intersection to cross,
I typically go the other way around but lots of other people do not. You will pull
up and you will try to see, this video was taken when there weren't a lot of cars
parked along Almond the way they typically are, when you want to make a left
turn onto Almond it's very difficult to do that there are so many cars parked
along there. Even when it was red a few years back it was still very dangerous
and the people driving on Almond don't know that it's not a 4 -Way STOP. I
would like to differ and beg that a 4 -Way STOP be put in.
Chairman Beil closed the public hearing and returned the item to the Commission for
further discussion and a motion.
Chairman Beil — We also have a communication from the Orange Fire Dept.
Amir Farahani, City Traffic Engineer — Almond Ave. is one of their response
routes and due to the senior or retirement facilities on S. Glassell St. it appears
they have quite a few responses or trips and they contacted us and they are
opposed to a 4 -Way STOP at this location.
ACTION: Denied the request for the installation of an "All -Way" STOP
control but re- install the missing vision zone red curb at the
northeast corner of the intersection of Orange St. and Almond Ave.

Commissioner Glasgow — You've noted one accident in the past 12 months but I
think it said that there were 3 reported accidents; do you go back further on
accidents?
Dave Allenbach, Transportation Analyst — We look at the past 3 year period and
the warrant is 3 in the last 12 months. We like to get a good idea if this last 12
months is an anomaly or it's an ongoing pattern. We are looking for is a
correctible pattern of accidents and with an intersection like this you can expect
to see more of right -angle type accidents because one leg is stopped and the
other is not. We've had one of this type of accident but I feel, in this case because
it was a southbound versus westbound through and as you can see from the
photograph that if a vehicle is parked within a 9 ft. with another vehicle right
behind it and the large tree in the parkway your sight distance for southbound is
going to be somewhat limited. With 30 ft. of red curb in there it is going to be
greatly improved and in my opinion that would probably correct that type of
accident.
Chairman Beil — We've had a lot of requests for 4 -Way STOP control all through
the Old Towne area and we have done our best to try to put up additional
signing on the legs of the intersection that do have stop control to warn the
motorists that it's not a 4 -Way STOP and that CROSS TRAFFIC DOES NOT STOP, is
what I think they say. For me the biggest thing is the proximity of the adjacent
STOP signs are probably less than 300 ft. away. STOP signs are for the
assignment of right -of -way and this location doesn't meet warrants, and if we
keep putting in STOP signs at every single corner you cannot get progression
through the city that is why I'm supportive of staff's recommendation.

VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral
Presentations, the Chairman adjourned this session of the City Traffic
Commission.
The next meeting of the City Traffic Commission is scheduled:
5:30 P.M.
