Dave Allenbach 1. SUBJECT Request for 100 ft. of restricted parking for a bus staging area at the northwest corner of Cypress Street and Palm Avenue. 2. SUMMARY The request is to provide a staging area for OCTA buses in proximity to the transit station during construction of the Metrolink Parking Structure. 3. RECOMMENDED Approve the installation "NO PARKING ANYTIME EXCEPT SATURDAY — BUSES EXEMPT" on Cypress Street north of Palm Avenue. 4. FISCAL IMPACT Funds are available in the following account: 262.5032.56100.16302 Traffic Control Devices 5. STRATEGIC PLAN GOAL(S) 1.5 Provide and maintain infrastructure necessary to ensure the safety of the public. 6. GENERAL PLAN IMPLEMENTATION Growth Management Goal 1.0 Reduce traffic congestion within the City. Policy 1.10: Apply traffic calming measures, where appropriate, to residential neighborhoods affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic Management Program. DISCUSSION and BACKGROUND Ms. Lora Cross of OCTA is requesting that the first 100 ft. of the west side of Cypress Street, north of Palm Avenue, be posted for "NO PARKING ANYTIME EXCEPT SATURDAY — BUSES EXEMPT." The reason for the request is to provide an alternative bus staging area since buses will not be using the staging area on Maple Avenue during construction of the parking structure. Existing Conditions Cypress Street is a 40 ft. wide collector street in the Study Area. Land use is a mix of commercial and residential. Chapman University owns the Villa Park Packing House on the west side of Cypress Street and the Time Warner building on the east side. On- street parking is allowed on both sides of the street in the study area. The demand for on- street parking can be high during the day. The OCTA buses were using Maple Avenue at Cypress Street as a staging area until construction of the parking structure began in August. The buses have been detoured to Cypress Street and need a place to stage in the morning as the trains start arriving at the depot. Analysis Staff's field review indicates that there is 100 ft. between the corner of Cypress Street and Palm Avenue and the southerly driveway to the packing house property. Ms. Cross has stated that buses need a staging area between 5:30 a.m. and 9:00 a.m.; however, a 24 hour restriction is recommended to insure that no vehicles will be parked in the subject area when buses begin arriving in the morning. It should be noted that an exemption can be made for Saturdays since buses do not stage in the area on weekends. Additionally, Chapman University intends to remove this curb area from public parking with the start of construction for the Villa Park Orchards project anticipated early next year. Should this curb area become unavailable for OCTA bus queueing, Chapman University staff has indicated they will work with OCTA and the City to identify an alternate location until the completion of the Metrolink Parking Structure and the return of parking along Maple Avenue. Recommendation It is staff's recommendation that the Traffic Commission approve the request and direct staff to install "NO PARKING ANYTIME EXCEPT SATURDAY — BUSES EXEMPT" signs on the west side of Cypress Street for the first 100 ft. north of Palm Avenue. The proponent, Chapman University, and all residents and businesses within 300 feet of the study area were notified of the Traffic Commission Meeting. 8.
