SUBJECT Request to modify certain red curb segments to provide additional parking and to install 2 -hour time limited parking on the east side of Lemon Street between Maple and Almond Avenues. 12. SUMMARY I The request is to provide temporary 2 -hour time limited parking on Lemon Street during the construction of the new Metrolink Parking Structure in the Lemon Street lot. 3. RECOMMENDED Approve the request. 4. FISCAL IMPACT Funds are available in the following account: 262.5032.56100.16302 Traffic Control Devices 5. STRATEGIC PLAN GOAL(S) 1.5 Provide and maintain infrastructure necessary to ensure the safety of the public. 6. GENERAL PLAN IMPLEMENTATION Growth Management Goal 1.0 Reduce traffic congestion within the City. Policy 1.10: Apply traffic calming measures, where appropriate, to residential neighborhoods affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic Management Program. DISCUSSION and BACKGROUND This request is to provide 2 -hour time limited parking for local businesses on North and South Lemon Street during the construction of the Metrolink Parking Structure. Once work began at the Lemon Street lot, and the lot was closed to public parking, the City received numerous requests from area businesses to encourage on- street parking turnover through the posting of time limited parking. Analysis To help address parking shortages in the area, Chapman University has provided nearly 200 spaces at Chapman facilities to replace the 172 spaces inside the Lemon Street lot. In spite of the available replacement parking, demand at the street level spiked significantly since the start of construction. In consultation with the Orange Police Department, City Manager's office, and City Attorney's office, staff issued a work order to maximize the number of available spaces on Maple Avenue and on the east side of North Lemon Street by eliminating some red painted curb. Signage was installed to implement 2 -hour time limited parking along the frontage of the businesses along the east side of North Lemon Street and South Lemon Street (see attached work order exhibits). The 2 -hour limitation is in effect from 9 a.m. to 9 p.m. to mirror most business hours and allow overnight parking for nearby residents. In order to address the urgent nature of the construction impacts to parking, the signage and curb painting along North Lemon Street, South Lemon Street, and Maple Avenue was completed on Friday, August 17 The work order made available an additional parking space along North Lemon Street just north of Chapman Avenue and one parking space on Maple Avenue just west of North Lemon Street. Additionally, the cargo loading zone in front of 133 South Lemon Street was removed and 2 -hour time limited parking signs were installed on the east side of South Lemon Street from the American Legion Hall at 143 South Lemon Street to the beginning of the residential area at 149 North Lemon Street. Recommendation The attached work orders illustrate the changes that were installed. With the Traffic Commission's concurrence and approval, these on- street parking changes can remain for the duration of the construction and be reviewed once construction is complete. Staff is recommending approval of the work shown in work orders 122 and 124. Residents and businesses within 300 feet of the study area were notified of the Traffic Commission Meeting. 8.
