ORAL PRESENTATIONS Mr. Robert Paul, 1501E. Fairhaven Ave Orange CA 92866 - Wants to put in a request for parking controls on the 1500 block of E. Fairhaven Ave. About 4 years ago at the time of economic crash we started seeing a lot more cars parked on along our street, and about 2 years ago we had a request from people living behind us on Greengrove to put in a red curb on Fairhaven Ave. which was approved. Now what is happening is those cars are parking closer down to my house and my neighbors and creates an extremely unsafe condition for my wife and I when we back out of our driveway during high traffic times. I was thinking the best solution would be time limits during the morning and afternoon peak hours when we would have no parking there and it would make it safer for us to back out. My request was submitted in May so I'm trying to get the process moved along a little bit. Dave Allenbach Transportation Analyst - Mr. Paul had initially asked for red curb adjacent to this driveway, we evaluated it and we had requested that some bushes be trimmed and then we would reevaluate it. In talking with Mr. Paul he had actually asked to be taken to the Traffic Commission. We couldn't schedule it for this month, but he is going to be on the Agenda for the October 12, 2016 meeting. Mr. Robert Paul - I really wanted to get time limit parking but if that's not feasible I suppose the red curb could work. So we're on the docket for October, that's great. III. CONSENT CALENDAR None this month. IV. CONSIDERATION ITEMS 1. Request for the installation of a loading zone in front of the building at 132 S. Anita Dr. Gor Mnatsakanyan 132 S. Gor Mnatsakanyan, 132 S Anita Dr . - Shares photos of delivery trucks. We have the same situation of long -term parking with windshields covered, night and day, they are not business parkers they don't come and go, they just keep their cars there. We operate a pharmaceutical business we have loads of medication in and out and it would make our operations run more efficiently if the trucks have availability to the front of the building. Gor Mnatsakanyan — We moved in the beginning of this year. We have done a lot of construction trying to make it accessible and safe for our employees and we have done everything we possibly could have done with this location to make it efficient. Commissioner Lebeau — I agree with the proponent in this case. I work in the building at 171 S. Anita Dr. in Building South and to the east of the street. The street is over - parked and I see people getting out of their cars wearing what appears to be scrubs, a lot of time looking like people who work at UCI Irvine Medical Center about a mile to the west. I see their I.D. badges dangling around their neck, and they park there all day. I agree with the proponent that this is a problem and it impedes people doing business. My building is fortunate, we have loading zones in the back to accommodate trucks off street but in this case I agree with the proponent and I recommend adoption. Chairman Beil closed the public hearing and returned the item to the Commission for further discussion and a motion. ACTION: Approved the request to install 40 ft. of yellow paint by the building's main entrance and walkway. ADMINISTRATIVE REPORTS At our last meeting we requested a report on the feasibility of striping a continuous dual left turn lane center median area on Cambridge St. from LaVeta Ave. to the south city limits, due to the sight distance issues when exiting Lake onto Cambridge. Tacki Scott, City Traffic Engineer — At the August meeting the Commission requested an analysis for the possibility to install a left turn lane on Cambridge from the south city limits up to LaVeta Ave. The memo that has been provided to you responds to this request and summarizes the conditions out on LaVeta Ave. It does find that there is some benefit to installing a two -way left turn lane, and while this is not an agendized item for you this evening I am taking in your comments and answering any questions you may have related to the information in the memo. Chairman Beil — I think the 11" x 17" handout is a really good picture of the situation out there and what could potentially be done as far as a striped median turn lane area. Commissioner Dick — I was wondering do we have any further information on the reported accidents. Were these fender - benders, bodily injury as some were pedestrians and also a bicyclist? Tacki Scott — Yes I summarized the types of accidents that have been reported; 2 involved pedestrians, 1 involved a bicycle near the Santiago Creek Bike Trail. Assuming that these were individuals that were accessing the trail or coming from the trail at that time those are the only accidents in that area that were reported. Commissioner Dick — Would there have been any mitigation to the chances of these accidents having occurred if we'd had this median in place? Is there any inter- relationship between the two accidents? Tacki Scott — If there were it would be very minimal, however, in preparing this memo for the Commission I had some discussion with staff from the City Community Development Dept. and they have expressed a strong interest in enhancing visibility of the bike lanes that are out there as part of this effort. It isn't addressed in this memo but my discussion with them was that if we were to move forward with this concept that as part of it we would look for ways to enhance visibility of the entrance to the bike trail out on the creek as well as the bike lanes on the street, and I think that effort in itself would serve to address those issues. Public Works Depanmen September 2016 [N:/PublicWorks/Traffic /CTC /2016 Minutes a Printed On Recycled Paper Page 15 Minutes of a Regular Meeting City Traffic Commission September 14, 2016 Chairman Beil — Dave on this section of Cambridge St., I just want to make sure we're clear on the classification of the street. What is it on the Master Plan of Arterial Highways? Dave Allenbach — It's classified as a Collector road. We're not going to be striping any additional travel lanes. Chairman Beil — As far as capital costs, is this an idea you will keep on the table until such time as a pavement rehabilitation project or something would happen out there? Tacki Scott — Yes, I think the summary of the memo is that there is some benefit to the neighborhood in that area for including this in the roadway striping, and from a staff level we could look for opportunities to include this work in a future project, most likely tied to a slurry seal. Right now the pavement on Cambridge St. here is in pretty good condition so I don't have a date when that might occur, but I can work with the capital improvement staff that runs that project and see when it would be a good time to have that fit in to the city's overall project list, and that would be the best opportunity to modify the striping out there. Chairman Beil — Just one follow -up question on the bike lane visibility enhancement related to transportation. Has the City been moving towards any of the more modern bicycle identification, Santa Ana has been going crazy implementing on streets all over the place including Grand outside our city boundary? Have we implemented any of the new standards for bike lane marking? Tacki Scott — We have not installed anything yet, however, we are looking at those new standards and looking at different upcoming projects where it might be appropriate. I have visited the City of Santa Ana and looked at some of the installation they have made to get a feel of what it actually looks like in reality. This particular neighborhood is a residential neighborhood and a lot of those new standards include a lot of new paint, a lot of new signage, there is a lot of expense involved in maintaining that and there is definitely a difference in the aesthetics that the neighborhood could be very sensitive to. I think it has to be considered on a case -by -case basis. The earliest opportunity we might see some of those standards come in to the city would be with the development out east at Jamboree and Santiago Canyon Rd. with Santiago Hills II. I think there will be some different application of the bike lanes than what we have seen in the past.
