Salinas Court Orange, Ca. 92869 Commissioner Lebeau - Discussion of report attachments missing pages. Chairman Beil - Staff is saying we have the 2 additional surveys, 1 opposed and 1 supporting. Tacki Scott, City Traffic Engineer - I have all the appropriate petitions as indicated in the voting, and as indicated on the map up on the screen with the appropriate addresses assigned to those. Commissioner Lebeau - So the map has been updated? Chairman Beil - The map has been updated to show the additional green and the 1 red dot. Oral presentation is based on the written staff report, please refer to your copy. Chairman Beil opened the public hearing for the following discussion. Brian Ducker, 248 S. Santa Maria St . - This was originally done because there were problems with people going to the park and was way down at the bottom of San Luis and we opposed it originally. It's really been a nuisance with no benefit. There's never any place for our people to park and there is really no reason we wouldn't want people to park there is no overflow in our area from the problem that was originally at the bottom. That part is still restricted and I'm sure those people still want it because it seemed like a good reason for them to have it, but it's never made any sense in our area. Shelly Ducker, 248 S. Public Works Departmen March 2016 [N:/PublicWorks/Traffic /CTC /2016 Minutes a Printed On Recycled Paper Pare 13 Minutes of a Regular Meeting City Traffi Commission March 9, 2016 everyone on Santa Maria. Not only is it not necessary because the cars that were parking from Peter's Canyon are at the 2 red curbs at the bottom of Presidio, those are now red curbs. Right around their houses just around the corner people park there and go to Peter's Canyon. They wanted and they still have it. Way down on Santa Maria no one has ever parked there from Peter's Canyon, it way too far and there has never been a problem of people parking there. The additional problem we have had since the permit program has been implement is that there are so many different signs, Santa Cruz is off, San Luis is on, Santa Maria is on, Salinas is off and when guests come to the house for anything on Santa Maria they don't know where to park, it's so confusing. We would like Santa Maria to be off so it is consistent with Salinas and Santa Cruz, it makes a lot more sense. We met with every one of the residents and it was unanimous except for the two houses we never reached. Martin Kimble, 7838 E. Salinas Ct . — I agree exactly with that they are saying, it's not needed and it never has been and I'd like to see it removed. Dennis Shintani, 7841 E. Salinas Ct . — Like the other speakers I also support removal, I was never in favor from the beginning in 2012, I saw no need for it. Right now I travel through the neighborhood quite a lot and I don't notice any overflow parking on any of the streets except maybe for 2 or 3 houses along the Presidio corridor. Santa Cruz is a very long street much closer than Santa Maria to the park and I never see any strange cars there. Most of those residents park in their driveways or garages, I see very few parked on the street. Matt VanLigten, 308 S. Sana Maria St . — There has never really been an issue with parking at all around there and we have a lot of cars because we have a big family and we've never had an issue with parking even on Memorial Day, it's really unneeded and especially when you have people over it's just a giant hassle. Tustin VanLigten, 308 S. Santa Maria St . — I agree with everything my brother just said and there has never been any parking problems the only thing I've had problems with are the red curbs and we events at our house for my school and it's just a giant hassle with the parking restrictions. Adam Klugman, 298 S. Santa Maria St . — I agree with everything that has been said I think it's an unnecessary restriction it puts a burden on the homeowners and I'm fully in favor of listing this parking restriction. Public Works Oepartmen March 2016 [N:/PublicWorks/Traffic /CTC /2016 Minutes a Printed On Recycled Paper Page 14 Minutes of a Regular Meeting City Traffic Commission March 9, 2016 Amanda Peterson, 7902 Santa Cruz St . - I want the parking permit program to be removed. It is a daily inconvenience for parking and every time we need a permit we have to go to the Police Dept. to get it and it's very uncomfortable. Brian Hallse, 7939 E. Salinas Ct . - I'm in favor of Santa Maria being removed, we got rid of it on Salinas Ct. the previous go around people on San Luis said you are going to see all this traffic and parking on our street and it has never occurred so I don't think the people on Sana Maria are going to see any new parking issues from park goers. People do still park around Presidio and go the park that don't have permits. So whether or not people have permits people are still parking there Chairman Beil closed the public hearing and returned the item to the Commission for further discussion and a motion. Commissioner Lebeau - A copy of the Neighborhood Parking Permit Removal steps for removal indicates there is an application fee for removing areas from the Parking Permit Program; has that fee been paid in this case? Toe DeFrancesco, Public Works Director - During the encounters we had with the applicants there was confusion on my part whether or not a fee was necessary. We had taken a couple of different iterations of the policy to the City Council and I made the determination that a fee was not necessary, it wasn't until our Traffic Engineer came back from her leave that she recognized we had made a mistake and since they were so far down the process we did not collect the fee because originally we had told them there would not be a fee. Chairman Beil - I was here actually when the parking permit program was initially brought forth in the area, it was a little controversial but there was overwhelming support of it. I think we see now that a portion of this makes sense to remove it.
