1. Request for "NO PARKING 5:00 -8:00 AM and 3:00 -6:00 PM" between 1501 AND
1521 East Fairhaven Avenue as well as "DRIVEWAY" warning sign with a
flashing beacon.

Oral presentation is based on the written staff report; please refer to your copy. Chairman Beil
opened the public hearing for the following discussion.
Christina Snow — 851 S. Woodbury Dr . — concerned with traffic pouring onto the street
from the condominiums and apartments by Stater Bros. They leave trash and are rude
to the residents who live on that street. Can't back out of driveway safely. Believe
proposed solution won't work in their case, those looking for parking would eventually
make their way onto Woodbury.
Bob Ralston — 1511 E. Fairhaven Ave — Also concerned with the amount of garbage
dumped on the streets. Because ticketing officers don't always follow the sweepers
street can't be swept and trash cans can't be picked up. Creating a traffic hazard and
nuisance to residents. Homeowners association for the condo complex charges for
parking spaces and that's why the overflow parking ends up in fort of the Fairhaven
homes. Backing out is a hazard.
Annette Flores — 881 S. Woodbury Dr. — believes traffic studies being done on Fairhaven
are not occurring at the appropriate times. They have had a vehicle stolen because they
don't know who's coming /going from the neighborhood. Safety concerns for her
children and all the trash left behind. They have been confronted by angry people
parking on their street. Trash cans get moved so others can park and the trash doesn't
get picked up. They have applies for neighborhood parking permits and were denied.
Rose Boggs — 1521 E. Fairhaven Ave — Concerned about safety and protection.
Mailman can't deliver mail. Has placed noticed asking them not to block mailboxes and
has gotten negative reactions and confronted by parkers. Had to call paramedics for
medical assistance and they couldn't find the address due to all the cars, when they did

locate the address, they couldn't park nearby. Has been confronted by those parking on
the street, they are rude and verbally abusive. (provided copy of letter of complaint and
notice to not block mailboxes).
Ann Mary Paul — 1501 E. Fairhaven — concerned she has cars parked on both sides of
her driveway. They have to pull out straight and blindly out onto the street. When
possible has someone spot her to try to back out safely. Terrified she will be hit or hit
someone. Will take any action suggested by the commission.
Robert Paul —1501 E. Fairhaven — Main reason for petition is safety concerns. Cars park
right next to driveway. Will take any assistance provided by the commission. Would
like the same courtesy /consideration given to those on Greengrove. Concerned for their
safety as well as pedestrians.
Ted Snow — 851 Woodbury Dr. — Sympathizes with Fairhaven and Greengrove
residents. Concerned that eliminating parking on Fairhaven will move problem onto
Woodbury. Suggested a cooperation between Orange and Santa Ana to get red curbing
along the Santa Ana side removed so residents from condos can park on their side.
Iohn O'Malley —1432 E Nubian — Concerned that parking restrictions on Fairhaven will
affect them on Nubian Ln. Believes neighborhood parking permit program is the only
solution for them. Red paint will not resolve the problem.
Rudy Munoz — Fairhaven Dr. - Concerned that about safety while backing out of
driveway, very hazardous.
Unnamed Resident — 897 Woodbury — concerned that the parking issues have fallen on
deaf ears. Doesn't want a tragedy to occur before something is done about it. On 3 day
weekends those cars parked on the street don't get moved until Monday. He only has
one parking space in front of his home and he is unable to use it. Believes traffic studies
are not being done at the appropriate times.
Chairman Beil closed the public hearing and returned the item to the Commission for further
discussion and a motion.
Commissioner Vaughan — Concerned about safety of residents having to back out of
their driveways into a narrow lane of traffic. Safety hazard. Suggested neighborhood
parking permit for solution to their parking issues.

Dave Allenbach — Transportation Analyst — explained neighborhood parking permit
program
Commissioner Lebeau — concerned about the 2 fold problem in that area, safely backing
out of driveways and parking situation.
Commissioner Feliz — also concerned about the 2 fold safety issues. Would like to get
some relief for Fairhaven residents.
Chairman Beil — parking density issue in this area. Suggested red curb on Fairhaven to
help alleviate some of the issues.
Dave Allenbach — explained how much red curb would need to be painted and how
many parking spaces that would leave. Proceeded to explain that overgrown shrubbery
on Fairhaven may also be contributing to the line of sight issues. These need to be
trimmed by the residents.
Commissioner Lebeau — made a motion: reject staff recommendation for "NO
PARKING 5:00 -8:00 AM and 3:00 -6:00 PM" between 1501 AND 1521 East Fairhaven
Avenue as well as "DRIVEWAY" warning sign with a flashing beacon and install "No
Parking Anytime" signage at 1501 Fairhaven east of 1521 Fairhaven.
Encouraged Fairhaven residents to join in the petition for Neighborhood Parking
Permit Program. Reminder to trim the shrubbery blocking line of sight.
ACTION: Reject staff recommendation for "NO PARKING 5:00 -8:00 AM and 3:00-
6:00 PM" between 1501 AND 1521 East Fairhaven Avenue as well as
"DRIVEWAY" warning sign with a flashing beacon and install "No
Parking Anytime" signage at 1501 Fairhaven to east of 1521 Fairhaven.

V. ADMINISTRATIVE REPORTS
J. Scott — appeal on time limit parking on Shattuck approved by Council on a 6 month
trial basis. At that time, staff will report back to Council where it will be determined if
to continue or terminate.
VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral Presentations,
the Chairman adjourned this session of the City Traffic Commission.
The next meeting of the City Traffic Commission is scheduled:
5:30 P.M.
