Commissioner Glasgow - You sent out notices did we receive anything back from the
property owner?
Dave Allenbach, Transportation Analyst — No, we sent notices to all addresses within 300 ft.
of the subject area including residents, businesses and absentee property owners. We have
talked to some business people on Glassell St. who received the notices but I have not
received any calls or had any contact from the people of 391 S. Glassell St.
Chairman Beil — So we have had no contact with the owners nor the lessee of 391 S. Glassell
St.?
Dave Allenbach — That's correct
Chairman Beil — Don't you think there's potential this could come back to request turn-over
parking once a tenant moves in? I know Dr. Ulivi s letter indicates that it has been
converted into office uses, is that for sure?
Dave Allenbach, Transportation Analyst — They have a conference table in the front window
and it looked like they were having a meeting there. But I also saw some work trucks
around the area so I think they are still renovating it, they may still not be fully occupied
yet. Keep in mind it's still legal to park here it's just that this happens to be a timed spot,

and it is only the one spot. It doesn't make a great impact on the surrounding area for
parking whether it remains as time -limit parking or if it's open for general use.
Chairman Beil opened the public hearing for the following discussion
Jeff Frankel, 384 S. Orange St . — I live right around the corner from this intersection. The
building has been occupied by a business for some time now. I was involved in the review
process when they renovated this building. There are two on -site parking spaces at this
location, right now they have installed a full basketball court where there are supposed to be
2 parking spaces. I don't know how that's going to work out for them because right now
they park all along Culver and there are about 10 employees there. I_am opposing this
action, if you go out on the site every other curb on each corner is either red or there is a
driveway on the southeast so nobody can park there. There have been numerous accidents
at this intersection; a car parked in this spot for any length of time blocks the view. I've
tried to cross there many times as a pedestrian and you have to walk out half -way into the
intersection before anybody can see you even though there is a flashing light and PED
crossing. It's even worse if you are in a vehicle and are trying to make a left -turn because
the car that will be parked there if there is no red in that location. I would like to propose
that curb be red like the adjacent corners, for whatever the standard is for red curb at
corners, but we've had a big problem with people actually parking on corners. I avoid this
intersection because it is a hazard and I think removing the green curb will only make
things worse. They manufacture neoprene wedding rings, they used to be located further
north on Glassell, but they outgrew the facility so they purchased this building, it is owner
operated. The previous owner did the rehabilitation of the property to put it on the market,
and when it was presented to the DRB it had one handicap parking space and one regular
parking space proposed and that is what was approved. It's a very successful business,
people in the military and machinists who want to wear a wedding ring but it could get
caught on something find these neoprene rings as an acceptable alternative.
David Sami, 392 S. Glassell St I own the building across the street and I am also a
physician who practices there and we see many families and children. I can speak to a
number of accidents I have witnessed at this intersection, it simply is unsafe, and there are a
lot of near misses and it's because of the flashing yellow light. Driver's don't slow down
they go right through and having a parking spot there would further limit visibility. I think
the solution is to remove the flashing yellow light and put in a 4 -Way STOP there. Whether
you put a green curb, a red curb or no curb color designation, it is a very unsafe intersection.
I would like to see more of an investigation of this crossing and I'm sure if you review the
police records you will see the number of accidents.
Chairman Beil closed the public hearing and returned the item to the Commission for further
discussion and a motion.

Chairman Beil - Is Professor Ulivi here? One of the issues I have with the request is along
with what the neighbors on Orange St. say, I really want to know what the owner of this
building or what their tenants needs are. Dr. Ulivi owns buildings at 361 and 369 S. Glassell
St. and so I'm curious what the reason of the request is specifically other than to have his
tenant's park down the street and add a parking space for him so he can free up a space in
the back of his business. Without knowing what long term the business that will be in 391 S.
Glassell needs. If we approve this request without hearing from the property owner and /or
tenant I think the request will come right back again to install additional green curb.
Commissioner Lebeau - Mr. Frankel mentioned previously that the building at 391 S.
Glassell is using their off - street parking spots as a basketball court. I don't know if we want
to be adding to on- street parking if the owner is not using the spots on his property
appropriately.
Chairman Beil - The owner hasn't requested this.
Commissioner Glasgow - I feel the same way. That is a bad intersection and I think we
should keep it green for now and let the owner's come back and if they want to change it let
them address it instead of someone 6 units down trying to find a parking space.
Chairman Beil closed the public hearing and returned the item to the Commission for further
discussion and a motion.
ACTION: Deny the request and keep the green curb; do what we can to contact the
owner and tenants of this location and bring us back that information if
the staff feels it appropriate to be removed.

VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral Presentations,
the Chairman adjourned this session of the City Traffic Commission.
The next meeting of the City Traffic Commission is scheduled:
5:30 P.M.
