1. Request for the installation of an All -Way STOP control at the intersection of Trenton Ave.
and Baxter St.

opened the public hearing for the following discussion.
Andrea Burtram, 1126 E. Trenton Ave - Trenton is a long and uncontrolled street. There
are over 200 units at the mobile park. I know there haven't been any accidents and the
volume on and off Baxter St. is not as high but people go over 60 mph up and down
Trenton. There have been requests for speed humps and a traffic signal at Cambridge and
Trenton. The reason I requested the STOP sign is to control speed and to help control the
traffic, more so on Trenton rather than Baxter. I don't know if there are other suggestions
that could help with this but for safety of the residents, and there are a lot of ambulances
and small buses that go back and forth to the mobile home park also, if there would be a
way to control some of the speeds of the traffic on Trenton. I think this would help with
controlling that but not be as extreme as putting speed humps on the street.
Chairman Beil closed the public hearing and returned the item to the Commission for further
discussion and a motion.
Chairman Beil - Have we received any additional communication on this item?
Vice Chairman Vaughan — I wonder if we could have some comments from our Police Dept.
concerning Ms. Burtram's comments regarding speeds of up to 60 mph on that street, and a
lot of through traffic because of the mobile home park. Can you contribute to that?
Sgt. Jeff Bird, OPD Traffic Bureau — This is the only access the mobile home park has. There
is speed there at times, we have put our speed trailer out to let motorists know how fast
they are going. There are times the vehicles are going well beyond the, posted speed limit
and we have been able to issue citations. We would be happy to go out with the speed
trailer again for about 6 weeks. It's been determined that after 6 weeks people start to
return to their normal driving behavior. I have an idea to go to Crime Prevention to get
them to go out to the mobile home park and get them aware of the fact that when they are
traveling on Trenton they are not on a thoroughfare, they are actually on a residential street
that might help for a while.

Chairman Beil — We have a lot of STOP sign requests come in for 2 -Way and All -Way
STOP's at a lot of residential intersections. The basic premise of this request is to control
speed and previously we have had a number of issues come through the Commission
regarding speed on Trenton, options that were considered at the time were the speed hump
program, or traffic calming device putting it in the street, however, Trenton doesn't have the
volumes now to justify the speed hump program. We most recently had the issue of a
request for a STOP control or a signal at Trenton and Cambridge, we denied that. The basic
fact of the matter is that STOP signs aren't for controlling speed necessarily, they are for
controlling right -of -way, or controlling conflicts in the right -of -way on movements at
intersections and turns. I like to stick pretty closely to warrants that justify that otherwise
there is no rhyme or reason for putting in STOP signs at a lot of our residential intersections.
In fact STOP signs can actually increase accident rates at some intersections with confusion
of right -of -way, rear -end collisions depending on the volumes and speeds.
Vice Chairman Vaughan — I'd just like to 'add that I'm encouraged by what Sgt. Bird had to
say and maybe we could approach it that way and see if has a positive effect and what the
outcome is.
Commissioner Glasgow — You can probably tell if it's the same people doing it over and
over again, it probably is. If you know which neighbor it is you might have a discussion
with them. If they're in the trailer park, there is a Manager of the trailer park, have them set
something up that says, "You're on a residential street and its 25 mph." He's right STOP
signs aren't to control speed and we have a couple of letters from residents of Trenton Ave.
that are opposed to it also, it also causes wear and tear on your vehicles from starting and
stopping, there are other issues that go along with that.
Chairman Beil — We have received letters, from people who live right by where a STOP sign
would go and they are very opposed to putting STOP signs in for numerous reasons, one of
them being noise of vehicles stopping and starting from a STOP.
ACTION: Denied the request. The Commission directed the Police Dept. to take the
speed trailer out to Trenton Ave. for a time, to talk to the mobile home park
manager about 25 MPH on Trenton Ave., and speed control enforcement
for a few weeks.

Vice Chairman Vaughan - Has there been any verification of the increased use by the
parents as a drop -off zone?
Chairman Beil — Do we have any counts by staff of what you see as the number of people
getting dropped -off in the residential area there?
Dave Allenbach; Transportation Analyst — Pretty much all of the vehicles that entered in the
morning were parents dropping their children off at school. We have some pedestrians that
use the crosswalk; some parents will actually stop on the east side of the intersection on
Larkstone and walk their children across Laurinda and into the school. Everything appears
to be very orderly and because the traffic volumes are fairly light at this intersection there
are plenty gaps in traffic. Nobody had to make any invasive maneuvers. We may see more
children being dropped off back here to relieve the pressure of the drop -off at the front of
the school. We would have no counts or a need to know if it's increasing or decreasing, it's
just that it's an easy access back here and depending on where you live this may be the
easiest way to drop your children off.
Vice Chairman Vaughan — Has the school contacted us with an opinion? Were they
contacted in response to the request?
Dave Allenbach, Transportation Analyst - The school is within the 300 ft. radius notification
area so they were notified, we did not receive any response from them. Also the field is
used in the afternoon for soccer, on the afternoon we conducted our study there were some
children playing, cars were parked on the street, but again this was not causing any sight
distance issues. The only thing may be a little bit of a concern as you can see in this
photograph, this vehicle is parked and on one occasion we did see the south side of
Larkstone a vehicle parked right up to the crosswalk.
Chairman Beil So we don't know the school or the school district's policy on their gate use
- exiting at the back of the field?

Dave Allenbach, Transportation Analyst — No we were out there several times and the gate
is closed while school is in session. It's open early in the morning and once school starts the
gate is closed until the afternoon and then the gate is opened again. I'm not sure if it's
locked. The day we were conducting our turn count they were having soccer practice and
the gate was open. It could be that the soccer league has keys to the locks so they can get in
without having to go around to LaVeta.
Chairman Beil - We dealt with this back gate access at other school areas previously
through different requests presented to the Commission and I remember discussions about
the blanket policy on some of those other schools that the school does not condone the use
of those back gates and that became an issue not only for after school hours. For after school
hours activities the organizations have to be issued a key and have agreements with the
school and the district. I'm curious if we have asked the school district if they have a formal
policy on use of that back gate access both before and after school, and completely after
hours for other organizations.
Dave Allenbach, Transportation Analyst — The school and the district received notification
of the meeting, but we did not contact them personally. We focused on the intersection and
the usage here, the fact that we did a 3rd turn count in the afternoon was simply because it's
our policy when we get a request like this. When that intersection is close to a public school,
even if there were no back access here it would be a driving route to get the children to the
front of the school, so we would do an additional turn count in the afternoon. As you can
see from the volumes the PM peak is lower than both the AM and PM so school peaks don't
always coincide with traffic volume peaks.
Debbie Mongam, 984 N. Ridgeline Rd . - I wrote the letter, I do not live in the neighborhood
but I have had a daughter at that school for 3 years and I've sat and watched this
intersection and wondered why it wasn't a 4 -Way STOP. I understand that it doesn't meet
your objective criteria but it has to have some subjective component here. LaVeta
Elementary has almost 900 kids and we have been asked as parents of older kids and kids in
the classrooms towards the back of the school to use the back gate for ingress /egress. The
front of the school is incredibly congested, it backs up onto LaVeta and so it's ridiculous in
drop -off. They have tried splitting starting and dismissal times in an attempt to alleviate it,
it's still a problem on LaVeta. There is no bussing in this school district to speak of, so
everybody drives their kids. This school houses the Gate program so kids that come from
other schools all over the district come here for Gate, so those parents are driving to 2 -3
other schools sometimes and then also coming here to bring their kids to this school so there
are multiple trips and they are unavoidable. They're acting as if it can be alleviated by the
kids walking. At a minimum there should be striping here; these are main access
crosswalks that are used by kids coming to and from school. It's a school zone and I can't
understand why there's no crosswalk perpendicular to the intersection here. The sight
lines are terrible because parents park on the corner not just adjacent to the corner but

actually on the curb. Red curbs would be fabulous as a minimum. The congestion is
terrible for these couple of times during the day, and I understand that it's probably not all
day long and if you see it at 5 PM it's totally different than 8:30 a.m. and at 3:30 p.m.
Everyone I spoken to, the principal, teachers, parents and residents are in favor of a 4 -Way
STOP here. I have not met anyone who has come up to me and said it was a bad idea. I
wasn't even aware that they hold games and practices there one of the parents who have a
kid that does soccer says it is terrible during that time too. Kids are trying to walk to cars or
meet up with parents; it is an accident waiting to happen. I go through I don't know how
many STOP's during my day, I would happily stop one more time at this intersection if it
would save a kid from getting hit. I understand your criteria, I appreciate you're coming
out to look at the intersection, but I urge you to consider that there are some subjective
concerns related to the school zone and the kids in the neighborhood that override any body
of objective criteria that it doesn't meet. Please consider this for a 4 -Way painted STOP with
signage on all corners.
. Gene Segrist, 2929 Garzes Ln . — I agree with everything the previous speaker said, it's a very
dangerous thing, I can't tell you how many times I've had to slow down, swerve, come to a
full stop while cars pull out from Larkstone going across. As far as the soccer that is a huge
issue. Many times there are cars parked a block away and walking to the fields. I urge you
to really consider this because there is going to be an accident. I have lived in this area for
38 years so it's just a matter of common sense to go ahead and put that STOP in, based on
location and everything that goes on.

Vice Chairman Vaughan - I used to live very close here, in fact within walking distance so I
am familiar with the area. Based on what I hear from local resident and the concerns from
the parent, it concerns me that the school hasn't been a part of this conversation. I'd be
interested to know, more to your point, whether or not they are telling parents to use that
in -field as a drop -off zone because it cause issues within the neighborhood. At the very
least I think they are an important part of the conversation and if the school is going to
continue to support that I feel we should support some type of progressive action to account
for the activity and I think it's worth looking into. I am in favor of putting this aside and
having staff contact the school to find out their specific position on these issues and whether
or not they are telling parents to go out and park there, and this issue of the soccer and
whether or not that is a permitted function and maybe look, at the very least; of going with
red curbs and a crosswalk. It troubles me that the school wasn't made a collaborative part
of this conversation I think it's worth talking with them.

Commissioner Beil — Maybe someone from Public Works in the Traffic side can reach out
and try to arrange a meeting with the Principal, Vice Principal or whoever at the school to
talk about what is happening in the neighborhood.
Commissioner Glasgow — I was there this morning about 8:10 to 8:20 and one thing that did
concern me was that there is only one set of crosswalks and that is on the Larkstone side
facing Laurinda. Maybe we could consider installing crosswalks at the other 3 legs of the
intersection. There were only 3 -4 cars that came through while I was there and 1 bicyclist
that used the gate in the back.
Chairman Beil I have mixed feelings on the crosswalks; to me they are almost an attractive
nuisance to give a false sense of security. I know we have to have them in certain places
because of pedestrian counts but I think crosswalks unless they are appropriately justified
are a nuisance. Most of the conventional State highways has gone through an extensive
program of actually removing crosswalks particularly along Pacific Coast Highway because
of the amount of fatal accidents and injuries that have happened in those crosswalks.
People tend to use the yellow painted crosswalks, particularly in school zones, as golden
walls that protect you, and they don't protect you.
If we want to modify or to request red curb, would that have to come back and mean a re-
notification because it's a different action?
Dave Allenbach — It would. Also in concern with the crosswalks it has long been our policy
not to install crosswalks without some type of positive traffic control i.e., STOP sign or
traffic signal. A crosswalk is not a safety device; it is a channelization device and is an
extension of sidewalk to get a pedestrian from one side of the street to the other at a logical
crossing point, which in this case would be an intersection. Additional red curb would keep
people from parking around the curb returns. In the morning we had a total of 3 children
crossing here on the south leg on the way to school, and about 3 -4 in the morning using the
crosswalk on the west side of the street. We had a similar number of kids on the south side
of the intersection in the afternoon; however, we had more kids using the crosswalk in the
afternoon. That's not unusual, most parents are available to drop their kids off in the
morning but school gets out before we get out of work.
ACTION: Continued this for 2 months and have staff meet with the school to find
out what they are doing in regard to the back gate usage; look at a proposal
for standardized red curb for the vision zone at the 3 existing STOP signs
for consideration.

and also to the Facilities Director of Orange Unified School District. This is a policy
determined by the Traffic Engineer to solicit their participation in the discussion and

Anne Gallegos, 944 N. Cambridge St . — Opposed to reduction. We live directly across the
street from Yorba Middle School, there is a parking lot directly across from our house that
much of the time is full when students are coming or leaving. However there is a parking
lot on Collins Ave. adjacent to the gymnasium where students don't have to cross the street
to get into cars when their parents pick them up, they do walk across the street all up and
down the block, not at crosswalks. I am so surprised that there hasn't been a severe accident
there; I have seen so many near - misses. We do have red in front of our house; we had to do
that after living there for several years because people would park in our driveway, across
our driveway and my husband has been bumped by a car when trying to pull out of the
driveway because we couldn't see around the cars that were already parked there. I'm so

afraid that something is going to happen either to us or mostly to the kids walking across
the street; they don't go to the crosswalk at Collins, they don't go to the crosswalk at
Adams, but they dart across the street at all times even when the traffic is not moving at the
posted 25 mph along that street. We've had a crash in our front yard and I just think that
arrangements could be made for the parents to pick up their children at the other parking
lot where they wouldn't have to cross the street at all. I know a lot of people don't drive 25
mph and when we try to drive at 25 mph people pass us. I urge you please don't remove
much of the red along that street, there are other options available to them.
Chairman Bed — I'd like to remind everybody that this was actually a request related to a
request to install additional red curb which the Commission approved, but we directed staff
to go back and look at what could be removed. I think staff did a great job on the
northbound side of Cambridge which is the east side of the street. How many more stalls
were added there?
Dave Allenbach, Transportation Analyst — We estimate that we added at least 6 more
parking spaces on the east side of the street which is adjacent to the school and that way
people don't have to cross the street to get access to the athletic field.
Chairman Beil — The issue that was driving this was not so much the children going to and
from school it was the weekend and after school parking in the area due to the school
facilities being used for soccer. I drive by there all the time so I know what it's like on
weekends. We're trying to create as many spaces as we could create for parking to try to
keep those vehicles from spilling out further into the adjacent neighborhoods. Staff's
analysis of what they could possibly create is just 3 additional spaces and so that is what we
are trying to determine if it is worth it or not.
Rick Manzano, 1042 N. Cambridge St . — The issue of the red curb is not people parking in
front of my house because there are 2 spaces in front of my house. There is a small red curb
installed to keep people from blocking the driveway but understand that on the weekends
when there is soccer, but my south driveway, we installed a circular driveway back in the
Little League days that driveway is absolutely useless on the weekends, I cannot go in and
out. _I have a slope where we come up, it's about from the ground to about where you are
sitting (dais) so as we come out of the driveway even a small car will completely block the
street as opposed to if we were all at the same level. Line of sight is extremely important.
My north driveway I can use with a very small margin of safety because of the speeds.
Coming down Cambridge St. its 35 mph until you hit Katella then it becomes 25 mph.
Going north people tend to drive a little slower because it's 25 mph all the way up and
that's the part that has created the problem on our side of the street, it's the southbound
cars. I looked it up, at 35 mph they have about 2 seconds for the line of sight that we have
right now. If you reduce it down to about 25 ft. visibility that means somebody has less
than 1 second of time to react to me pulling out of the driveway. I can't see them until the

nose of my truck is at least 2 ft. into the traffic lane. Most people that park on the street pull
one wheel up onto the curb and they pull in the mirrors on their vehicles. Really you
shouldn't have any parking on that street, it is a bike lane that is very heavily used all the
time so, in my opinion, the whole side should be no parking for that reason. I have a trailer
and when I hook that up to my truck I'm over 50 ft. long and I need the zone just to pull into
the driveway. I ask you to deny any request for additional red curb removal. I'm more
concerned with the southbound traffic when parents for some reason when they are going
to school or soccer practice they throw safety out the window completely and they are
worried about time and it's really amazing when they just stop in the middle of the street
and have their kids jump out of the car.
Lynn Manzano, 1042 N. Cambridge St . — Our home was originally built in 1937 with open
space all around, in 1954 a second family home was built next door. In 1957 I watched
Yorba Middle School being built, and in 1959 I watched California Elementary School being
built. Due to traffic we eventually built a U- shaped driveway in our front yard in order to
exit safely. Signals were installed at the intersections of Katella and Collins at Cambridge,
this increased traffic is due to easy access to the signals. If you try to exit our driveway at
7:45 a.m. and 5:15 p.m. there is a train of cars. Nightly soccer practice began at Yorba and
California; weekends became filled with soccer practice, games or tournaments. We
requested the red curb in order to provide safe sight of oncoming traffic and create a safety
zone for exiting the driveways. During practices, games, open houses, performances and
more events we have constant parked cars on both sides of the street and sides of the
driveway making entering and exiting a challenge. Frequently we experience cars parked
blocking our driveway in addition to cars using our driveway without remorse. One
parking incident the driver responded to our request to move their car with, "You have
another driveway." They don't think. The problem is increased over - scheduling of the
fields at the schools, at times weekend tournaments are scheduled up to 8 fields from 8 am
to 6 pm which translates to the possibility of 320 people arriving per hour. We're okay with
having soccer across the street but we want reasonability. The 3 parking spaces in front of
our homes will not solve the parking problem, the existing red curb does solve the problem
of us not getting hit when trying to enter and exit. Parents are focused on getting in and out
and getting to their next commitment not on watching for our cars. I suggest opening the
faculty parking lot at Yorba which would add up to 15 spaces instead of our 3. 1 ask you to
maintain the existing red zones.
Vice Chairman Vaughan — Are the faculty lots open for soccer?
Commissioner Glasgow — I've not seen it open before.
Scott Malmgrun, 1064 N. Cambridge St . — I'd like to argue for the retention of the red zones
as they exist now. The addition of more parking just creates visual congestion for both the
driver and pedestrian crossing the street at the time of the athletic events causing further
issues.

Chairman Beil — I think the 1064 and 1042 area, it's pretty clear, there was just 2 spots in
front of 1064 that could be considered for clearing, the third spot is up on the corner house
at Adams and Cambridge. Did we have any input for 1102 Cambridge as what their
preference was?
Dave Allenbach, Transportation Analyst We have not received any telephone or written
communication from them, they were notified. When we were discussing the issue of red
curb at Adams and Cambridge last October they were notified of that meeting but they did
not attend that meeting either.
Chairman Beil — Maybe just to recap the results, what did the Commission approve and
what was the Council action on it?
Dave Allenbach, Transportation Analyst — I believe the request for red curb at that
intersection was denied. The proponent appealed to the City Council, that was also denied,
however the resident at the northwest corner of Adams at Cambridge had several palm
trees growing behind his front fence but hanging into the public right -of -way and
obstructing sight distance, they were asked to trim them down and they have been cut back
pretty well.
Chairman Beil — With the input from the residents I think staff did a good job. I think our
focus was the east side of Cambridge (northbound) and you accomplished that and brought
back what options we have on the southbound side of Cambridge. I would not be
supportive of removing additional red curb.
Vice Chairman Vaughan — I'd also like to leave the red curb where it is.
Commissioner Glasgow — I live further south on Cambridge St. and I put in a circular
driveway just for that reason. It's not easy backing out in the morning or early evenings.
ACTION: Denied removal of any red curb from the west side of Cambridge St.
between Collins Ave. and Adams Ave.

V. ADMINISTRATIVE REPORTS
Chairman Beil inquired as to the status of Council's recruitment to fill the vacancy of an
additional Traffic Commissioner. Because we have issues with the school district
coming up, I remember reading that one of the requirements for the Council to consider
when making an appointment is that one member is affiliated with the school district.
Has that been requirement been eliminated?
Denah Hoard, Asst. City Attorney - There has been no movement. You are correct,
we're looking into that.
Chairman Beil - It's been a long running issue and I've wondered even when we had a
fully appointed Commission as to that requirement. I'm hoping you are looking at that
while considering the new appointment.
VI. ADJOURNMENT
After discussion of today's Agenda the City Traffic Commission meeting was
concluded, and as there were no further requests for action under Oral Presentations,
the Chairman adjourned this session of the City Traffic Commission.
The next meeting of the City Traffic Commission is scheduled:
