Resolution No. 11043 — A Resolution of the City Council of the City of Orange approving the
submittal of funding applications to the Orange County Transportation Authority (OCTA) under
the Comprehensive Transportation Funding Program (CTFP).
2. SUMMARY
Adoption of Resolution No. 11043 will enable OCTA to allocate funds for the City of Orange
Local Signal Synchronization Plan (Local Plan) projects included in the Regional Traffic Signal
Synchronization Program (Project P) under CTFP.

7. DISCUSSION and BACKGROUND
On June 13, 2017, the City Council adopted Resolution No. 11006 to maintain eligibility to
receive Measure M2 funds from OCTA. As part of the eligibility process, the City updated its
Local Plan. The Local Plan identifies traffic signal synchronization routes including the Katella
Avenue and Garden Grove Boulevard Corridors as well as all the elements of the Regional
(countywide) Signal Synchronization Network.
On August 14, 2017, OCTA issued a call for projects for the Regional Traffic Signal
Synchronization Program ( RTSSP). The RTSSP is intended to coordinate traffic signals across
jurisdictional boundaries. The cities of Anaheim and Garden Grove, with the participation of
Orange and other local agencies, have taken the lead in the funding project application for the
Katella Avenue and Garden Grove Boulevard Corridors, respectively.
The Katella Avenue Corridor is 19.6 miles starting from the I -605 on -ramp in Los Alamitos and
ends easterly at Jamboree Road/Santiago Canyon Road in Orange. The corridor includes 73
signals across nine jurisdictions of Los Alamitos, Caltrans, Cypress, Stanton, County of Orange,
Garden Grove, Anaheim, Villa Park, and Orange. In Orange, the corridor starts at Struck Avenue
and includes nineteen traffic signals. The estimated cost of the improvements in Orange is
$1.25M. If the application is approved, Orange will be required to provide 20% of the total cost
in matching funds in the amount of $250,000.
The Garden Grove Boulevard Corridor is 8.7 miles starting from Valley View Street in Garden
Grove and ends easterly at Bristol Street in Santa Ana. The corridor includes 34 signals and
spans five jurisdictions of Garden Grove, Caltrans, Westminster, Santa Ana and Orange. In
Orange, there are two traffic signals along Garden Grove Boulevard, located at Lewis Street
(shared with Garden Grove) and at The City Drive. The estimated cost of improvements in
Orange is $35,000. If the application is approved, Orange will provide 20% matching funds in
the amount of $7,000.
The benefits of signal synchronization includes reduction in travel time, improvement in travel
speed, greenhouse gas reduction, less fuel consumption, and an overall better travel experience.
Previous synchronization projects completed in Orange for Tustin Street and Lincoln Avenue
corridors resulted in an average 16% reduction in travel time during peak congestion times.
By adopting Resolution No. 11043 the City Council requests OCTA allocate the funds necessary
for the implementation of the RTSSP within each local agency's jurisdiction.

OF THE CITY OF ORANGE APPROVING
THE SUBMITTAL OF FUNDING
APPLICATIONS TO THE ORANGE COUNTY
TRANSPORTATION AUTHORITY FOR
FUNDING UNDER THE COMPREHENSIVE
TRANSPORTATION FUNDING PROGRAM
WHEREAS, the City of Orange ( "City ") desires to implement the transportation
improvements listed below; and
WHEREAS, the City has been declared by the Orange County Transportation Authority
to meet the eligibility requirements to receive revenues as part of the Measure M2 "Fair Share"
funds; and
WHEREAS, the City's Circulation Element is consistent with the County of Orange
Master Plan of Arterial Highways; and
WHEREAS, the City will provide matching funds for each project as required by the
Orange County Comprehensive Transportation Funding Programs Guidelines; and
WHEREAS, the Orange County Transportation Authority intends to allocate funds for
transportation improvement projects within the incorporated cities and the County; and
WHEREAS, the City will not use Measure M2 funds to supplant Developer Fees or
other commitments; and
WHEREAS, the City must include all projects funded by Net Revenues in the seven -
year Capital Improvement Program as part of the Measure M2 Ordinance eligibility
requirement; and
WHEREAS, the City authorizes a formal amendment to the seven -year Capital
Improvement Program to add projects approved for funding upon approval from the Orange
County Transportation Authority Board of Directors; and
WHEREAS, the City supports the City of Anaheim in the submittal of the Katella
Avenue Corridor Signal Synchronization project; and
WHEREAS, the City supports the City of Garden Grove in the submittal of the Garden
Grove Boulevard Corridor Signal Synchronization project; and
WHEREAS, the City Council of the City of Orange delegates signature authority to the
Director of Public Works or his designee to facilitate the delivery of the projects;
