Purchase replacement radar feedback signs and equipment from Fortel Traffic, Inc. ( Fortel), as a
sole source.
2. SUMMARY
The Traffic Engineering Division would like to replace five of the Fortel Radar Feedback signs
that are no longer functioning properly.
3. RECOMMENDED ACTION
Authorize the sole source purchase of radar feedback replacement signs and equipment from
Fortel in an amount not -to- exceed $42,728.
4. FISCAL IMPACT
Funds are available to cover the cost of the purchases as follows:
500.5032.56100.16302 CIP- Signal -Minor Traffic Control $95,000

1.5 Provide and maintain infrastructure necessary to insure the safety of the public.
6. GENERAL PLAN IMPLEMENTATION
Growth Management Goal 1.0: Reduce traffic congestion within the City.
Policy 1.10: Apply traffic - calming measures, where appropriate, to residential neighborhoods
affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic
Management Program.
7. DISCUSSION and BACKGROUND
There are currently 23 radar feedback signs installed Citywide through developer fees and
Federal grant funds. The five original signs purchased from the manufacturer, Fortel, were
installed twelve years ago and are now in need of replacement. The signs were purchased from
Fortel who has the best and most reliable radar feedback signs in the industry. The Traffic
Engineering Division would like to replace the signs in -kind with the same updated unit.
The locations of the driver feedback signs to be replaced are the following:
1. West bound Canyon View Ave between White Oak Ridge and Newport Blvd
2. West bound Santiago Canyon Rd east of Lolita St
3. West bound Serrano Ave west of Kendra Dr
4. Northbound Cambridge St at Mayfair Ave
5. West bound Walnut Ave at Shattuck PI
The Traffic Engineering Division is requesting the purchase of five replacement radar feedback
signs from the manufacturer, Fortel, as a sole source procurement for system consistency and
maintenance efficiency. The direct procurement from Fortel will save mark -ups charged by other
vendors or distributors. The total amount of the procurement is not to exceed $42,728.
Installation of the radar feedback signs will be carried out by the Traffic Division's signal
maintenance contractor.
