Bid No. 178 -16; Approval of plans and specifications and authorization to advertise for bids for
construction of Fiscal Year 2016 -17 (FY17) Community Development Block Grant (CDBG)
Fern Neighborhood - Street and Sewer Improvements Project (SP- 3994).
2. SUMMARY
Plans and specifications have been completed for the rehabilitation of the Fern Neighborhood
which includes Fern Street, Handy Street, Sycamore Avenue, and the sewer improvement on
Handy Street under the FY17 CDBG Program. The project is ready to be advertised for bids.
The Engineer's construction estimate is $450,000 including contingencies and staff costs.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for the CDBG FY17 Fern
Neighborhood - Street and Sewer Improvements Project.

Funds are budgeted in the Capital Improvement Program and are available in the following
account:

needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
17. DISCUSSION and BACKGROUND
The Federal CDBG Program provides grant funds to enable eligible localities to upgrade Low
and Moderate Income Areas within their jurisdictions. Based on 2010 census data, designated
areas within the City of Orange qualify for CDBG funds. Eligible activities include
infrastructure upgrades such as street improvements. The proposed sewer line replacement and
streets improvements in the Fern Neighborhood qualify for CDBG funds and have been selected
for rehabilitation and reconstruction.
1) Handy Street Sewer Replacement: Walnut Avenue to 275 feet south of Walnut Avenue
2) Handy Street Rehabilitation: Walnut Avenue to Palm Avenue
3) Fern Street Rehabilitation: Walnut Avenue to Handy Street
4) Sycamore Avenue Rehabilitation: Milford Road to Clinton Street
The sewer line improvements include replacing about 260 ft of 8" mainline. This location is on
our sewer maintenance hotspot list and has been requiring a higher than normal level of
maintenance for several reasons but generally due to offset joints, tree roots, and broken sections.
These streets were rated in the Citywide Pavement Management Program with a Pavement
Condition Index (PCI) ranging from 6 -13 (out of a maximum score of 100) indicating the need
for street rehabilitation. The scope of street rehabilitation consists of but is not limited to: ADA
compliant access ramps, localized removal and replacement of the existing pavement, asphalt
concrete overlay, removal and replacement of failed sections of curb and gutter, driveways,
sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve covers to grade.
This work is also included in the sewer improvement on Handy Street.
The total project cost estimate is $450,000 including 10% contingencies and staff costs. At the
time bids are received and actual bid prices are known, staff may request an additional
appropriation, if necessary, to award the contract.

The proposed project is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder's Office
upon Council's approval of the plans and specifications. The proposed project is also
categorically excluded from the provisions of the National Environmental Policy Act (NEPA)
under 24 CFR Section 58.35. Documentation of this determination is on file.
Construction is scheduled to begin in February 2018 and is expected to be completed within 45
calendar days.
