Bid No. 178 -17; Approval of plans and specifications and request authorization to advertise for
bids for construction of Orangewood Avenue and Katella Avenue Water Quality Storm Drain
Improvements, FY 17 -18 (D -172).
2. SUMMARY
Plans and specifications have been completed for the water quality improvements on
Orangewood Avenue and Katella Avenue Storm Drain Improvements Project, FY 17 -18. The
project is ready to be advertised for bids. The total estimated construction cost including 10% for
contingencies and construction engineering is $360,000.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for Orangewood Avenue &
Katella Avenue Water Quality Storm Drain Improvements, FY 17 -18 (D -172).

6. GENERAL PLAN IMPLEMENTATION
Natural Resources Elements Goal 2.0 Protect air, water, and energy resources from pollution
and overuse.
Policy 2.13: Control surface runoff water discharges into the storm water conveyance system to
comply with the City's National Pollutant Discharge Elimination system (NPDES) Municipal
Permit and other regional permits issued by the Santa Ana Regional Water Quality Control
Board.
Policy 2.16: Protect in- stream habitat and natural stream and channel features.
7. DISCUSSION and BACKGROUND
A hydrodynamic separator will be installed at the downstream end of an existing 78" reinforced
concrete pipe (RCP) storm drain line on Orangewood Avenue, west of Alpine Street. This line
currently discharges into the Bitterbush Channel, a tributary to the Santa Ana River. The storm
drain line collects runoff from a 311 acre drainage area. Twelve connector pipe screens will also
be installed on Katella Avenue to capture litter from industrial and commercial sites along its
corridor. The hydrodynamic separator and pipe screens will capture trash, sediment, organic
matter, nutrients, and other debris to minimize pollutants that enter the Santa Ana River. Public
Works applied for and was awarded $300,000 in funding from the OCTA M2 (Tier 1) to
complete this work.
Public Works has prepared plans and specifications to install the hydrodynamic separator on
Orangewood Avenue and install trash screens at twelve catch basin connector pipes on Katella
Avenue.
The proposed improvement is categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities"
Class 1 (b). The Notice of Exemption has been filed with the County Recorder's Office.
The total estimated construction cost including 10% for contingencies and construction
engineering is $360,000. Construction is scheduled to begin in the spring of 2018 and is
expected to be completed within 30 calendar days.
