SR - RES-11032 - RENEWED MEASURE M2 TRANSPORTATION IMPROVEMENT PROJECTS SUBMITTAL1. SUBJECT Resolution No. 11032 — A Resolution of the City Council of the City of Orange approving the submittal of transportation improvement projects to the Orange County Transportation Authority (OCTA) for funding under the Renewed Measure M (M2) of the Comprehensive Transportation Funding Program (CTFP). 2. SUMMARY Resolution No. 11032 is required to be adopted as part of the application package for the Comprehensive Transportation Funding Program request for project applications. The Public Works Department has identified the Cannon/Serrano intersection improvement as a project for Intersection Capacity Enhancement (ICE) funding under CTFP. 3. RECOMMENDED ACTION 1) Adopt Resolution No. 11032. 2) Approve the submittal of the proposed transportation improvement projects to the Comprehensive Transportation Funding Program for Fiscal 2019/20 as administered by OCTA. 4. FISCAL IMPACT No impact on budget. 5. STRATEGIC PLAN GOAL(S) . Provide for a safe community — b. Provide and maintain infrastructure necessary to ensure the safety of the public. 3. GENERAL PLAN IMPLEMENTATION Growth Management Element Goal 2.0: Provide for adequate regional and local transportation facilities. Policy 2.1: cooperate with other agencies to address regional issues and opportunities related to growth, transportation, infrastructure, and other planning issues. 7. DISCUSSION and BACKGROUND Renewed M2 approved by the voters in 2006 is a 30 -year, multi - billion dollar program extension of the original Measure M (approved in 1990) with a new slate of planned projects and programs. These include improvements to the County freeway system, streets and roads network, expansion of the Metrolink system, more transit services for seniors and the disabled, as well as funding for the cleanup of roadway storm water runoff. Project applications are submitted every two years. OCTA has issued a call for projects for the three Reginal Capacity Program (RCP) funding programs: Arterial Capacity Enhancement (ACE), Intersection Capacity Enhancement (ICE), and Freeway Arterial /Streets Transitions (FAST). The Public Works Department has identified the Cannon/Serrano intersection improvement (right turn addition for northbound Cannon to eastbound Serrano) as a project that meets the minimum criteria for ICE under the RCP. The total project cost for Engineering and Right -of- Way is estimated to be $729,400. With $547,050 (75 %) grant application for funding in FY 2019/20, the City match is $145,000 (25 %). Jurisdictions must conform to annual eligibility requirements in order to receive fair share funding and participate in the CTFP funding process. The City of Orange currently conforms to all eligibility requirements. Key requirements include: • Timely use of funds (expend within three years of receipt) • Meet maintenance of effort requirements • Use of funding on transportation activities consistent with Article XIX of the State Constitution • Include the project in a seven -year capital improvement plan (CIP) • Consistency with MPAH, Pavement Management Program, and Signal Synchronization Because the CTFP is structured to be competitive with all of the agencies in the County of Orange, it is not known at this time if this project will be approved. 8. ATTACHMENTS • Resolution 11032 • Location map RESOLUTION NO. 11032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE APPROVING THE SUBMITTAL OF TRANSPORTATION IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE RENEWED MEASURE M (M2) OF THE COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM. A resolution of the Orange City Council approving the submittal of one improvement project(s) to the Orange County Transportation Authority for funding under the Comprehensive Transportation Program. The City Council of the City of Orange hereby resolves, determines, and orders as follows that: (a) WHEREAS, the City of Orange desires to implement the transportation improvements noted on the attached map; and (b) WHEREAS, the City of Orange has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive Measure M2 "Fair Share" funds; and (c) WHEREAS, the City's Circulation Element is consistent with the County of Orange Master Plan of Arterial Highways; and (d) WHEREAS, the City of Orange will provide matching funds for each project as required by the Orange County Comprehensive Transportation Funding Program Guidelines; and (e) WHEREAS, the Orange County Transportation Authority intends to allocate funds for transportation improvement projects within the incorporated cities and the County; and (f) WHEREAS, the City of Orange will not use Measure M2 funds to supplant Developer Fees or other commitments; and (g) WHEREAS, the City must include all projects funded by Net Revenues in the seven -year Capital Improvement Program to add projects approved for funding upon approval from the Orange County Transportation Authority Board of Directors. (h) WHEREAS, the City authorizes a formal amendment to the seven -year Capital Improvement Program to add projects approved for funding upon approval from the Orange County Transportation Authority Board of Directors.
