Resolution No. 11027
A Resolution of the City Council of the City of Orange approving the submittal of funding
application to the Orange County Transportation Authority (OCTA) for the Main Street Regional
Traffic Signal Synchronization project under the Comprehensive Transportation Funding
Program (CTFP).
2. SUMMARY
Adoption of Resolution No. 11027 will enable OCTA to allocate funds from the Comprehensive
Transportation Funding Programs in the amounts specified in the City's project applications.

7. DISCUSSION and BACKGROUND
On June 13, 2017, the City Council adopted Resolution No. 11006 to maintain eligibility to
receive Measure M2 funds from OCTA. As part of the eligibility process, the City was required
to update its Local Synchronization Plan (Local Plan). The Local Plan identifies traffic signal
synchronization routes including the Main Street Corridor and all the elements of the Regional
(countywide) Signal Synchronization Network within City jurisdiction.
On August 14, 2017, OCTA issued a call for projects for the CTFP including the Regional
Traffic Signal Synchronization Program ( RTSSP). The RTSSP is intended to coordinate traffic
signals across jurisdictional boundaries. The City of Orange, in collaboration with the City of
Irvine, Santa Ana, and Caltrans, is coordinating on a project funding application for the Main
Street Corridor. The corridor is about twelve miles starting from Culver Drive in Irvine northerly
to Taft Avenue in Orange and includes 64 signals. The City of Irvine is taking the lead in the
project application and has requested OCTA to be the lead agency in the administration and
implementation upon approval of the grant application.
Per program guidelines, agencies are required to provide a minimum of twenty percent matching
funds for the project.
By adopting Resolution No. 11027 the City Council requests OCTA to allocate the funds
necessary for the implementation of the Regional Traffic Synchronization Program within each
local agency's jurisdiction. The Resolution will also authorize the Public Works Director to
submit other projects for funding consideration under the Comprehensive Transportation
Funding Program.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE APPROVING THE SUBMITTAL
OF FUNDING APPLICATIONS TO THE ORANGE
COUNTY TRANSPORTATION AUTHORITY FOR
FUNDING UNDER THE COMPREHENSIVE
TRANSPORTATION FUNDING PROGRAM
WHEREAS, the City of Orange desires to implement the transportation
improvements listed below; and
WHEREAS, the City of Orange has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive revenues as part of
the Measure M2 "Fair Share" funds; and
WHEREAS, the City's Circulation Element is consistent with the County of Orange
Master Plan of Arterial Highways; and
WHEREAS, the City of Orange will provide matching funds for each project as
required by the Orange County Comprehensive Transportation Funding Programs
Guidelines; and
WHEREAS, the Orange County Transportation Authority intends to allocate funds
for transportation improvement projects within the incorporated cities and the County; and
WHEREAS, the City of Orange will not use Measure M2 funds to supplant
Developer Fees or other commitments; and
WHEREAS, the City must include all projects funded by Net Revenues in the seven -
year Capital Improvement Program as part of the Measure M2 Ordinance eligibility
requirement; and
WHEREAS, the City authorizes a formal amendment to the seven -year Capital
Improvement Program to add projects approved for funding upon approval from the
Orange County Transportation Authority Board of Directors; and
WHEREAS, the City of Orange supports the City of Irvine in the submittal of the
Main Street Corridor Signal Synchronization project; and
WHEREAS, the City Council of the City of Orange delegates signature authority to
the Director of Public Works or his designee to facilitate the delivery of the projects;
