2. SUMMARY
Tract Map 16199 subdivides The Irvine Company's Santiago Hills Il development project area on
the south side of Santiago Canyon Road and east of Jamboree Road.
3. RECOMMENDED ACTION
Approve Final Map for Tract 16199 and accept dedication of street right -of -ways and public utility
easements as shown on the Final Map.

7. DISCUSSION and BACKGROUND
The Subdivision Map Act along with Title 16 of the Orange Municipal Code lay out the process
by which land can be subdivided in the City. A Tentative Tract Map (TTM) is processed when a
property owner desires to subdivide a lot into 4 or more lots. Once a TTM is approved, a Final
Map is processed and recorded to complete the process of subdivision of properties. The Final
Map must be found in substantial conformance with the approved TTM by the City Engineer in
order for the City to approve the map. Further, once a TTM is approved, Subdivision Map Act
Section 66456.1 allows the City to process and approve multiple Final Maps for sub -areas within
the approved TTM.
Tract Map 16199 covers 201.1 acres of Irvine Company land located on the east side of the City
of Orange, south of Santiago Canyon Road between Jamboree Road and the Eastern
Transportation Corridor, SR- 241 /SR -261. This area is generally referred to as Santiago Hills II
South. The Tentative Tract Map (TTM) for Tract 16199 was approved by the City Council on
November 8, 2005 by Resolution 10022 as one component of the larger Santiago Hills II/East
Orange Planned Community project.
TTM 16199 approved the subdivision of Santiago Hills II South area into buildable lots and large
common areas. Final Map 16199 is the first of a series of final maps covering the area of TTM
16199. This Final Map creates 94 individual single - family residential lots in one development
area (Sector J -1), and 5 large lots defining the boundaries of the other approved development areas
(Sectors J -2, J -3, J -4, J -5, J -6 and K). The attachment "Summary Exhibit for Santiago Hills II"
shows the Santiago Hills II development areas. Final Map 16199 also shows dedications and
easements for streets, emergency access, storm drain, water and sewer utilities, and public access
easements for sidewalks, trails, and bikeways.
In the future, Final Maps for those 5 large lots would need to be processed and approved in order
to complete the subdivision process for those areas. In addition, a Tentative Tract Map for
condominium purposes and a Final Map would need to be processed and approved to complete
the subdivision process for Sector K.
The record owner of Final Map 16199 is the Irvine Community Development Company, LLC.
The Final Map is in substantial conformance with the approved Tentative Tract Map 16199.
Further, the Applicant has addressed conditions of approval where compliance was required prior
to the approval of the Final Map. It should be noted that the Subdivision Map Act as well as
Condition 45 related to TTM 16199 approval require the Applicant to bond for public
improvements prior to approval of the Final Map unless such improvements are committed to in
some other agreement. The amended and restated Development Agreement for the Santiago Hills
II Development has been previously approved by the City Council on August 9, 2016 and covers
this requirement.

Although staff is bringing the Final Map forward for approval, which completes the subdivision
process for TTM 16199, staff understands from the Applicant that construction of the project
remains on hold until at least 2019.
CEQA Compliance
City approval of a Final Map is a ministerial action, whereby the City is simply finding the map
complies with the requirements of the Subdivision Map Act. Therefore, the California
Environmental Quality Act does not apply. Notwithstanding, the subdivision and development of
this area was evaluated in Supplemental EIR 1278/EIR 1716 for the Santiago Hills II /East Orange
Project, which was previously certified by the City Council on November 8, 2005. Therefore, the
Final Map approval and the environmental impacts associated with Tract 16199 have already been
evaluated and mitigated in compliance with CEQA. Nothing further is warranted or required.

ACTION: 1) Authorized the appropriation of $18,129 from the General Fund 100
unreserved fund balance to expenditure account number 100.5022.51700.00000 (Public
Works contractual services); 2) Authorized the appropriation of $5,345 from the General
Fund 100 unreserved fund balance to expenditure account number 100.2001.51423.00000
(Library contractual services); 3) Authorized the appropriation of $21,779 from the
General Fund 100 unreserved fund balance to expenditure account number
100.7022.51700.00000 (Community Services contractual services); 4) Awarded a three -
year contract in the not -to- exceed amount of $254,232, at $84,744 per year, to CAM
Services, with two one -year extension options, subject to a CPI of 2% maximum starting
with FY 2021 -2022, and authorized the Mayor and City Clerk to execute on behalf the
City; and 5) Authorized the City Manager to execute the two one -year options contract
extension through the annual operating budget approval process for funds appropriation.
3.17 Purchase of one Police Rated Motorcycle for the Orange Police Department and one

ACTION: 1) Authorized the purchase of one BMW Police Rated Motorcycle from Iry
Seaver Motorcycles Orange, California, for the Orange Police Department in the amount
of $27,375; and 2) Authorized the purchase of one Yard Style Forklift from Southwest
Toyota Lift, Anaheim, California, for the Public Works Department, Water Division in the
amount of $57,206.
3.18 Purchase of easement at 2435 N. Orange -Olive Road for the purpose of street
widening and sidewalk installation. (D4000.0)
ACTION: Approved the purchase of easement for street and utility purposes at 2435 N.
Orange -Olive Road; and authorized the Mayor and City Clerk to execute the necessary
documents. Purchase price is $32,500.
