2. SUMMARY
Three bids for the Reservoir 4 Slope Regrading (W -681) project were received and opened on
September 7, 2017. The apparent low bidder is Jeremy Harris Construction, Inc. for $128,063.
3. RECOMMENDED ACTION
Award a contract in the amount of $128,063 to Jeremy Harris Construction, Inc. and authorize
the Mayor and City Clerk to execute the necessary documents on behalf of the City.

7. DISCUSSION and BACKGROUND
Reservoir 4 lies in the southeastern part of town and consists of a 5 million gallon partially
buried reservoir along with a newer pump station situated directly adjacent to the tank. The
reservoir stores water for the lower pressure zone for the southern part of the City.
While the tank was constructed first in the late 1960's, subsequent tract home construction has
built up the site such that the tank site now lies nestled behind an existing residential housing
tract. To maintain their properties, the adjacent neighbors have built an array of block wall
fences on the rear property line adjacent to the tank site.
In order to improve drainage conditions and to alleviate potential hydraulic pressure in the
ground against the existing freestanding block walls separating the reservoir site and adjacent
neighbors, the Water Division will clean up, regrade, and install a concrete V -ditch behind these
walls along the toe of the reservoir's southerly slope.
A topographic survey has been conducted and construction grading plans have been prepared by
the City's consultant, Joseph C. Truxaw and Associates, Inc.
On June 13, 2017, the City Council approved advertisement for this bid. The bids were received
and opened on July 20, 2017. Three bidders responded as follows:

Staff has conducted a license check for the lowest bidder, Jeremy Harris Construction, Inc. In
addition, all reference agencies and companies contacted for the respective bidder have provided
positive feedback and good reviews.

ACTION: Accepted the lowest bid and awarded the contract to Aramexx Group, Inc. of
Claremont, California, in the amount of $199,884 and authorized the Mayor to execute and
the City Clerk to attest the contract on behalf of the City.
3.12 Award of Contract for Bid No. 178 -08; two (2) Federal Highway Safety Improvement
Program (HSIP) Left -Turn Phasing Signal Modification Projects: 1) Collins Avenue
at Batavia Street; and 2) Chapman Avenue at Cannon Street. (A2100.0; AGR -6529)
ACTION: 1) Authorized the appropriation from the 284 unreserved TSIP fund balance to
the following expenditure account: 284.5032.56100.30027 — HSIP6 Batavia and Collins,
$77,000; 2) Authorized the appropriation from the 271 unreserved Gas Tax Construction
fund balance to the following expenditure account: 284.5032.56100.30028 — HSIP6
Chapman and Cannon, $65,000; and 3) Awarded the contract in the amount of $599,999
to California Professional Engineering, Inc. and authorized the Mayor and City Clerk to
execute on behalf of the City.

3.14 Final Acceptance of Agreement No. 6219, Water Division Antenna Tower
Installation; and authorization to file the Notice of Completion with the County

ACTION: Accepted public work improvements, authorized release of U.S. Specialty
Insurance Company of Texas, Bond No. 100275832 in the amount of $280,171.32 to the
contractor on said job, and authorized the Mayor and City Clerk to execute the Notice of
Completion.
