SR - AGR-6442.A - LIBRARY SECURITY SERVICES 11/1/17 THROUGH 10/31/181. SUBJECT Agreement with Lyons Security Service Inc., for Library security services in the amount not to exceed $35,000 per year. 2. SUMMARY To address an increase in the frequency and intensity of incidents with patrons at the Library during operating hours, a pilot program utilizing private security services at the Orange Public Library & History Center was implemented in August 2016 and extended through June 2017. This Agreement allows for continuation of this pilot program for Fiscal Year 2017 -2018 (FY18) and includes renewal options at the same price for three additional one year terms. 3. RECOMMENDATION Approve agreement and authorize the Mayor and City Clerk to execute on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION 5.0 Meet the educational, cultural, civic, information, recreation, business, and life -long learning needs of residents through the provision of library resources. 7.0 Improve community safety and reduce opportunities for criminal activity. 7. DISCUSSION and BACKGROUND Background In February 2016, the Community Services Department started a successful trial of private security patrolling Hart Park, El Camino Park, and the Depot Train Station. The success of this trial lead to a year agreement with Lyons Security Inc. (Lyons), with three options for one year renewals, to provide security services to parks and other venues. At the same time, staff at the Library became more concerned about the frequency and intensity of some interactions with patrons. Utilizing the existing Community Services contract and funded through the City Manager's Office, the Library implemented a three -month security pilot program at the Orange Public Library & History Center in August 2016. Uniformed private security guards were scheduled three days a week during the Library's operational hours. Over the three months, library staff monitored what effect the guards had on patron behavior and the library environment. A review of library incident reports and feedback from library staff, volunteers, and patrons revealed that security service had a positive impact, and in a number of ways. The guards were additional eyes and support in the Library to help staff address patron issues and situations, and they helped create a safer, more enjoyable space for the community. There were fewer incidents of loitering in the Library and the exterior. The presence of the uniformed officer acted as a deterrent to patron misbehavior and tamped down displays of frustration from upset customers. Patrons commented on the improved environment. Staff said they felt safer and less stressed. Based on the improved service and safety that security service provided, the Library secured an agreement with Lyons to continue their patrols through the remainder of Fiscal Year 2016 -2017, which was approved by City Council and funded with Library salary savings. Discussion Based on the success of the pilot program, the Library submitted a decision package proposal during the FY18 budget process. The decision package was approved and funded as part of the City's overall security efforts. The Library received $25,000 for on -site security service. The Library will receive an additional $10,000 in funding for on -site security service due to Council direction given at the September 26, 2017 City Council meeting. Based upon the due diligence of Community Services and Orange Police Department staff, who reviewed proposals from EES and Lyons in May 2016, as well as the excellent customer service provided by Lyons to Community Services and the Library over the past year, Library staff recommends an award of contract to Lyons. Furthermore, Lyons is located in Orange, has been in ITEM 2 10/24/2017 the security business for over 30 years, has provided similar services to other governmental agencies, with excellent references, and proposed a lower overall cost. The contract term is July 1, 2017 through June 30, 2018, with three options for one year renewals. The City Manager is authorized to approve the renewals based upon available funds and satisfactory service. The contract amount is not to exceed $35,000 per year. This amount will allow for five hour shifts, six days a week, and would also provide for additional guards or an increase in hours or locations if needed. 8. Steve Lichten — thanked the Orange Fire Department and Orange Police Department for all that they did during the Canyon 2 Fire; and requested training for the crossing guards at Walnut and Orangewood. Marshall Krupp — thanked the Orange Fire Department for saving homes during the Canyon 2 Fire. Mohammad Aly — raised concerns with the County clearing the homeless out of the riverbed. 3.
