Resolution No. 11026 — A Resolution of the City Council of the City of Orange temporarily
closing a half -block section of North Cypress Street between West Palm and West Maple
Avenue from 11:00 a.m. to 4:00 p.m., Saturday, October 7, 2017, to facilitate a special event at
Chapman University.
2. SUMMARY
Chapman University is planning to hold the grand opening event for the Erin J. Lastinger '88
Tennis Center on October 7, 2017, between 2:00 p.m. and 3:30 p.m.

7. DISCUSSION and BACKGROUND
Chapman University's Office of Special Events has submitted a request for the City Council to
approve a temporarily half -block closure of North Cypress Street from West Palm Avenue to the
entrance of their West Campus Parking Structure on Saturday October 7, 2017. The road closure
is planned from 11 a.m. to 4 p.m. and will facilitate the grand opening event of Chapman
University's Erin J. Lastinger '88 Tennis Center. The event will be open to the public with
festivities occurring from 2:00 p.m. — 3:30 p.m. Parking for the event will be available at the
West Campus Structure. Public parking will remain available at the top floor of the structure
during the event.
Traffic Engineering staff has no objection to the request and will coordinate this closure with the
Orange Police Department.
Area businesses and residents will be notified of the event and the temporary street closure as
part of this event.

CITY OF ORANGE TEMPORARILY CLOSING A
HALF -BLOCK SECTION OF NORTH CYPRESS
STREET FROM WEST PALM AVENUE TO WEST
MAPLE AVENUE FROM 11:00 A.M. TO 4:00 P.M,
SATURDAY OCTOBER 7, 2017 FOR A SPECIAL
EVENT FOR CHAPMAN UNIVERSITY.
WHEREAS, Vehicle Code Section 21100 and OMC 12.58.015 (B) authorizes cities to
close portions of streets for celebrations and local special events when, in the opinion of the City
Council, the closing is necessary for the safety and protection of persons who are to use the portion
of the street during the temporary closing; and
WHEREAS, Chapman University has requested a temporary closure of a half- block
section of North Cypress Street from West Palm Avenue to West Maple Avenue; and
WHEREAS, Chapman University (Chapman) has agreed to comply with the regulations
governing celebrations in public places, that alcoholic beverages on public streets are a violation
of the law. Chapman will provide all signing, barricades, and traffic control necessary for the
closure. Chapman will also notify area residents and businesses of the event and temporary street
closure in accordance with the Police Department's directions; 12 feet of unobstructed access for
emergency vehicles, will be maintained.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange,
does resolve as follows:
That a portion of North Cypress Street from West Palm Avenue to Maple Avenue, be
closed from 11:00 a.m. to 4:00 p.m. on Saturday, October 7, 2017.

4. REPORTS FROM MAYOR SMITH
Mayor Smith requested that staff bring back a report to the next Council meeting outlining
how the City has been addressing and will continue to address the homeless issue; and how
the City will support the County's efforts in patrolling the riverbed. Council would like to
see a multi - departmental report and any costs associated with any increased efforts. In
addition, the City Attorney was directed to look at current vagrancy and panhandling laws
and to report back with any necessary amendments. It was also suggested that an ad -hoc
committee be created to work with the County.
