Resolution No. 11024 - A Resolution of the City Council of the City of Orange Regarding the
2017, 2018, 2019 Christmas Holiday Closure.
2. SUMMARY
Resolution No. 11024 would allow for certain City facilities to be closed during the week
between the Christmas and New Year's holidays for 2017, 2018, and 2019.

6. DISCUSSION and BACKGROUND
Traditionally, the annual holiday closure is approved by the City Council in the Fall prior to the
December closure. For better operational planning purposes, the City Council is being asked to
approve the holiday closure for calendar years 2017, 2018, and 2019.
In accordance with most current labor contracts between the City and its employee organizations,
City employees are entitled to one half day (4.5 hours) if Christmas Eve (Dec. 24) falls on a
Monday- Thursday, one (1) day of paid holiday for Christmas Day, and one (1) day of paid
holiday for New Year's Day.
If approved by the City Council, this action will allow the City to close most of its services for
the following holiday periods:
2017: Friday, December 22, 2017 at 5:30 p.m. through Monday, January 1, 2018. The City will
return to full service on Tuesday, January 2, 2018; and
2018: Friday, December 21, 2018 at 5:30 p.m. through Tuesday, January 1, 2019. The City will
return to full service on Wednesday, January 2, 2019; and
2019: Tuesday, December 24, 2019 at noon through Wednesday, January 1, 2020. The City will
return to full service on Thursday, January 2, 2020.
Orange Public Library:
For 2017, the Orange Public Library & History Center (Main Library) will also be closing
effective 6:00 p.m. on Saturday, December 23, 2017 and will re -open at 10:00 a.m. on Tuesday,
January 2, 2018. The Taft and El Modena branch libraries will be closing effective 6:00 p.m. on
Saturday, December 23, 2017, and will re -open at 2:00 p.m. on Tuesday, January 2, 2018; and
For 2018, the Main Library will be closing effective 2:00 p.m. on Monday, December 24, 2018
and will re -open at 10:00 a.m. on Wednesday, January 2, 2019. The Taft and El Modena branch
libraries will be closing effective 6:00 p.m. on Saturday, December 22, 2018, and will re -open at
2:00 p.m. on Wednesday, January 2, 2019; and
For 2019, the Main Library will be closing effective 2:00 p.m. on Tuesday, December 24, 2019
and will re -open at 10:00 a.m. on Thursday, January 2, 2020. The Taft and El Modena branch
libraries will be closing effective 7:00 p.m. on Monday, December 23, 2019, and will re -open at
1:00 p.m. on Thursday, January 2, 2020.
Notwithstanding the above, the City will continue to provide public safety and other emergency
call -out services.
The following conditions are included as part of this City Council action:
1. This Resolution shall be applicable only to calendar years 2017, 2018, and 2019;
2. City Hall employees will be required to utilize their own accrued paid leave hours
(i.e., vacation, compensatory time, holiday compensatory time, administrative leave,
TRP, and/or floating holiday) (27 hours for 2017, 36 hours for 2018, and 31.5 hours
for 2019), or unpaid time, to cover the holiday closures.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE REGARDING THE 2017, 2018,
AND 2019 CHRISTMAS HOLIDAY CLOSURE.
WHEREAS, most benefited, full -time City employees are provided with one -half
day of paid holiday leave on Christmas Eve (December 24, 2018 and December 24, 2019),
a full day of pay on Christmas Day (December 25, 2017, 2018, and 2019), and one day of
paid holiday leave on New Year's Day (January 1, 2018, 2019 and 2020) per their
respective Memoranda of Understanding; and
WHEREAS, the City Council wishes to express its sincere appreciation to City
employees for their dedicated service to the City and its citizens throughout the year; and
WHEREAS, the City Council recognizes the value of time spent with families
during the holiday season; and
WHEREAS, the City will experience a slight reduction in its unfunded paid leave
accrued liability by requiring employees to use their own accrued paid leave times to cover
these proposed days off; and
WHEREAS, the City Council wishes to effectively accommodate time -off requests
by City employees during the holidays
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Orange does hereby grant the following:
➢ Notwithstanding public safety and other emergency call -out services, City
facilities will be closed Friday, December 22, 2017 through Monday,
January 1, 2018. The City will return to full service on Tuesday, January 2,
2018; and
➢ Notwithstanding public safety and other emergency call -out services, City
facilities will be closing at 5:30 p.m. on Friday, December 21, 2018 through
Tuesday, January 1, 2019. The City will return to full service on
Wednesday, January 2, 2019; and
➢ Notwithstanding public safety and other emergency call -out services, City
facilities will be closing at noon on Tuesday, December 24, 2019 through
Wednesday, January 1, 2020. The City will return to full service on
Thursday, January 2, 2020; and
➢ The Orange Public Library & History Center (Main Library) will be closing
effective 6:00 p.m. on Saturday, December 23, 2017 and will re -open at

employment.
ACTION: 1) Authorized the purchase of a total of nine vehicles from Ford of Orange,
Orange, CA, for the OPD in the amount of $321,963 as follows: Five (5) Ford Black &
White Police Patrol Utility Vehicles; one (1) Ford Black & White Police K -9 Utility
Vehicle; one (1) Ford Gang Utility Unit Vehicle; one (1) Unmarked Police Detective
Utility Vehicle; and one (1) F -150 1/2 Ton V8 Pickup for OPD Traffic; 2) Authorized the
purchase of two Police Pursuit -Rated Tahoes for OPD from National Auto Fleet Group,
Watsonville, CA, in the amount of $88,047; 3) Awarded a contract for building/outfitting
eight of the above Police Patrol, Gang and Detective Vehicles to Hi Standard, of Orange,
CA, in the amount of $136,063; and 4) Authorized the City Manager to surplus the replaced
vehicles.

ACTION: 1) Authorized the purchase of three (3) half -ton service trucks, and one (1) mid-
size utility from Ford of Orange for the amount of $132,547; 2) Authorized the purchase
of four (4) Zero Emission Electric Vehicles from Ford of Orange for the amount of
$123,787; 3) Authorize the appropriation of $74,764 from the AB 2766 Air Pollution
Reduction Fund 245 (AQMD) unreserved fund balance to expenditure account number
245.5023.55212.00000 Motor Vehicle Replacements; and 4) Authorized the City Manager
to surplus the replaced vehicles.
3.23 Relocate easement for storm drain purposes at 419 -420 W. Brenna Lane. (D4000.0)
ACTION: Authorized the Mayor to sign the quitclaim deed for the existing storm drain
easement and accept the new storm drain easement that is granted to the City.
