SR - - PURCHASE OF 8 VEHICLES FOR VARIOUS DEPARTMENTS1. SUBJECT Purchase eight miscellaneous vehicles for various Departments. 2. SUMMARY Purchase of eight vehicles from Ford of Orange, through a Cooperative Purchasing Agreement (CPA). These vehicles are for the Community Development Department, the Orange Fire Department, the Orange Police Department, the Public Works Department, and the Orange Public Library. The purchase will be offset by California Air Resources Board rebate funds of $40,000. 3. RECOMMENDED ACTION Authorize the purchase of three half -ton service trucks, and one mid -size utility from Ford of Orange for the amount of $132,547; 2. Authorize the purchase of four Zero Emission Electric Vehicles from Ford of Orange for the amount of $123,787; 3. Authorize the appropriation of $74,764 from the AB 2766 Air Pollution Reduction Fund 245 (AQMD) unreserved fund balance to expenditure account number 245.5023.55212.00000 Motor Vehicle Replacements; 4. Authorize the City Manager to surplus the replaced vehicles. 4. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 2.0 Protect air, water, and energy resources from pollution and overuse. Policy 2.10: Work toward replacing existing City vehicles with ultra -low or zero emission vehicles. At a minimum, new City vehicles shall be low emission vehicles as defined by the California Air Resources Board, except if certain vehicle types are not available in the marketplace. Public safety vehicles are exempted from this requirement. Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Public Safety Element Goal 6.0 Provide public safety services of the highest quality. 7. DISCUSSION and BACKGROUND After review of the current approved fiscal year 2017 -2018 (FYI 8) vehicle replacement list, it was determined that eight vehicles, originally purchased from 1995 through 2001, could be replaced using a CPA. • One Ford Explorer and two F -150 Pickups for the Public Works Department. • One F -150 Ford Pickup for the Public Works Department Water Division. Subtotal for 4 vehicles: $132,547 • One Ford Focus Electric Vehicle for the Community Development Department. • One Ford Focus Electric Vehicle for the Orange Fire Department. • One Ford Focus Electric Vehicle for the Orange Police Department. • One Ford Focus Electric Vehicle for the Orange Public Library. Subtotal for 4 electric vehicles: $123,787 Total expenditure for eight vehicles $ 256,334 In conjunction with the Finance Department, the purchase of the eight vehicles will be completed using a CPA with the City of Anaheim, PO No. 412- 381020; the County of San Diego, PO No. 555398 -0; and the Walnut Valley Water District, PO No. 07951. These purchase orders were issued within the last eighteen months and are on file, along with the bids, in the Finance Department Office. There are no additional costs or surcharges to participate in this agreement. Because Ford of Orange is located within the city limits, it qualifies for the "Local Bidder Preference ". Section 3.08.250 of the Orange Municipal Code provides that local bidders shall be granted a sales tax preference of one percent of the amount of that portion of the bid amount which is subject to sales tax (Ord. 12 -99). ITEM 2 09/12/17 Vehicles to be replaced with new standard vehicles are: - Public Works Department: • Maintenance Division #'s 1176, 1212 & 1312 • Water Division # 1219 Vehicles to be replaced with new electric vehicles (EV) are: - Community Development: • Code Enforcement # 1260 - Orange Fire Department: �range Fire Safety /Hazmat Specialist # 1223 - Public Library: �range Distribution and Pool Car # 1100 - Police Department: • Crime Prevention Add to the Fleet Through the Air Resources Board, California Public Fleet Pilot Project, staff has initiated the application for a rebate of $10,000 per electric vehicle in the total amount of $40,000. Once the required binding approval to purchase subject electric vehicles is received from Council, staff will complete the application and apply this reimbursement to the AQMD Fund (245). The four electric vehicles will be required to have independent charging stations. The purchase of these charging stations and installation will be through the informal competitive bidding process. These charging stations will be private for City of Orange Fleet Vehicles only. The total estimate cost for the stations is $20,000. The specific charging locations will be determined based on the location of the electric vehicles. In addition to the purchase of these vehicles and the private charging stations, safety lighting and communications outfitting is needed. Public Works Fleet Services will complete the required outfitting. Additional funds exist within the budget to meet any standard outfitting needs. 8.
