SR - - PURCHASE OF 11 PUBLIC SAFETY VEHICLES FOR OPD - VEHICLE PURCHASE1. SUBJECT Purchase of eleven Public Safety vehicles for Orange Police Department (OPD). 2. SUMMARY Purchase of nine vehicles for the OPD from Ford of Orange, Orange, CA, through a cooperative purchasing agreement (CPA). Purchase of two vehicles for OPD from National Auto Fleet Group, Watsonville, CA, through a CPA. Award the building /outfitting of eight vehicles with Code -3 equipment, to current OPD standards to Hi Standard Automotive LLC (Hi Standard) of Orange, CA using a CPA. Total expenditure for eleven OPD vehicles with required outfitting is $546,073. 3. RECOMMENDED ACTION 1. Authorize the purchase of a total of nine vehicles from Ford of Orange, Orange, CA for the OPD in the amount of $321,963 as follows: 5 Ford Black & White Police Patrol Utility Vehicles 1 Ford Black & White Police K -9 Utility Vehicle 1 Ford Gang Utility Unit Vehicle 1 Unmarked Police Detective Utility Vehicle 1 F- 150 /z Ton V8 Pickup for OPD Traffic 2. Authorize the purchase of two Police Pursuit -Rated Tahoes for OPD from National Auto Fleet Group, Watsonville, CA in the amount of $ 88,047. 3. Award a contract for building /outfitting eight of the above Police Patrol, Gang and Detective Vehicles to Hi Standard, of Orange, CA in the amount of $136,063. 4. Authorize the City Manager to surplus the replaced vehicles. 4. GENERAL PLAN IMPLEMENTATION Public Safety Element Goal 6.0 Provide public safety services of the highest quality. Policy 6.1 Provide the Police Department with adequate personnel, equipment and state -of- the -art technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. Implementation Plan: Program I -15 7. DISCUSSION and BACKGROUND The most recent purchases of Police Patrol Vehicles took place in November 2016 with the purchase of five patrol vehicles, one gang utility unit, and four police /pursuit rated vehicles (to be used as unmarked detective units). The Police Traffic Division also needed two compact utility vehicles and one pickup truck. Our Police Patrol Vehicles experience extreme duty service and therefore are replaced on an accelerated vehicle replacement schedule. After review of the current vehicle replacement list, it was determined that the purchase of five Police Black & White Patrol Units, one Black & White K -9 Utility, one Gang Utility, one Detective Unit, one -half ton Pickup, and two Police Rated Chevrolet Tahoe's for OPD Traffic was required. The above vehicles were placed on the approved vehicle replacement list in FY 17/18 as indicated below: • Five Black & White Police Patrol Utility Vehicles with Ballistic Doors, replacing vehicles originally purchased from 2012 -2016. • One Black & White Police K -9 Utility Vehicle with Ballistic Doors originally purchased in 1999. • One Ford Police Gang Utility Unit with Ballistic Doors for OPD, replacing a vehicle originally purchased in 2008. • One unmarked Police Rated Detective Vehicle, replacing a vehicle originally purchased 1999. ITEM 2 09/12/17 • One F -150 1 /2 Ton V8 Pickup Truck for OPD Traffic Division, replacing a vehicle originally purchased in 1997. • Two Police Pursuit Rated Chevrolet Tahoe's (sergeant vehicles) with Ballistic Doors replacing vehicles originally purchased in 2011. Nine of the above vehicles will be purchased using a CPA with the County of San Diego, Purchase Order (PO) No. 555398 -0 issued on January 27, 2017; Walnut Valley Water District PO No. 07951 issued on March 20, 2017; and City of La Verne PO No. 33401 issued on March 30, 2017. All three of these POs were issued to Ford of Orange. There are no additional costs or surcharges to be paid by the City to participate in this agreement. The Police Patrol and unmarked Detective Vehicles will be outfitted with Code -3 equipment including LED light bars and all communication support equipment. These vehicles will meet the City of Orange Police Department standards for Police Patrol and unmarked Detective Vehicles with Code -3 capabilities. This outfitting will be awarded to Hi Standard of Orange, CA using the City of Burbank's CPA, PO No. 151309 issued on June 21, 2017. There are no additional costs or surcharges required to participate in this agreement and all purchasing functions will be completed between the City of Orange and Hi Standard of Orange, CA. Additional funds exist within the budget to meet any standard outfitting needs. Ford of Orange and Hi- Standard qualify for the Local Bidder Preference. Section 3.08.250 of the Orange Municipal Code provides local bidders shall be granted a sales tax preference of one percent of the amount of that portion of the bid amount which is subject to sales tax (Ord. 12 -99). ITEM 3 09/12/17 The OPD vehicles to be replaced are unit numbers 1147, 1241, 1503, 1574, 1575, 1588, 1603, 1631 and 1697. Two additional 2012 Police Patrol Units are scheduled to be replaced with this purchase based on their condition; the unit numbers are to be determined once the new vehicles arrive. 8.
