Approve the proposed List of Streets (Attachment "A ") to be funded by RMRA, and adjust the
City's budget to properly track the expenditure of these funds.
2. SUMMARY
Road Maintenance and Rehabilitation Account (RMRA) funding for twenty four city streets can
only be accessed after approval of the proposed locations by the California Transportation
Commission (CTC). The total estimated new funding from Senate Bill (SB) 1 and RMRA is
approximately $815,000.
3. RECOMMENDED ACTION
1. Approve the proposed List of Streets (Attachment "A ") to be funded by RMRA.
2. Authorize the budget adjustment of $815,000 to the FY18 Annual Budget revenue estimate
and expenditure appropriation as follows:

7. DISCUSSION and BACKGROUND
Public Works staff plans to submit the list of projects proposed to be funded by RMRA proceeds
to the CTC. This new funding program was created on April 28, 2017 when Governor Brown
signed Senate Bill (SB) 1 (Beall, Chapter 5, Statutes of 2017), known as the Road Repair and
Accountability Act of 2017. The program will address basic road maintenance, rehabilitation,
and critical safety needs on both the state highway, and local streets and road system. SB 1
increases per gallon fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees.
Due to the apportionment nature of this program, the exact amount of funding the City will
receive is unknown; however, in anticipation of this program's implementation, these funds were
included in the FYI Annual Budget adopted by Council on June 13, 2017. Staff will return to
Council for authorization to bid these projects upon project approval by CTC.
The Public Works Department has identified a list of streets to present to RMRA for funding
approval. These streets were rated in the Citywide Pavement Management Program with a
Pavement Condition Index (PCI) ranging from 7 -69 (out of a maximum score of 100) indicating
the need for street rehabilitation. The cost estimate for these improvements is approximately
$1.5 million. Staff will only select the number of streets that can be funded by the amount of
RMRA actually received.
The scope of rehabilitation in general consists of ADA compliant access ramps, localized
removal and replacement of the existing pavement, asphalt concrete overlay, removal and
replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels,
and adjustment of manholes and water valve covers to grade.
Because the City is receiving an apportionment of RMRA funds, we are required to sustain a
maintenance of effort (MOE) by spending at least the annual average of FY 10 through FY 12
general fund expenditures for street, road, and highway purposes. The City will be able to meet
the MOE requirements going forward.

ACTION: 1) Approved the Consultant Services Agreement with Page & Turnbull, Inc. to
develop design standards for the Eichler Tracts for a not -to- exceed cost of $70,000; and 2)
Authorized the appropriation of $40,000 from unreserved fund balance to account number
100.6021.51660.00000: Current Planning — Other Professional & Consulting Services.
3.8 Appropriation of designated grant funding received from the California Department
of Resources Recycling and Recovery (CalRecycle) for the Beverage Container
Recycling Program. (C2500.M.1.1)
ACTION: 1) Accepted into the City's revenue budget $35,395 in grants from CalRecycle
and appropriated to the following revenue account number 220.5022.45290.20361, State
Grants — Beverage Container 16 -17; and 2) Authorize the appropriation of $35,395 into the
following expenditure account numbers: 220.5022.51001.20361 -Bev. Cont. Recycling 16-
17— Contractual Services, $17,000 and 220.5022.53001.20361 -Bev. Cont. Recycling 16-
17— Materials & Supplies, $18,395.
3.9 Appropriation of Donation from the Orange Public Library Foundation
(Foundation) of $8,450. (C2500.I)
ACTION: 1) Accepted into the City's revenue budget a $8,450 donation from the
Foundation into revenue account number 100.2001.48390.19322 (Foundation Donations);
and 2) Authorized the appropriation of $8,450 into expenditure account number
100.2001.53301.19322 (Library Books - Foundation).
3.10 Approve the proposed List of Streets to be funded by RMRA, and adjust the City's
