Consultant Services Agreement with Page & Turnbull, Inc. to prepare design standards for
historic district designation of three historic Eichler Tracts.
2. SUMMARY
This Agreement provides for services from Page & Turnbull, Inc., in an amount not to exceed
$70,000, to hold community meetings and draft, edit, and finalize design standards to support
designation of the Eichler Tracts as local historic districts. Upon authorization from City
Council, a total of $40,000 will be appropriated from unreserved fund balance to account number
100.6021.51660.00000: Current Planning — Other Professional & Consulting Services for the
Agreement.
13. RECOMMENDED ACTION
1) Approve the Consultant Services Agreement with Page & Turnbull, Inc. to develop design
standards for the Eichler Tracts for a not -to- exceed cost of $70,000; and 2) Authorize the
appropriation of $40,000 from unreserved fund balance to account number

Interior's Standards for the Treatment of Historic Properties with Guidelines for
Preserving, Rehabilitating, Restoring and Preserving Historic Buildings
(Secretary's Standards).
Urban Design Element
Goal 5.0 Establish and reinforce district and neighborhood characteristics recognized both
within the community and throughout the region.
Goal 6.0 Encourage contextually appropriate infill development projects and property
renovations.
Implementation
Program I -18 Pursue historic landmark district designation for three Eichler tracts. Notify
property owners in three Eichler tracts — Fairhaven, Fairhills, and Fairmeadow —
of the intent to list each of the three tracts separately as local historic districts.
Follow established procedures for Historic Register listing of each. Develop
design standards and project review processes for Eichler Historic Districts.

7. DISCUSSION and BACKGROUND
The Eichler Tracts are unique mid - century residential developments, created by Joseph Eichler in
the 1960s. At the request of local residents, the three tracts (Fairhaven, Fairhills, and
Fairmeadow) were surveyed in 2005 during the City's Historic Resources Survey Update and
were found to be potential historic districts due to their unique architectural character. The 2010
General Plan Cultural Resources Element recommends that the tracts be designated as historic
districts.
On February 4, 2016, a well- attended Community Information Session was held for all Eichler
Tract residents at the Grijalva Park Sports Center. City staff provided information on the process
for and benefits to potential historic district designation and answered questions for 75 residents
in attendance. At the April 12, 2016 City Council meeting, public comments were received
requesting that City Council consider opportunities to protect the historic character of the three
Eichler Tracts. In June 2016, the City Council received a petition where more than 80 percent of
property owners expressed support for historic district designation.
In June 2017, staff sent out a Request for Proposals to qualified historic preservation consultants
for development of design standards for the Eichler Tracts. A team of staff reviewed the
proposals received and determined that Page & Turnbull's staff and experience are best qualified
to meet the City's needs. Page & Turnbull is currently working as a consultant for the City of
Palo Alto to develop design standards for Eichler neighborhoods in that city.
Page & Turnbull's scope of work includes leading community meetings to gather input from
residents on the content of the design standards, identifying the character - defining features of the
neighborhoods, writing design standards based on community feedback, and presenting the
design standards to the community with staff. The goal of the design standards is to support
designation of the three Eichler Tracts as local historic districts. The design standards will
provide guidance for property owners and residents seeking to modify their historic houses and
serve as the basis for staff and the Design Review Committee to review proposed projects in the
Eichler Tracts.
The draft Agreement between Page & Turnbull and the City is included as Attachment A. The
scope of work and cost proposal submitted by Page & Turnbull are included as Exhibit A to the
contract. Page & Turnbull's cost proposal is for $69,855.

and City Clerk to execute on behalf of the City.

3.8 Appropriation of designated grant funding received from the California Department
of Resources Recycling and Recovery (CalRecycle) for the Beverage Container
Recycling Program. (C2500.M.1.1)
ACTION: 1) Accepted into the City's revenue budget $35,395 in grants from CalRecycle
and appropriated to the following revenue account number 220.5022.45290.20361, State
Grants — Beverage Container 16 -17; and 2) Authorize the appropriation of $35,395 into the
following expenditure account numbers: 220.5022.51001.20361 -Bev. Cont. Recycling 16-
17— Contractual Services, $17,000 and 220.5022.53001.20361 -Bev. Cont. Recycling 16-
17— Materials & Supplies, $18,395.
3.9 Appropriation of Donation from the Orange Public Library Foundation
(Foundation) of $8,450. (C2500.I)
ACTION: 1) Accepted into the City's revenue budget a $8,450 donation from the
Foundation into revenue account number 100.2001.48390.19322 (Foundation Donations);
and 2) Authorized the appropriation of $8,450 into expenditure account number
100.2001.53301.19322 (Library Books - Foundation).
3.10 Approve the proposed List of Streets to be funded by RMRA, and adjust the City's
budget to properly track the expenditure of these funds. (S4000.S.7)
ACTION: 1) Approved the proposed List of Streets (Attachment "A" of the staff report) to
be funded by RMRA; and 2) Authorized the budget adjustment of $815,000 to the FY18
Annual Budget revenue estimate and expenditure appropriation as follows:
