2. SUMMARY
Plans and specifications have been completed for Katella Avenue Sidewalk Improvements (SP-
3971). The project is ready to be advertised for bids. The total estimated construction cost
including 10% for contingencies and construction engineering is $210,110.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for Katella Avenue Sidewalk
Improvements; Bid No. 178 -06 (SP- 3971).

7. DISCUSSION and BACKGROUND
The proposed sidewalk improvements on Katella Avenue were warranted as terms of the lease of
City property at 1800 W. Katella Avenue as approved by City Council in November 2016
Agenda Item 3.7 to SC Fuels. The lease will allow SC Fuels to increase their parking spaces and
allow them to accommodate current employees and future growth. Under the terms of the
proposed lease, SC Fuels would fund sidewalk improvements to the frontage along Katella
Avenue so that their employees could safely access the new employee parking lot.
Public Works has prepared plans and specifications to construct the required improvements in
order to satisfy the terms of the lease.
The proposed sidewalk improvements are categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301(c),
Existing Facilities, covering existing highways and streets, sidewalks, gutters, bicycle and
pedestrian trails, and similar facilities (this includes road grading for the purpose of public
safety). This project is exempt because it will provide an accessible path of travel for the purpose
of public safety these improvements will not substantially increase existing street capacity. The
Notice of Exemption will be filed with the County Recorder's Office.
Construction is scheduled to begin in fall 2017 and is expected to be completed within 45
calendar days.
