SR - - PURCHASE OF 30 FOOT OREGON CASCADE FIR TREE AND TOPPER1. SUBJECT Purchase of Plaza Park holiday tree display. 2. SUMMARY In keeping with the holiday decorations replacement program, it is time to replace the 30 foot Christmas tree displayed annually in Plaza Park. 3. RECOMMENDED ACTION Approve purchase of an artificial 30' Oregon Cascade Fir Tree and Topper in an amount not -to- exceed $43,610 from Harrington Decorating Company, Inc. 4. Policy 5.2 Provide a range of high quality recreational facilities and programming to serve a broad cross section of residents, including youth, seniors, young adults, mature adults, and people with disabilities. 7. DISCUSSION and BACKGROUND Background The City annually installs holiday decorations in Plaza Park and the Plaza spoke streets. The City contracts for installation of the displays as well as for storage of the decorations and displays. Approximately seven years ago, the City embarked on a program to replace aging decorations on a regular cycle. Since the program implementation, all of the displays have been replaced except for the 30 foot tall Christmas tree. The displays that have been replaced include the Snow Man (replaced with a Toy Soldier), the Santa and all Skyline garlands across both Glassell St. and Chapman Ave. The contract for installation and storage of the decorations and displays is with the Jarvis Company (Jarvis). The decorations and displays have been purchased from Harrington Decorating Company (Harrington). Jarvis has an exclusive agreement with Harrington to store and install their decorations and displays. As such, when replacing decorations and displays, the City purchases the decorations and displays from Harrington and has them shipped to Jarvis warehouse to be stored per contract until such time they are installed in the Plaza each year. Jarvis and Harrington have always provided quality products and customer service, making sure the City's holiday decorations and displays are working properly and installed as requested. Discussion Annual replacement of the decorations and displays has typically cost approximately $23,000. Replacement of the Christmas tree is a more significant cost based on its size and complexity. This type of artificial tree is expected to last approximately 15 years. This allows for the City to only have to replace the tree every other seven -year cycle. New ornaments for the new tree were purchased separately as part of last year's replacements. The ornaments are being stored by Harrington and awaiting purchase of the new Christmas tree for installation. Staff researched the cost of the Christmas tree replacement from two other competing companies, All American Christmas Co. and Barrango, Inc. to ensure competitive pricing. Based on the research, though trees and ornaments differ slightly from vendor to vendor, all pricing is similar and competitive. The cost of the tree is $42,610, including the 6' tree toper ornament and tax. Shipping is estimated at $1,000 for a total amount of $43,610. 8. ATTACHMENTS • Harrington Decorating Company Proposal
