2. SUMMARY
Bids for Walnut Avenue Street Improvements (SP -3988) were received and opened on June 20,
2017. Five bidders responded to the Notice Inviting Bids. The apparent low bidder is Palp, Inc.
DBA Excel Paving Company of Long Beach, California in the amount of $196,874.
3. RECOMMENDED ACTION
Accept the lowest bid, and award the contract to Excel Paving Company of Long Beach,
California in the amount of $196,874 and authorize the Mayor to execute and the City Clerk to
attest the contract on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program and are available in the following
account:

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 1.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
7. DISCUSSION and BACKGROUND
The bid solicitation was advertised on July 5, 2017 for a period of two weeks, and bids were
opened on July 20, 2017. Five bidders submitted proposals as follows:
1) Excel Paving Company. Long Beach ............ $196,874.00
2) All American Asphalt, Corona ..................... $224,004.32
3) R.J. Noble., Orange ........ ............................... $265,047.50
4) Hardy & Harper Inc., Santa Ana .................... $276,000.00
5) Harry H. Joh Construction, Inc.., Paramount $537,645.20
The proposed improvements on Walnut Avenue were warranted as a condition of the sale of City
surplus property at 2935 E. Walnut Avenue as approved by City Council in December 2016.
Once construction is complete all conditions imposed during the sale of the property will be
satisfied. Regardless of the sale conditions, the street widening of Walnut Avenue by
approximately 12 feet, is needed in order to accommodate two way traffic and facilitate
emergency vehicle access.
The proposed Street Improvements are categorically exempt from the provisions of the California
Environmental Quality Act (CEQA) under CEQA Guidelines Section 15303(d). This project is
exempt because it will provide sewer service and improve fire access to vacant parcel 383 -193-
60 (as well as fire access for existing single family residential properties along Walnut Avenue).
These improvements will not substantially increase existing street or sewer capacity. The Notice
of Exemption has been filed with the County Recorder's Office.
Construction is scheduled to begin in September 2017 and is expected to be completed within 45
calendar days.
