7. DISCUSSION and BACKGROUND
Over the years, dirt and debris have collected against the existing neighbors freestanding block
wall located along the Reservoir 4's southern perimeter. This is creating a problem for the walls
that were not designed to take the resulting lateral loading. To remedy the situation, the Water
Division is proposing to re -grade this area and to construct a new concrete V- ditch/terrace drain.
This will fix the problem by removing the load from the wall and provide positive drainage for
the affected area.
The Water Division retained Joseph C. Truxaw and Associates, Inc. to conduct a topographic
survey and complete the design. Plans and specifications for this project have been completed
and the project is ready to be advertised for bids. The total estimated construction cost including
15% for contingencies and construction engineering is $70,000. Construction is expected to start
in the fall 2017 and should be completed within 45 calendar days.
