Consultant Services Agreement with IBI Group (US), Inc., to prepare an update to the City's
parking code.
2. SUMMARY
This Agreement provides for services from IBI Group (US), Inc., in an amount not to exceed
$84,000, to analyze the City's parking code and draft up -to -date, streamlined parking standards
that are effective at addressing the parking demands of the variety of land uses and development
contexts across the City, and do not stifle property reinvestment and business attraction.
3. RECOMMENDED ACTION
Approve the Consultant Services Agreement with IBI Group (US), Inc. to update the City's
parking code for a not -to- exceed cost of $84,000.

7. DISCUSSION and BACKGROUND
The City's parking ordinance was last updated as part of a comprehensive Zoning Code update in
1995. Subsequent limited and focused revisions have occurred since that date, including the
forthcoming multiple - family residential parking standards. However, the Code has been largely
unchanged for the last 25 years and is now antiquated and complicated to apply for staff,
developers, and the public alike.
On May 25, 2017, staff sent out a Request For Proposals for development of an updated and
streamlined parking code. A team of staff reviewed the proposals received and determined that
IBI Group's staff and experience are best qualified to meet the City's needs.
IBI Group's scope of work includes providing targeted parking utilization counts, an analysis of
the City's parking code and recommended parking standards that are effective at meeting the
parking demands of the variety of land uses and development contexts across the City. The goal
of the proposed Code update is ensuring that our parking standards are "right sized" so that the
City is requiring adequate onsite parking to avoid off -site "spillover effects ", while also not over -
parking development resulting in the inefficient use of land and unnecessary impediments to
business attraction and property redevelopment. Staff will also work with IBI to ensure that the
City's parking Code is simplified and streamlined so that it is easier for developers and the
general public to understand and apply. A draft parking ordinance is anticipated to be presented
to the Planning Commission and City Council in mid -2018.
The Agreement between IBI Group and the City is included as Attachment A. The scope of work
and cost proposal submitted by IBI Group is included as Exhibit A to the contract.

IBI Group's cost proposal is for $79,960 plus a 5% contingency for a "not to exceed" contract
amount of $84,000.
