SR - RES-11020 - LEMON STREET PARKING LOT CLOSURE1 1. SUBJECT Resolution No. 11020; A Resolution of the City Council of the City of Orange authorizing the long term closure of the Lemon Street Parking Lot on July 24, 2017, at 12:00 a.m., to allow for the construction of the Metrolink Parking Structure, located at 130 N. Lemon Street. 2. SUMMARY The Lemon Street Parking Lot will be closed in order to facilitate the construction of the Metrolink Parking Structure at the Orange Transportation Center Project, scheduled to start construction the week of July 24 The lot will be closed for approximately 18 months until the parking structure is open to the public in late 2018. 13. GENERAL PLAN IMPLEMENTATION Economic Development Goal 2.0: Cultivate a business environment that is conducive and appealing to the commercial and retail industry, including smaller entrepreneurs. Policy 2.4: Maintain adequate infrastructure, transportation system, and physical conditions that encourage retailers to invest in the City. Economic Development Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide and maintain infrastructure adequate to support growth and expansion of commercial, industrial and institutional areas, including water, sewer, streets, curbs, gutters, sidewalks, storm drains, access, and parking improvements. 7. DISCUSSION and BACKGROUND On June 12, 2017, the Orange County Transportation Authority (OCTA) awarded the construction contract for the Metrolink Parking Structure at the Orange Transportation Center Project to Bomel Construction Company, Inc. OCTA and City staff have been coordinating a ground breaking ceremony scheduled for July 26 at 9:00 a.m., with construction of the parking structure scheduled to start later that week. In order to prepare for the construction of the parking structure, the Lemon Street Parking Lot located at 130 N. Lemon Street will be closed starting at 12:00 a.m. on Monday, July 24 for public parking. Bomel Construction Company, Inc. will be at the site on July 24 to install construction fencing and gates around the perimeter of the site. The construction fencing will be removed at the completion of the project. Information has been posted on the OCTA and City of Orange websites indicating the dates of the lot closure, along with directions to the alternative parking location being provided by Chapman University. During the construction, Chapman is making available the following two parking lots: 1) Chapman University owned surface lot accessed off of Palm Avenue, west of the West Depot Parking Lot. These spaces will be available for parking 24 hours a day, seven days a week. 2) Top level of the Chapman University West Campus Structure located off of Cypress Street. The West Campus structure is closed from 2 a.m. to 5 a.m. Both locations will replace removed parking resulting from the closure of the Lemon Street Parking Lot and will accommodate contractor employee parking, transit parking, and general use public parking. In addition to the website information, project information signs and closure notice signs have been posted in the Lemon Street Lot since July 10 th . Windshield notification flyers are distributed daily by OCTA staff and additional No Parking signs will be placed within individual parking stalls at least 4 days prior to the July 24 closure. Per OMC 10.42.060 the City Council must authorize the change of time limits (and in this case, the temporary closure of the lot) for City owned parking lots. 2 8. ATTACHMENTS • Resolution No. 11020 • Vicinity Map RESOLUTION NO. 11020 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE AUTHORIZING THE LONG TERM CLOSURE OF THE LEMON STREET PARKING LOT ON JULY 24, 2017, AT 12:00 A.M., TO ALLOW FOR THE CONSTRUCTION OF THE METROLINK PARKING STRUCTURE, LOCATED AT 130 N. LEMON STREET. WHEREAS, the City of Orange (the City) is a municipal corporation which exercises governmental functions and powers, and is organized and existing under the laws of the State of California; and WHEREAS, on June 12, 2017, the Orange County Transportation Authority ( "OCTA ") awarded the construction contract for the construction of the Metrolink Parking Structure on the site of the Lemon Street parking lot to Bomel Construction Company, Inc. (`Gomel "); and WHEREAS, in order to prepare for the construction of the parking structure, the Lemon Street parking lot, located at 130 N. Lemon Street, will be closed starting at 12:00 a.m. on Monday, July 24 for public parking so Bomel can install construction fencing and gates around the perimeter of the site; and WHEREAS, information has been posted on the OCTA and City of Orange websites indicating the dates of the lot closure, along with directions to the alternative parking at various locations in the vicinity of the Lemon Street parking lot; and WHEREAS, in addition to the website information, project information signs and closure notice signs have been posted in the Lemon Street lot since July 10 , windshield notification flyers are distributed daily by OCTA staff, and additional "No Parking" signs will be placed within individual parking stalls at least 4 calendar days prior to the July 24t closure. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange, on the basis of the facts set forth in the agenda report presented to it and any comments or testimony received at the meeting at which this matter was considered, as follows: 1. The City Council finds and determines that the foregoing recitals are true and correct. 2. Pursuant to Orange Municipal Code Section 10.42.060, the City Council designates the Lemon Street parking lot, located at 130 N. Lemon Street, closed for public parking purposes effective July 24, 2017, at 12:00 A.M. ( "effective date "), and until further notice. Signs notifying the public of the closure shall be posted 4 calendar days in advance of the effective date. The closure of the Lemon Street lot and the removal of all vehicles therein will facilitate the staging and construction of the Metrolink Parking Structure.
