Purchase of one Type 3 Fire Engine Public Safety Vehicle for the Orange City Fire Department.
2. SUMMARY
Purchase of a Type 3, 4 -Wheel Drive Fire Engine (Brush Truck) for the Orange City Fire
Department from HME, Incorporated located in Wyoming, Michigan through a cooperative
purchasing agreement (CPA). Purchase of communication equipment, tools, and supplies
through miscellaneous venders to properly outfit Type 3 Fire Engine to the Orange City Fire
Department standards.
3. RECOMMENDED ACTION
1. Authorize the purchase of one piece of Fire Apparatus (4wd Brush Truck) for the Orange
City Fire Department from HME, Incorporated located in Wyoming, Michigan in the amount
of $354,498.
2. Authorize the purchase of Equipment and Supplies needed to outfit Type 3, 4wd (Bush
Truck) from various venders in the amount of $46,090.
3. Authorize the purchase of Communication Equipment, including radio(s), Mobile Data
Computer, and GPS Unit to outfit new Fire Apparatus to current OFD standards in the
amount of $ 14,449.
4. Authorize the City Manager to retain Unit 1638, a 1992 Fire Apparatus with 76,000 miles as
a reserve Brush Truck.
4. FISCAL IMPACT
Funds are available for this vehicle in the following accounts:
720.5023.55212.00000 Motor Vehicle Replacements $ 425,000
Additionally, the Developer Agreement adopted by the City Council on July 12, 2016 with The
Irvine Company (TIC) stipulates that TIC will reimburse the City up to $350,000 for this purchase.
When those funds are remitted to the City, the funds will be allocated to the Vehicle Replacement
Fund (720).

7. DISCUSSION and BACKGROUND
Given the City's significant wildland interface on our eastern border, the Fire Department has
always been proactive in assessing methods to protect that boundary from brush fires. As part of
that effort, a few years ago the Department acquired a retired Type 3 Brush Engine for one dollar
from the Orange County Fire Authority. This type of engine provides the advantage of going off -
road to attack fires or perform needed fire protection. Unfortunately, that engine has far exceeded
its end -of -life and its use is now limited. As a result, in FY 18 the Department will be purchasing
a brand new Type 3 Engine. Once deployed, this new Engine can also be used throughout the state
to combat wildfires, while offering our personnel invaluable experience that can also be utilized
here in Orange.
The most recent purchases of apparatus took place on September 6, 2016 (August 9, 2016 Council
Meeting) with the purchase of a Type 1 Pierce Pumper (due July- August 2017). After review of
the current vehicle replacement list, it was determined that the purchase of a Type 3, 4wd Fire
Engine (Brush Truck) was needed for wildland fires. This vehicle was placed on the approved
vehicle replacement list in the FY 2017/18 as indicated below:
• FY 17/18: One Type 3, 4wd Fire Engine (Brush Truck) for the Orange City Fire Department
replacing Unit 1638, a 1992 Ford Type 3 Fire Engine originally placed in service in July 2014.
Unit will be retained by OFD as a reserve Brush Truck.

The purchase of one Type 3, 4wd Fire Engine (Brush Truck) for the Orange City Fire Department
will be completed using a CPA with HGACBuy, Contract No. FS12 -15 through HME,
Incorporated in Wyoming, Michigan.

As noted above, in addition to the purchase of the Fire Apparatus (Brush Truck), ancillary
equipment and communications outfitting is needed. Additional funds have been allocated
within the budget for this equipment and installation.
Section 3.08.290 of the Orange Municipal Code states any agreement involving the acquisition of
materials, supplies, or equipment may be entered into with another government entity through
CPA provisions.
HME, Incorporated will provide one Type 3, 4wd Fire Engine (Brush Truck) through HGAC -Buy
CPA 67 days from receipt of City of Orange Purchase Order. An additional three to four weeks
will be required to outfit, setup, and mount equipment before unit is placed in service.
