SR - - PURCHASE CALSENSE CENTRAL IRRIGATION SYSTEM CONTROLLERS1. SUBJECT Approval of purchase of Calsense central irrigation system controllers and related equipment for Fred Barrera, Belmont, Serrano and Santiago Hills Parks. 2. SUMMARY This item is the equipment purchase necessary to complete upgrades of the existing irrigation at four parks to centralized irrigation systems which utilize weather data, allowing for more efficient and effective irrigation management through remote access, with the goal of significant water savings. 3. RECOMMENDED ACTION Approve purchase from SiteOne Landscape Supply LLC in the amount of $55,614.53. 4. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 2.0: Protect our water and energy resources from pollution and overuse. Policy 2.3: Reduce the amount of water used for landscaping through the use of native and drought - tolerant plants, proper soil preparation, and efficient irrigation systems as parks are built or renovated. 7. DISCUSSION and BACKGROUND Background Fred Barrera, Belmont, Serrano and Santiago Hill Parks, comprise about 17.5 acres of landscape, lighting, and other infrastructure maintained by the City under service agreements. The cost for all maintenance in the parks, including irrigation water, has steadily increased in recent years and the aging infrastructure is demanding more resources to maintain it. The irrigation system is extensive, providing water to turf, shrubs and trees throughout the parks. The City has an on- going commitment to reduce water usage. A significant reduction in irrigation water use through improved efficiency in its delivery is imperative to meet the commitment and maintain healthy parks. Other efforts are being planned and implemented as part of an overall, comprehensive plan to reduce water consumption in City landscapes. These include future removal of turf in parks and other City facilities where appropriate, replacing it with drought - tolerant plant designs; retrofitting irrigation systems to low flow, sub - surface type designs; mulching planters; and as funds are available, continuing education to staff on water management and irrigation technology. To best meet the City's needs in ensuring consistent equipment throughout the park system, as well as reduce mark -up costs on equipment purchase, the City bid the purchase of Calsense equipment and the installation of this equipment separately. The agenda presented here is for purchase of equipment only. City Council is being asked to consider an award to install the equipment to STL Landscape, Inc. for amount of $98,000 in a separate item on the same agenda. Discussion In an effort to accomplish ongoing reductions in water consumption for public landscape, the Community Services Department is proposing to replace irrigation controllers at four parks with Calsense centralized irrigation control systems. Calsense irrigation control systems have already been introduced at other City parks and are proving to accomplish significant savings as well as maximizing staff's ability to more effectively manage the systems throughout the City. The Community Services Department advertised Bid 167 -42 on April 26, 2017 and received five bid proposals on May 25. The low bid was received from SiteOne Landscape Supply LLC for $51,614.41, plus tax at 7.75% ($4,000.12), for a total cost of $55,614.53. This price is $4,385 below the project estimate. A bid summary is attached. Calsense Installation at Various Parks is approved CIP No. 30047 funded by Park Acquisition fees, Fund 510. The purchased equipment is anticipated to be installed beginning in August. There should be minimal to no impact to the public during installation. 8.
