Maintenance for Heating Ventilation, and Air Conditioning Equipment (HVAC) at Various City
Buildings.
1 2. SUMMARY
The bids for preventive maintenance and emergency repairs of the HVAC equipment at various
City buildings were received and opened on June 22, 2017. Four bidders responded to the Notice
Inviting Bids. The apparent low bidder is Diversified Thermal Services, Inc., Anaheim,
California for $94,875. The Engineer's estimate was $95,000.
3. RECOMMENDED ACTION
Award the contract in the amount of $94,875 to Diversified Thermal Services, Inc., and authorize
the Mayor and City Clerk to execute the documents on behalf of the City.

7. DISCUSSION and BACKGROUND
The informal bid solicitation for Preventive Maintenance and Emergency Repairs for the City's
HVAC equipment was published on May 31, 2017 for a period of three weeks. The bids were
received and opened on June 22, 2017. Four bidders responded as follows:
1) Diversified Thermal Services Inc., Anaheim $ 94,875
2) Systems XT Inc., Anaheim $106,330
3) Envise Corp., Garden Grove $143,597
4) F.M. Thomas Air Conditioning Inc., Brea $186,520
This project consists of providing preventive maintenance and emergency repairs to maintain the
HVAC equipment in good operating condition. The HVAC units are located at the Civic Center,
Community Services Building, all eight Fire Stations, Main Library and the two Branch
Libraries, all parks buildings, Santa Fe Depot Building, Police Headquarters, and the Senior
Center. The tasks may include but are not limited to:
1. Inspecting all components and controls for proper operation, adjust as needed.
2. Inspecting electrical components, terminal connections and wiring.
3. Measuring operating voltages and amperages as required.
4. Checking visual evidence of leaks in coils.
5. Inspecting condensate pans and drain lines for proper flow.
6. Inspecting motor mounts and fastening as needed.
7. Inspecting belt alignment and tension and adjusting as needed.
8. Cleaning intake air screens or grilles as needed.
9. Many other tasks outlined in the scope of work of the contract.
Diversified Thermal Services, Inc., has worked for the City in the past and installed several new
AC package units at various city buildings.
Maintenance work will begin upon execution of the contract and be completed one year from
that date. The bid solicitation provided an option for contract renewal for two additional years
subject to mutual agreement of the parties.
