SR - AGR-6495 - YORBA PARK ELECTRICAL IMPROVEMENTS1. SUBJECT Agreement for Yorba Park Electrical Improvements. 2. SUMMARY The City is partnering with the County of Orange on a four phase renovation project at Yorba Park. Electrical infrastructure improvements are needed to support Phase H — Vapor Extraction System (VES) upgrades, Phase III — Park Re- Establishment, and Phase IV — Restroom Replacement. The electrical improvements will connect and support the new parking lot and monument sign lighting, new restroom and storage building electrical and lighting, park irrigation system, and the County's relocated VES. 3. RECOMMENDED ACTION Approve agreement with Academy Electric Inc. for a not -to- exceed amount of $117,563 and authorize the Mayor and City Clerk to execute on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 5.0: Provide recreational facilities and programs that adequately serve the needs of residents. Policy 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background Due to settlement caused by the closed landfill at Yorba Park, the 8.5 acre site is being renovated. The project is comprised of four phases, to include Phase I Grading Operations and Phase II Replacement of the Vapor Extraction System (to be completed by the County of Orange), both required pursuant to the November 2015 Settlement Agreement with the County of Orange. Per the Settlement Agreement, the City is required to level and grade the property to achieve proper drainage for the landfill site (Phase I). At the completion of that effort, the County is required to replace the aging vapor extraction and monitoring system (Phase 1I). Also per the Settlement Agreement, the County is assuming responsibility for oversight and management of the methane monitoring system. The Phase I Grading Operation is now complete. The County's Phase II Vapor Extraction System upgrades will begin soon and be completed in 30 to 60 days. City Council awarded an agreement for Phase III — Park Re- Establishment to KASA Construction at their April 11, 2017 meeting. Phase III work will begin within the next few weeks, in concert with Phase II work by the County. Simultaneous work is being coordinated to keep the project on schedule and avoid delays. Phase IV is the demolition of the existing restroom/concession building, site construction and installation of a new pre- fabricated restroom and storage building. City Council awarded a contract to KASA Construction for Phase IV at its May 9, 2017 meeting. Phase IV work is expected to begin in the next few months, to be coordinated with Phase III. Discussion A variety of electrical improvements need to be installed and coordinated to support phases II, III and IV of the Yorba Park renovation project. The electrical improvements will connect and support the new parking lot and monument sign lighting, new restroom and storage building electrical and lighting, park irrigation system, and the County's relocated VES. Coordination with SCE is also a key element, as they relocate the main power supply. These electrical needs were identified and /or more well defined as the project has progressed. Seven electrical contractors (four from the City of Orange) were invited to bid the project and sent plans and specifications on May 25, 2017. Three contractors attended the pre -bid job walk ITEM 2 7/11/17 and submitted bids for this work. Academy Electric Inc. was the lowest responsible bidder at $106,875 and is being recommended for award of the project. A Bid Abstract Summary is attached. The bid amount is $23,125 below the engineer's estimate. Staff has met with Academy Electric to review their bid with the plans and confirmed they have acceptable references. The Community Services Department is recommending a 10% contingency in the amount of $10,688 to address any work required as a result of unforeseen issues above or below ground. The agreement's total not -to- exceed amount is $117,563. Funds are available within the project accounts previously appropriated to the Yorba Park Renovation project, CIP No. 20135. Below is a summary of updated projected total project costs.
